Heber was a Kenite descended from Hobab, Moses' father-in-law. He separated from the other Kenites and settled near Kedesh in Naphtali. He is best known as the husband of Jael, who killed the Canaanite commander Sisera.

Heber left the other Kenites and moved northward, which was unusual since the Kenites usually stayed together.

Heber pitched his tent by Elon-bezaanannim near Kedesh in the territory of Naphtali, which was strategically located.

Peace with Jabin
There was peace between Heber the Kenite and King Jabin of Hazor, so that Sisera sought refuge with his family.
17Meanwhile Sisera fled on foot to the tent of Jael, the wife of Heber the Kenite, for there was peace between Jabin king of Hazor and the house of Heber the Kenite.
וְסִֽיסְרָא֙ נָ֣ס בְּרַגְלָ֔יו אֶל־אֹ֣הֶל יָעֵ֔ל אֵ֖שֶּׁת חֶ֣בֶר הַקֵּינִ֑י כִּ֣י שָׁל֗וֹם בֵּ֚ין יָבִ֣ין מֶֽלֶךְ־חָצ֔וֹר וּבֵ֕ין בֵּ֖ית חֶ֥בֶר הַקֵּינִֽי׃
