Sallai (also spelled Sallu) was a Benjaminite among those who settled in Jerusalem after returning from the Babylonian exile. He is mentioned in the lists of Nehemiah and Chronicles regarding those who took up residence in the rebuilt city. His presence testifies to the repopulation of Jerusalem following the exile.

Settlement in Jerusalem after the exile

Sallai was among the Benjaminites who settled in Jerusalem after returning from Babylon, as part of the repopulation of the holy city.

7These are the Benjaminites: Sallu son of Meshullam, son of Joed, son of Pedaiah, son of Kolaiah, son of Maaseiah, son of Ithiel, son of Jeshaiah;
וְאֵ֖לֶּה בְּנֵ֣י בִנְיָמִ֑ן סַלֻּ֡א בֶּן־מְשֻׁלָּ֡ם בֶּן־יוֹעֵ֡ד בֶּן־פְּדָיָה֩ בֶן־ק֨וֹלָיָ֧ה בֶן־מַעֲשֵׂיָ֛ה בֶּן־אִֽיתִיאֵ֖ל בֶּן־יְשַֽׁעְיָֽה׃ ‬
8and after him Gabbai and Sallai — 928 in all.

As part of Nehemiah's plan, one out of every ten Israelites was chosen to live in Jerusalem, and Sallai was among those selected to strengthen the city's population.

1The leaders of the people settled in Jerusalem, and the rest of the people cast lots to bring one out of every ten to live in Jerusalem, the holy city, while the other nine remained in the towns.
וַיֵּשְׁב֥וּ שָׂרֵֽי־הָעָ֖ם בִּירוּשָׁלָ֑͏ִם וּשְׁאָ֣ר הָ֠עָם הִפִּ֨ילוּ גוֹרָל֜וֹת לְהָבִ֣יא ׀ אֶחָ֣ד מִן־הָעֲשָׂרָ֗ה לָשֶׁ֙בֶת֙ בִּֽירוּשָׁלִַ֙ם֙ עִ֣יר הַקֹּ֔דֶשׁ וְתֵ֥שַׁע הַיָּד֖וֹת בֶּעָרִֽים׃ ‬
2And the people blessed all the men who volunteered to live in Jerusalem.
וַֽיְבָרֲכ֖וּ הָעָ֑ם לְכֹל֙ הֽ͏ָאֲנָשִׁ֔ים הַמִּֽתְנַדְּבִ֔ים לָשֶׁ֖בֶת בִּירוּשָׁלָֽ͏ִם׃ פ ‬

Rebuilding Jerusalem's community

Sallais settlement in Jerusalem was part of the larger national effort to rebuild a functioning Jewish community around the temple and the reconstructed city wall.

4The city was large and spacious, but the people in it were few, and no houses had been rebuilt.
וְהָעִ֞יר רַחֲבַ֤ת יָדַ֙יִם֙ וּגְדוֹלָ֔ה וְהָעָ֥ם מְעַ֖ט בְּתוֹכָ֑הּ וְאֵ֥ין בָּתִּ֖ים בְּנוּיִֽם׃ ‬
5Then my God put it into my heart to assemble the nobles, the officials, and the people to be registered by families. I found the genealogical record of those who had come up first, and I found written in it:
וַיִּתֵּ֤ן אֱלֹהַי֙ אֶל־לִבִּ֔י וָאֶקְבְּצָ֞ה אֶת־הַחֹרִ֧ים וְאֶת־הַסְּגָנִ֛ים וְאֶת־הָעָ֖ם לְהִתְיַחֵ֑שׂ וָֽאֶמְצָ֗א סֵ֤פֶר הַיַּ֙חַשׂ֙ הָעוֹלִ֣ים בָּרִאשׁוֹנָ֔ה וָאֶמְצָ֖א כָּת֥וּב בּֽוֹ׃ פ ‬
