Shemer was the man who owned the hill where the city of Samaria was built. King Omri of Israel bought the hill from Shemer for two talents of silver and built there the new capital of Israel, which was named after Shemer.

Omri's Founding of Samaria
After buying from Shemer, Omri founded the city of Samaria, which became the capital of the Northern Kingdom and a political and religious center for several hundred years.
23In the thirty-first year of Asa king of Judah, Omri became king over Israel, and he reigned twelve years, six of them in Tirzah.
בִּשְׁנַת֩ שְׁלֹשִׁ֨ים וְאַחַ֜ת שָׁנָ֗ה לְאָסָא֙ מֶ֣לֶךְ יְהוּדָ֔ה מָלַ֤ךְ עָמְרִי֙ עַל־יִשְׂרָאֵ֔ל שְׁתֵּ֥ים עֶשְׂרֵ֖ה שָׁנָ֑ה בְּתִרְצָ֖ה מָלַ֥ךְ שֵׁשׁ־שָׁנִֽים׃
24He bought the hill of Samaria from Shemer for two talents of silver, and he built up the hill and named the city he built Samaria, after Shemer, the owner of the hill.
וַיִּ֜קֶן אֶת־הָהָ֥ר שֹׁמְר֛וֹן מֵ֥אֶת שֶׁ֖מֶר בְּכִכְּרַ֣יִם כָּ֑סֶף וַיִּ֙בֶן֙ אֶת־הָהָ֔ר וַיִּקְרָ֗א אֶת־שֵׁ֤ם הָעִיר֙ אֲשֶׁ֣ר בָּנָ֔ה עַ֣ל שֶׁם־שֶׁ֔מֶר אֲדֹנֵ֖י הָהָ֥ר שֹׁמְרֽוֹן׃
25Omri did evil in the eyes of the LORD, and he acted more wickedly than all who were before him.
וַיַּעֲשֶׂ֥ה עָמְרִ֛י הָרַ֖ע בְּעֵינֵ֣י יְהוָ֑ה וַיָּ֕רַע מִכֹּ֖ל אֲשֶׁ֥ר לְפָנָֽיו׃
26He followed the whole way of Jeroboam son of Nebat and his sin, which he had led Israel to commit, provoking the LORD, the God of Israel, to anger with their worthless idols.
וַיֵּ֗לֶךְ בְּכָל־דֶּ֙רֶךְ֙ יָרָבְעָ֣ם בֶּן־נְבָ֔ט *ובחטאתיו **וּבְחַטָּאת֔וֹ אֲשֶׁ֥ר הֶחֱטִ֖יא אֶת־יִשְׂרָאֵ֑ל לְהַכְעִ֗יס אֶת־יְהוָ֛ה אֱלֹהֵ֥י יִשְׂרָאֵ֖ל בְּהַבְלֵיהֶֽם׃
Samaria as Israel's Capital
The city built on Shemer's hill became the capital of the Northern Kingdom of Israel and remained so until the Assyrian conquest in 722 BC.
5Then the king of Assyria invaded the whole land, marched against Samaria, and besieged it for three years.
וַיַּ֥עַל מֶֽלֶךְ־אַשּׁ֖וּר בְּכָל־הָאָ֑רֶץ וַיַּ֙עַל֙ שֹׁמְר֔וֹן וַיָּ֥צַר עָלֶ֖יהָ שָׁלֹ֥שׁ שָׁנִֽים׃
6In the ninth year of Hoshea the king of Assyria captured Samaria and deported Israel to Assyria, settling them in Halah, on the Habor, the river of Gozan, and in the cities of the Medes.
בִּשְׁנַ֨ת הַתְּשִׁיעִ֜ית לְהוֹשֵׁ֗עַ לָכַ֤ד מֶֽלֶךְ־אַשּׁוּר֙ אֶת־שֹׁ֣מְר֔וֹן וַיֶּ֥גֶל אֶת־יִשְׂרָאֵ֖ל אַשּׁ֑וּרָה וַיֹּ֨שֶׁב אֹתָ֜ם בַּחְלַ֧ח וּבְחָב֛וֹר נְהַ֥ר גּוֹזָ֖ן וְעָרֵ֥י מָדָֽי׃ פ
The Prophets' Warnings Against Samaria
The prophets repeatedly warned the inhabitants of Samaria, the city built on Shemer's hill, about coming judgment because of their sin and idolatry.
9Proclaim it over the citadels of Ashdod and over the citadels in the land of Egypt, and say: Gather on the mountains of Samaria and see the great turmoil within her and the oppression in her midst.
הַשְׁמִ֙יעוּ֙ עַל־אַרְמְנ֣וֹת בְּאַשְׁדּ֔וֹד וְעַֽל־אַרְמְנ֖וֹת בְּאֶ֣רֶץ מִצְרָ֑יִם וְאִמְר֗וּ הֵאָֽסְפוּ֙ עַל־הָרֵ֣י שֹׁמְר֔וֹן וּרְא֞וּ מְהוּמֹ֤ת רַבּוֹת֙ בְּתוֹכָ֔הּ וַעֲשׁוּקִ֖ים בְּקִרְבָּֽהּ׃
10They do not know how to do what is right, declares the LORD — those who store up violence and plunder in their citadels.
וְלֹֽא־יָדְע֥וּ עֲשׂוֹת־נְכֹחָ֖ה נְאֻם־יְהוָ֑ה הָאֽוֹצְרִ֛ים חָמָ֥ס וָשֹׁ֖ד בְּאַרְמְנֽוֹתֵיהֶֽם׃ פ
11Therefore, this is what the Lord GOD says: An enemy will surround the land; he will pull down your defenses, and your citadels will be plundered.
לָכֵ֗ן כֹּ֤ה אָמַר֙ אֲדֹנָ֣י יְהוִ֔ה צַ֖ר וּסְבִ֣יב הָאָ֑רֶץ וְהוֹרִ֤ד מִמֵּךְ֙ עֻזֵּ֔ךְ וְנָבֹ֖זּוּ אַרְמְנוֹתָֽיִךְ׃
12This is what the LORD says: As a shepherd rescues from the lion's mouth two legs or a scrap of an ear, so shall the people of Israel be rescued — those who sit in Samaria on the edge of a bed, on the corner of a couch.
כֹּה֮ אָמַ֣ר יְהוָה֒ כַּאֲשֶׁר֩ יַצִּ֨יל הָרֹעֶ֜ה מִפִּ֧י הָאֲרִ֛י שְׁתֵּ֥י כְרָעַ֖יִם א֣וֹ בְדַל־אֹ֑זֶן כֵּ֣ן יִנָּצְל֞וּ בְּנֵ֣י יִשְׂרָאֵ֗ל הַיֹּֽשְׁבִים֙ בְּשֹׁ֣מְר֔וֹן בִּפְאַ֥ת מִטָּ֖ה וּבִדְמֶ֥שֶׁק עָֽרֶשׂ׃
The Fall of Samaria to Assyria
The city built on Shemer's hill eventually fell to the Assyrians under King Salmanassar and Sargon II, and the people of Israel were taken into exile.
1In the twelfth year of Ahaz king of Judah, Hoshea son of Elah became king over Israel in Samaria, and he reigned nine years.
בִּשְׁנַת֙ שְׁתֵּ֣ים עֶשְׂרֵ֔ה לְאָחָ֖ז מֶ֣לֶךְ יְהוּדָ֑ה מָ֠לַךְ הוֹשֵׁ֨עַ בֶּן־אֵלָ֧ה בְשֹׁמְר֛וֹן עַל־יִשְׂרָאֵ֖ל תֵּ֥שַׁע שָׁנִֽים׃
2He did what was evil in the eyes of the LORD, though not like the kings of Israel who came before him.
וַיַּ֥עַשׂ הָרַ֖ע בְּעֵינֵ֣י יְהוָ֑ה רַ֗ק לֹ֚א כְּמַלְכֵ֣י יִשְׂרָאֵ֔ל אֲשֶׁ֥ר הָי֖וּ לְפָנָֽיו׃
3Shalmaneser king of Assyria marched against him, and Hoshea became his vassal and paid him tribute.
עָלָ֣יו עָלָ֔ה שַׁלְמַנְאֶ֖סֶר מֶ֣לֶךְ אַשּׁ֑וּר וַֽיְהִי־ל֤וֹ הוֹשֵׁ֙עַ֙ עֶ֔בֶד וַיָּ֥שֶׁב ל֖וֹ מִנְחָֽה׃
4But the king of Assyria uncovered a conspiracy: Hoshea had sent messengers to So, king of Egypt, and had not paid the tribute to the king of Assyria as he had done year by year. So the king of Assyria seized him and bound him in prison.
וַיִּמְצָא֩ מֶֽלֶךְ־אַשּׁ֨וּר בְּהוֹשֵׁ֜עַ קֶ֗שֶׁר אֲשֶׁ֨ר שָׁלַ֤ח מַלְאָכִים֙ אֶל־ס֣וֹא מֶֽלֶךְ־מִצְרַ֔יִם וְלֹא־הֶעֱלָ֥ה מִנְחָ֛ה לְמֶ֥לֶךְ אַשּׁ֖וּר כְּשָׁנָ֣ה בְשָׁנָ֑ה וַֽיַּעְ[t]צְרֵ֙הוּ֙ מֶ֣לֶךְ אַשּׁ֔וּר וַיַּאַסְרֵ֖הוּ בֵּ֥ית כֶּֽלֶא׃
5Then the king of Assyria invaded the whole land, marched against Samaria, and besieged it for three years.
וַיַּ֥עַל מֶֽלֶךְ־אַשּׁ֖וּר בְּכָל־הָאָ֑רֶץ וַיַּ֙עַל֙ שֹׁמְר֔וֹן וַיָּ֥צַר עָלֶ֖יהָ שָׁלֹ֥שׁ שָׁנִֽים׃
