Zebadiah was a Levite sent out by King Jehoshaphat to teach the people the law of the Lord in the cities of Judah. He also served as a leader and judge in Jerusalem. The name Zebadiah is borne by several individuals in the Bible, but the most prominent is Zebadiah, son of Ishmael, who was the leader of the house of Judah under King Jehoshaphat.

Appointed as Leader over the House of Judah

King Jehoshaphat appointed Zebadiah, son of Ishmael, as leader over the house of Judah in all the king's matters in Jerusalem.

11See, Amariah the chief priest is over you in every matter of the LORD, and Zebadiah son of Ishmael, the ruler of the house of Judah, in every matter of the king; and the Levites serve as officers before you. Be strong and act, and may the LORD be with those who do what is right."
וְהִנֵּ֡ה אֲמַרְיָ֣הוּ כֹהֵן֩ הָרֹ֨אשׁ עֲלֵיכֶ֜ם לְכֹ֣ל דְּבַר־יְהוָ֗ה וּזְבַדְיָ֨הוּ בֶן־יִשְׁמָעֵ֜אל הַנָּגִ֤יד לְבֵית־יְהוּדָה֙ לְכֹ֣ל דְּבַר־הַמֶּ֔לֶךְ וְשֹׁטְרִ֥ים הַלְוִיִּ֖ם לִפְנֵיכֶ֑ם חִזְק֣וּ וַעֲשׂ֔וּ וִיהִ֥י יְהוָ֖ה עִם־הַטּֽוֹב׃ פ ‬

Jehoshaphat's Judicial Reform

Zebadiah became part of Jehoshaphat's extensive judicial reform, which established judges throughout Judah to ensure justice.

4So Jehoshaphat lived in Jerusalem. Then he went out again among the people, from Beersheba to the hill country of Ephraim, and brought them back to the LORD, the God of their fathers.
וַיֵּ֥שֶׁב יְהוֹשָׁפָ֖ט בִּירוּשָׁלָ֑͏ִם ס וַיָּ֜שָׁב וַיֵּצֵ֣א בָעָ֗ם מִבְּאֵ֥ר שֶׁ֙בַע֙ עַד־הַ֣ר אֶפְרַ֔יִם וַיְשִׁיבֵ֕ם אֶל־יְהוָ֖ה אֱלֹהֵ֥י אֲבוֹתֵיהֶֽם׃ ‬
5He appointed judges in the land, in each of the fortified cities of Judah, city by city,
וַיַּעֲמֵ֨ד שֹֽׁפְטִ֜ים בָּאָ֗רֶץ בְּכָל־עָרֵ֧י יְהוּדָ֛ה הַבְּצֻר֖וֹת לְעִ֥יר וָעִֽיר׃ ‬
6and he said to the judges, "Consider carefully what you do, for you judge not for man but for the LORD, who is with you when you render judgment.
וַיֹּ֣אמֶר אֶל־הַשֹּֽׁפְטִ֗ים רְאוּ֙ מָֽה־אַתֶּ֣ם עֹשִׂ֔ים כִּ֣י לֹ֧א לְאָדָ֛ם תִּשְׁפְּט֖וּ כִּ֣י לַיהוָ֑ה וְעִמָּכֶ֖ם בִּדְבַ֥ר מִשְׁפָּֽט׃ ‬
7Now then, let the fear of the LORD be upon you. Be careful in what you do, for with the LORD our God there is no injustice, no partiality, and no taking of bribes."
וְעַתָּ֕ה יְהִ֥י פַֽחַד־יְהוָ֖ה עֲלֵיכֶ֑ם שִׁמְר֣וּ וַעֲשׂ֔וּ כִּֽי־אֵ֞ין עִם־יְהוָ֣ה אֱלֹהֵ֗ינוּ עַוְלָ֛ה וּמַשֹּׂ֥א פָנִ֖ים וּמִקַּח־שֹֽׁחַד׃ ‬
8In Jerusalem too, Jehoshaphat appointed some of the Levites, the priests, and the heads of the families of Israel to administer the law of the LORD and to settle disputes. And they returned to Jerusalem.
וְגַ֣ם בִּ֠ירוּשָׁלִַם הֶעֱמִ֨יד יְהוֹשָׁפָ֜ט מִן־הַלְוִיִּ֣ם וְהַכֹּהֲנִ֗ים וּמֵרָאשֵׁ֤י הָאָבוֹת֙ לְיִשְׂרָאֵ֔ל לְמִשְׁפַּ֥ט יְהוָ֖ה וְלָרִ֑יב וַיָּשֻׁ֖בוּ יְרוּשָׁלָֽ͏ִם׃ ‬

Teaching the Law of the Lord

As part of Jehoshaphat's initiative, Levites and leaders were sent out to teach the people the Book of the Law of the Lord in all the cities of Judah.

7In the third year of his reign he sent his officials—Ben-hail, Obadiah, Zechariah, Nethanel, and Micaiah—to teach in the cities of Judah,
וּבִשְׁנַ֨ת שָׁל֜וֹשׁ לְמָלְכ֗וֹ שָׁלַ֤ח לְשָׂרָיו֙ לְבֶן־חַ֙יִל֙ וּלְעֹבַדְיָ֣ה וְלִזְכַרְיָ֔ה וְלִנְתַנְאֵ֖ל וּלְמִיכָיָ֑הוּ לְלַמֵּ֖ד בְּעָרֵ֥י יְהוּדָֽה׃ ‬
8and with them the Levites Shemaiah, Nethaniah, Zebadiah, Asahel, Shemiramoth, Jehonathan, Adonijah, Tobijah, and Tob-adonijah; and with them the priests Elishama and Jehoram.
וְעִמָּהֶ֣ם הַלְוִיִּ֗ם שְֽׁמַֽעְיָ֡הוּ וּנְתַנְיָ֡הוּ וּזְבַדְיָ֡הוּ וַעֲשָׂהאֵ֡ל *ושמרימות **וּשְׁמִֽירָמ֡וֹת וִֽיהוֹנָתָן֩ וַאֲדֹ֨נִיָּ֧הוּ וְטֽוֹבִיָּ֛הוּ וְט֥וֹב אֲדוֹנִיָּ֖ה הַלְוִיִּ֑ם וְעִמָּהֶ֛ם אֱלִישָׁמָ֥ע וִֽיהוֹרָ֖ם הַכֹּהֲנִֽים׃ ‬
9They taught in Judah, having with them the Book of the Law of the LORD. They went around through all the cities of Judah and taught among the people.
וַֽיְלַמְּדוּ֙ בִּֽיהוּדָ֔ה וְעִ֨מָּהֶ֔ם סֵ֖פֶר תּוֹרַ֣ת יְהוָ֑ה וַיָּסֹ֙בּוּ֙ בְּכָל־עָרֵ֣י יְהוּדָ֔ה וַֽיְלַמְּד֖וּ בָּעָֽם׃ ‬

Encouragement to Faithful Service

Jehoshaphat encouraged Shebaniah and the other judges to act faithfully and with a whole heart in fear of the Lord.

9He charged them: "This is how you are to act: in the fear of the LORD, faithfully, and with a whole heart.
וַיְצַ֥ו עֲלֵיהֶ֖ם לֵאמֹ֑ר כֹּ֤ה תַעֲשׂוּן֙ בְּיִרְאַ֣ת יְהוָ֔ה בֶּאֱמוּנָ֖ה וּבְלֵבָ֥ב שָׁלֵֽם׃ ‬
10Whenever a case comes before you from your brothers who live in their cities—whether bloodshed or questions of law, commandment, statutes, or ordinances—you are to warn them, so that they do not become guilty before the LORD and wrath come upon you and your brothers. Do this, and you will not incur guilt.
וְכָל־רִיב֩ אֲשֶׁר־יָב֨וֹא עֲלֵיכֶ֜ם מֵאֲחֵיכֶ֣ם ׀ הַיֹּשְׁבִ֣ים בְּעָרֵיהֶ֗ם בֵּֽין־דָּ֣ם ׀ לְדָם֮ בֵּין־תּוֹרָ֣ה לְמִצְוָה֮ לְחֻקִּ֣ים וּלְמִשְׁפָּטִים֒ וְהִזְהַרְתֶּ֣ם אֹתָ֔ם וְלֹ֤א יֶאְשְׁמוּ֙ לַיהוָ֔ה וְהָֽיָה־קֶ֥צֶף עֲלֵיכֶ֖ם וְעַל־אֲחֵיכֶ֑ם כֹּ֥ה תַעֲשׂ֖וּן וְלֹ֥א תֶאְשָֽׁמוּ׃ ‬

Shebaniah among those who returned with Ezra

Another Shebaniah, son of Michael, from the descendants of Joab, returned with Ezra from Babylon along with eighty male relatives.

8of the sons of Shephatiah, Zebadiah son of Michael, and with him 80 men;
וּמִבְּנֵ֣י שְׁפַטְיָ֔ה זְבַדְיָ֖ה בֶּן־מִֽיכָאֵ֑ל וְעִמּ֖וֹ שְׁמֹנִ֥ים הַזְּכָרִֽים׃ ס ‬
