Ammonite Opponent of Jerusalem's Rebuilding

Tobiah was an Ammonite official who, together with Sanballat, actively opposed Nehemiah and the Jews in their work to rebuild the walls of Jerusalem. He used threats, mockery, and political intrigue in an attempt to halt the reconstruction efforts but failed. He also had family connections among the Jewish nobility, which gave him influence in Jerusalem.

Tobiah Mocks the Rebuilding Effort
Tobiah ridiculed the Jews' attempt to rebuild the wall, saying that even a fox could knock down the stone wall they were building.
3But we prayed to our God, and because of the threat we posted a guard against them day and night.
וַנִּתְפַּלֵּ֖ל אֶל־אֱלֹהֵ֑ינוּ וַנַּעֲמִ֨יד מִשְׁמָ֧ר עֲלֵיהֶ֛ם יוֹמָ֥ם וָלַ֖יְלָה מִפְּנֵיהֶֽם׃
Conspiracy Against Jerusalem
Tobiah, Sanballat, the Arabs, the Ammonites, and the people of Ashdod plotted together to attack Jerusalem and create confusion in order to stop the construction of the wall.
7So I stationed men in the lowest places behind the wall, at the exposed points, positioning them by families with their swords, their spears, and their bows.
וָֽאַעֲמִ֞יד מִֽתַּחְתִּיּ֧וֹת לַמָּק֛וֹם מֵאַחֲרֵ֥י לַחוֹמָ֖ה *בצחחיים **בַּצְּחִיחִ֑ים וָֽאַעֲמִ֤יד אֶת־הָעָם֙ לְמִשְׁפָּח֔וֹת עִם־חַרְבֹתֵיהֶ֛ם רָמְחֵיהֶ֖ם וְקַשְּׁתֹתֵיהֶֽם׃
8I looked things over, then rose and said to the nobles, the officials, and the rest of the people: "Do not be afraid of them. Remember the Lord, who is great and awesome, and fight for your brothers, your sons and your daughters, your wives and your homes."
וָאֵ֣רֶא וָאָק֗וּם וָאֹמַ֞ר אֶל־הַחֹרִ֤ים וְאֶל־הַסְּגָנִים֙ וְאֶל־יֶ֣תֶר הָעָ֔ם אַל־תִּֽירְא֖וּ מִפְּנֵיהֶ֑ם אֶת־אֲדֹנָ֞י הַגָּד֤וֹל וְהַנּוֹרָא֙ זְכֹ֔רוּ וְהִֽלָּחֲמ֗וּ עַל־אֲחֵיכֶם֙ בְּנֵיכֶ֣ם וּבְנֹתֵיכֶ֔ם נְשֵׁיכֶ֖ם וּבָתֵּיכֶֽם׃ פ
Attempt to Lure Nehemiah into a Trap
Tobiah and Sanballat sent repeated messages to Nehemiah, trying to lure him to a meeting on the plain of Ono in order to harm him, but Nehemiah rejected the invitations.
1When Sanballat, Tobiah, Geshem the Arab, and the rest of our enemies heard that I had rebuilt the wall and that not a single gap was left in it—though at that time I had not yet set the doors in the gates—
וַיְהִ֣י כַאֲשֶׁ֣ר נִשְׁמַ֣ע לְסַנְבַלַּ֣ט וְ֠טוֹבִיָּה וּלְגֶ֨שֶׁם הָֽעַרְבִ֜י וּלְיֶ֣תֶר אֹֽיְבֵ֗ינוּ כִּ֤י בָנִ֙יתִי֙ אֶת־הַ֣חוֹמָ֔ה וְלֹא־נ֥וֹתַר בָּ֖הּ פָּ֑רֶץ גַּ֚ם עַד־הָעֵ֣ת הַהִ֔יא דְּלָת֖וֹת לֹא־הֶעֱמַ֥דְתִּי בַשְּׁעָרִֽים׃
2Sanballat and Geshem sent me this message: "Come, let us meet together at Hakkephirim^ in the plain of Ono." But they were plotting to do me harm.
^ Or "in one of the villages"; the Hebrew word can be read either as a place name or as a common noun.
וַיִּשְׁלַ֨ח סַנְבַלַּ֤ט וְגֶ֙שֶׁם֙ אֵלַ֣י לֵאמֹ֔ר לְכָ֞ה וְנִֽוָּעֲדָ֥ה יַחְדָּ֛ו בַּכְּפִירִ֖ים בְּבִקְעַ֣ת אוֹנ֑וֹ וְהֵ֙מָּה֙ חֹֽשְׁבִ֔ים לַעֲשׂ֥וֹת לִ֖י רָעָֽה׃
3So I sent messengers to them with this reply: "I am doing a great work and cannot come down. Why should the work stop while I leave it and come down to you?"
וָאֶשְׁלְחָ֨ה עֲלֵיהֶ֤ם מַלְאָכִים֙ לֵאמֹ֔ר מְלָאכָ֤ה גְדוֹלָה֙ אֲנִ֣י עֹשֶׂ֔ה וְלֹ֥א אוּכַ֖ל לָרֶ֑דֶת לָ֣מָּה תִשְׁבַּ֤ת הַמְּלָאכָה֙ כַּאֲשֶׁ֣ר אַרְפֶּ֔הָ וְיָרַדְתִּ֖י אֲלֵיכֶֽם׃
4Four times they sent me the same message, and each time I gave them the same answer.
וַיִּשְׁלְח֥וּ אֵלַ֛י כַּדָּבָ֥ר הַזֶּ֖ה אַרְבַּ֣ע פְּעָמִ֑ים וָאָשִׁ֥יב אוֹתָ֖ם כַּדָּבָ֥ר הַזֶּֽה׃ ס
Threatening letters to Nehemiah
Tobiah sent letters to Nehemiah to frighten him and tried to weaken his resolve through threats and false accusations of rebellion against the Persian king.
17In those days, too, the nobles of Judah were sending many letters to Tobiah, and letters from Tobiah kept coming to them,
גַּ֣ם ׀ בַּיָּמִ֣ים הָהֵ֗ם מַרְבִּ֞ים חֹרֵ֤י יְהוּדָה֙ אִגְּרֹ֣תֵיהֶ֔ם הוֹלְכ֖וֹת עַל־טוֹבִיָּ֑ה וַאֲשֶׁ֥ר לְטוֹבִיָּ֖ה בָּא֥וֹת אֲלֵיהֶֽם׃
18for many in Judah were bound to him by oath, since he was the son-in-law of Shecaniah son of Arah, and his son Jehohanan had married the daughter of Meshullam son of Berechiah.
כִּי־רַבִּ֣ים בִּֽיהוּדָ֗ה בַּעֲלֵ֤י שְׁבוּעָה֙ ל֔וֹ כִּי־חָתָ֥ן ה֖וּא לִשְׁכַנְיָ֣ה בֶן־אָרַ֑ח וִֽיהוֹחָנָ֣ן בְּנ֔וֹ לָקַ֕ח אֶת־בַּת־מְשֻׁלָּ֖ם בֶּ֥ן בֶּֽרֶכְיָֽה׃
19They kept praising his good deeds in my presence and reporting my words back to him. And Tobiah sent letters to intimidate me.
גַּ֣ם טוֹבֹתָ֗יו הָי֤וּ אֹמְרִים֙ לְפָנַ֔י וּדְבָרַ֕י הָי֥וּ מוֹצִיאִ֖ים ל֑וֹ אִגְּר֛וֹת שָׁלַ֥ח טוֹבִיָּ֖ה לְיָֽרְאֵֽנִי׃
Tobiah's influence among Jewish nobility
Many of the leading men in Judah had family ties with Tobiah through marriage, and they spoke well of him to Nehemiah and reported Nehemiah's words back to Tobiah.
17In those days, too, the nobles of Judah were sending many letters to Tobiah, and letters from Tobiah kept coming to them,
גַּ֣ם ׀ בַּיָּמִ֣ים הָהֵ֗ם מַרְבִּ֞ים חֹרֵ֤י יְהוּדָה֙ אִגְּרֹ֣תֵיהֶ֔ם הוֹלְכ֖וֹת עַל־טוֹבִיָּ֑ה וַאֲשֶׁ֥ר לְטוֹבִיָּ֖ה בָּא֥וֹת אֲלֵיהֶֽם׃

Tobiah expelled from the temple chamber
When Nehemiah returned to Jerusalem after an absence, he discovered that the priest Eliashib had given Tobiah a large room in the temple. Nehemiah threw out all of Tobiah's belongings and cleansed the rooms.
4Now before this, Eliashib the priest, who had been put in charge of the storerooms of the house of our God and was closely associated with Tobiah,
וְלִפְנֵ֣י מִזֶּ֔ה אֶלְיָשִׁיב֙ הַכֹּהֵ֔ן נָת֖וּן בְּלִשְׁכַּ֣ת בֵּית־אֱלֹהֵ֑ינוּ קָר֖וֹב לְטוֹבִיָּֽה׃
5had provided him with a large room where they had formerly stored the grain offerings, the frankincense, the vessels, and the tithes of grain, new wine, and oil prescribed for the Levites, the singers, and the gatekeepers, along with the contributions for the priests.
וַיַּ֨עַשׂ ל֜וֹ לִשְׁכָּ֣ה גְדוֹלָ֗ה וְשָׁ֣ם הָי֪וּ לְפָנִ֟ים נֹ֠תְנִים אֶת־הַמִּנְחָ֨ה הַלְּבוֹנָ֜ה וְהַכֵּלִ֗ים וּמַעְשַׂ֤ר הַדָּגָן֙ הַתִּיר֣וֹשׁ וְהַיִּצְהָ֔ר מִצְוַת֙ הַלְוִיִּ֔ם וְהַמְשֹׁרְרִ֖ים וְהַשֹּׁעֲרִ֑ים וּתְרוּמַ֖ת הַכֹּהֲנִֽים׃
6While all this was going on I was not in Jerusalem, for in the thirty-second year of Artaxerxes king of Babylon I had gone to the king. Some time later I asked the king for leave,
וּבְכָל־זֶ֕ה לֹ֥א הָיִ֖יתִי בִּֽירוּשָׁלָ֑͏ִם כִּ֡י בִּשְׁנַת֩ שְׁלֹשִׁ֨ים וּשְׁתַּ֜יִם לְאַרְתַּחְשַׁ֤סְתְּא מֶֽלֶךְ־בָּבֶל֙ בָּ֣אתִי אֶל־הַמֶּ֔לֶךְ וּלְקֵ֥ץ יָמִ֖ים נִשְׁאַ֥לְתִּי מִן־הַמֶּֽלֶךְ׃
7and I came back to Jerusalem. Then I learned of the evil Eliashib had done for Tobiah in providing him a room in the courts of the house of God.
וָאָב֖וֹא לִֽירוּשָׁלָ֑͏ִם וָאָבִ֣ינָה בָרָעָ֗ה אֲשֶׁ֨ר עָשָׂ֤ה אֶלְיָשִׁיב֙ לְט֣וֹבִיָּ֔ה לַעֲשׂ֥וֹת לוֹ֙ נִשְׁכָּ֔ה בְּחַצְרֵ֖י בֵּ֥ית הָאֱלֹהִֽים׃
8I was deeply grieved, and I threw all of Tobiah's household goods out of the room.
וַיֵּ֥רַֽע לִ֖י מְאֹ֑ד וֽ͏ָאַשְׁלִ֜יכָה אֶֽת־כָּל־כְּלֵ֧י בֵית־טוֹבִיָּ֛ה הַח֖וּץ מִן־הַלִּשְׁכָּֽה׃
9Then I gave orders, and they purified the rooms; and I brought back there the vessels of the house of God, with the grain offering and the frankincense.
וָאֹ֣מְרָ֔ה וַֽיְטַהֲר֖וּ הַלְּשָׁכ֑וֹת וָאָשִׁ֣יבָה שָּׁ֗ם כְּלֵי֙ בֵּ֣ית הָאֱלֹהִ֔ים אֶת־הַמִּנְחָ֖ה וְהַלְּבוֹנָֽה׃ פ
