Mesha was king of Moab and a shepherd who paid tribute to Israel. After Ahab's death, he rebelled, and in a desperate situation during the siege, he sacrificed his own firstborn son on the wall.

Mesha, king of Moab, rebelled against Israel after Ahab's death and refused to pay the large tribute of lambs and wool.
4Now Mesha king of Moab was a sheep breeder, and he used to pay the king of Israel a tribute of a hundred thousand lambs and the wool of a hundred thousand rams.
וּמֵישַׁ֥ע מֶֽלֶךְ־מוֹאָ֖ב הָיָ֣ה נֹקֵ֑ד וְהֵשִׁ֤יב לְמֶֽלֶךְ־יִשְׂרָאֵל֙ מֵאָה־אֶ֣לֶף כָּרִ֔ים וּמֵ֥אָה אֶ֖לֶף אֵילִ֥ים צָֽמֶר׃
5But when Ahab died, the king of Moab rebelled against the king of Israel.
וַיְהִ֖י כְּמ֣וֹת אַחְאָ֑ב וַיִּפְשַׁ֥ע מֶֽלֶךְ־מוֹאָ֖ב בְּמֶ֥לֶךְ יִשְׂרָאֵֽל׃
