This pharaoh ruled in Egypt during Joseph's time. After Joseph interpreted his dreams about the seven good years and the seven lean years, he appointed Joseph to govern all of Egypt to save the country through the famine.

39Then Pharaoh said to Joseph, "Since God has made all this known to you, there is no one so discerning and wise as you.
וַיֹּ֤אמֶר פַּרְעֹה֙ אֶל־יוֹסֵ֔ף אַחֲרֵ֨י הוֹדִ֧יעַ אֱלֹהִ֛ים אוֹתְךָ֖ אֶת־כָּל־זֹ֑את אֵין־נָב֥וֹן וְחָכָ֖ם כָּמֽוֹךָ׃
40You shall be over my house, and all my people shall submit to your command. Only in the throne will I be greater than you."
אַתָּה֙ תִּהְיֶ֣ה עַל־בֵּיתִ֔י וְעַל־פִּ֖יךָ יִשַּׁ֣ק כָּל־עַמִּ֑י רַ֥ק הַכִּסֵּ֖א אֶגְדַּ֥ל מִמֶּֽךָּ׃
41And Pharaoh said to Joseph, "See, I hereby set you over all the land of Egypt."
וַיֹּ֥אמֶר פַּרְעֹ֖ה אֶל־יוֹסֵ֑ף רְאֵה֙ נָתַ֣תִּי אֹֽתְךָ֔ עַ֖ל כָּל־אֶ֥רֶץ מִצְרָֽיִם׃
