Shira was a woman from the tribe of Ephraim who built Lower Beth-Horon, Upper Beth-Horon, and Uzzen-Sherah. She is unusual in biblical material because she is one of very few women credited with founding cities. She is mentioned in the genealogy of Ephraim in 1 Chronicles.
