Naftali's tribal leader during the land distribution
Pedael, son of Ammihud, was appointed by God to represent the tribe of Naftali in the division of the land of Canaan. He was one of the twelve leaders chosen to allocate the inheritance among the tribes of Israel after the conquest of the promised land.

Appointed as leader of the tribe of Naftali
God commanded Moses to appoint Pedael, son of Ammihud, as leader of the tribe of Naftali to distribute the land of Canaan among the tribes of Israel.

וּלְמַטֵּ֥ה בְנֵֽי־נַפְתָּלִ֖י נָשִׂ֑יא פְּדַהְ[t]אֵ֖ל בֶּן־עַמִּיהֽוּד׃
Part of the land distribution commission
Pedael became part of the group of leaders who, together with the priest Eleazar and Joshua, were to allocate the inheritance in Canaan among the nine and a half tribes.
17These are the names of the men who shall divide the land among you as your inheritance: Eleazar the priest and Joshua son of Nun.
אֵ֚לֶּה שְׁמ֣וֹת הָֽאֲנָשִׁ֔ים אֲשֶׁר־יִנְחֲל֥וּ לָכֶ֖ם אֶת־הָאָ֑רֶץ אֶלְעָזָר֙ הַכֹּהֵ֔ן וִיהוֹשֻׁ֖עַ בִּן־נֽוּן׃
18You shall also take one leader, one leader from each tribe, to apportion the land as an inheritance.
וְנָשִׂ֥יא אֶחָ֛ד נָשִׂ֥יא אֶחָ֖ד מִמַּטֶּ֑ה תִּקְח֖וּ לִנְחֹ֥ל אֶת־הָאָֽרֶץ׃
19And these are the names of the men: from the tribe of Judah, Caleb son of Jephunneh;
וְאֵ֖לֶּה שְׁמ֣וֹת הָאֲנָשִׁ֑ים לְמַטֵּ֣ה יְהוּדָ֔ה כָּלֵ֖ב בֶּן־יְפֻנֶּֽה׃

God's command regarding the land distribution
The Lord spoke to Moses and gave instructions on how the land of Canaan was to be distributed, appointing named leaders from each tribe, including Pedael from Naftali.
13Moses commanded the Israelites: This is the land you are to receive as your inheritance by lot, the land the LORD has commanded to be given to the nine and a half tribes.
וַיְצַ֣ו מֹשֶׁ֔ה אֶת־בְּנֵ֥י יִשְׂרָאֵ֖ל לֵאמֹ֑ר זֹ֣את הָאָ֗רֶץ אֲשֶׁ֨ר תִּתְנַחֲל֤וּ אֹתָהּ֙ בְּגוֹרָ֔ל אֲשֶׁר֙ צִוָּ֣ה יְהוָ֔ה לָתֵ֛ת לְתִשְׁעַ֥ת הַמַּטּ֖וֹת וַחֲצִ֥י הַמַּטֶּֽה׃
14For the tribe of the Reubenites by their ancestral houses and the tribe of the Gadites by their ancestral houses have already received their inheritance, and the half-tribe of Manasseh has received theirs as well.
כִּ֣י לָקְח֞וּ מַטֵּ֨ה בְנֵ֤י הָראוּבֵנִי֙ לְבֵ֣ית אֲבֹתָ֔ם וּמַטֵּ֥ה בְנֵֽי־הַגָּדִ֖י לְבֵ֣ית אֲבֹתָ֑ם וַחֲצִי֙ מַטֵּ֣ה מְנַשֶּׁ֔ה לָקְח֖וּ נַחֲלָתָֽם׃
15These two and a half tribes have received their inheritance across the Jordan from Jericho, eastward toward the sunrise.
שְׁנֵ֥י הַמַּטּ֖וֹת וַחֲצִ֣י הַמַּטֶּ֑ה לָקְח֣וּ נַחֲלָתָ֗ם מֵעֵ֛בֶר לְיַרְדֵּ֥ן יְרֵח֖וֹ קֵ֥דְמָה מִזְרָֽחָה׃ פ
16The LORD said to Moses:
וַיְדַבֵּ֥ר יְהוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃
17These are the names of the men who shall divide the land among you as your inheritance: Eleazar the priest and Joshua son of Nun.

29These are the men the LORD commanded to apportion the inheritance to the Israelites in the land of Canaan.
אֵ֕לֶּה אֲשֶׁ֖ר צִוָּ֣ה יְהוָ֑ה לְנַחֵ֥ל אֶת־בְּנֵֽי־יִשְׂרָאֵ֖ל בְּאֶ֥רֶץ כְּנָֽעַן׃ פ
Naphtali's Inheritance
The tribe of Naphtali, represented by Pedael, received its inheritance in the northern part of Canaan, a fertile area that fulfilled God's promise to the patriarchs.
32The sixth lot came out for Naphtali, for the Naphtalites, clan by clan.
לִבְנֵ֣י נַפְתָּלִ֔י יָצָ֖א הַגּוֹרָ֣ל הַשִּׁשִּׁ֑י לִבְנֵ֥י נַפְתָּלִ֖י לְמִשְׁפְּחֹתָֽם׃
33Their border ran from Heleph and the great tree in Zaanannim, past Adami Nekeb and Jabneel to Lakkum, and ended at the Jordan.
וַיְהִ֣י גְבוּלָ֗ם מֵחֵ֨לֶף מֵֽאֵל֜וֹן בְּצַעֲנַנִּ֗ים וַאֲדָמִ֥י הַנֶּ֛קֶב וְיַבְנְאֵ֖ל עַד־לַקּ֑וּם וַיְהִ֥י תֹצְאֹתָ֖יו הַיַּרְדֵּֽן׃
34The border then turned west through Aznoth Tabor and came out at Hukkok. It touched Zebulun on the south, Asher on the west, and Judah at the Jordan on the east.
וְשָׁ֨ב הַגְּב֥וּל יָ֙מָּה֙ אַזְנ֣וֹת תָּב֔וֹר וְיָצָ֥א מִשָּׁ֖ם חוּקֹ֑קָה וּפָגַ֨ע בִּזְבֻל֜וּן מִנֶּ֗גֶב וּבְאָשֵׁר֙ פָּגַ֣ע מִיָּ֔ם וּבִ֣יהוּדָ֔ה הַיַּרְדֵּ֖ן מִזְרַ֥ח הַשָּֽׁמֶשׁ׃
35The fortified cities were Ziddim, Zer, Hammath, Rakkath, Kinnereth,
וְעָרֵ֖י מִבְצָ֑ר הַצִּדִּ֣ים צֵ֔ר וְחַמַּ֖ת רַקַּ֥ת וְכִנָּֽרֶת׃
36Adamah, Ramah, Hazor,
וַאֲדָמָ֥ה וְהָרָמָ֖ה וְחָצֽוֹר׃
37Kedesh, Edrei, En Hazor,
וְקֶ֥דֶשׁ וְאֶדְרֶ֖עִי וְעֵ֥ין חָצֽוֹר׃
38Iron, Migdal El, Horem, Beth Anath, and Beth Shemesh—nineteen towns with their villages.
וְיִרְאוֹן֙ וּמִגְדַּל־אֵ֔ל חֳרֵ֥ם וּבֵית־עֲנָ֖ת וּבֵ֣ית שָׁ֑מֶשׁ עָרִ֥ים תְּשַֽׁע־עֶשְׂרֵ֖ה וְחַצְרֵיהֶֽן׃
39These towns and their villages were the inheritance of the tribe of Naphtali, clan by clan.
זֹ֗את נַחֲלַ֛ת מַטֵּ֥ה בְנֵֽי־נַפְתָּלִ֖י לְמִשְׁפְּחֹתָ֑ם הֶעָרִ֖ים וְחַצְרֵיהֶֽן׃ פ
