Anan is mentioned among the people's leaders who set their seal on the written covenant with God, as described in Nehemiah 10. When the Jewish community returned from the Babylonian exile, it underwent a deep spiritual renewal. After Ezra's public reading of the Torah and an extensive confession of sin, this renewal culminated in a solemn sealing of the covenant. By setting their seal on the covenant, Anan and the other leaders committed themselves to obeying the Mosaic Law, keeping the Sabbath holy, refraining from marriage with surrounding peoples, and supporting temple service through tithes and offerings. His participation testifies to the broad support among the people's leaders for a binding return to faithfulness toward God's commands.

Sealing of the Covenant
Anan was among the heads of the people who placed their seal on the written covenant with God, committing themselves to keep God's law and commandments.
Together with priests, Levites, and other leaders, Anan took part in the collective commitment to remain separate from the surrounding nations and live faithfully according to the Law of Moses.
29The rest of the people—the priests, the Levites, the gatekeepers, the singers, the temple servants, and all who had separated themselves from the peoples of the lands in order to follow the Law of God, together with their wives, their sons, and their daughters, all who had the knowledge to understand—
As part of the sealed covenant, Anan joined others in committing to sanctify the Sabbath, refrain from intermarriage with foreigners, and support temple service through tithes and offerings.
30joined with their brothers, the nobles, and bound themselves with a curse and an oath to walk in the Law of God, given through Moses the servant of God, and to keep and carry out all the commandments of the LORD our Lord, with his judgments and his statutes:
32When the peoples of the land bring their wares or any grain to sell on the Sabbath day, we will not buy from them on the Sabbath or on any holy day. Every seventh year we will let the land rest and cancel every debt.
39A priest, a descendant of Aaron, is to accompany the Levites when they receive the tithes, and the Levites are to bring up a tenth of the tithes to the house of our God, to the storerooms of the treasury.
