Sur was one of the five kings (or chiefs) of Midian who were killed by the Israelites after the incident at Peor. He was the father of Cozbi, the Midianite woman who was killed by Phinehas. His death was part of God's judgment against the Midianites for their role in leading Israel into idolatry and immorality.

Cozbi killed as a Midianite woman

Sur's daughter Cozbi was brought into the Israelite camp by Zimri, and Phinehas killed them both with a spear to stop the plague that struck Israel.

14The name of the Israelite who was killed along with the Midianite woman was Zimri son of Salu, the leader of a family within the tribe of Simeon.
וְשֵׁם֩ אִ֨ישׁ יִשְׂרָאֵ֜ל הַמֻּכֶּ֗ה אֲשֶׁ֤ר הֻכָּה֙ אֶת־הַמִּדְיָנִ֔ית זִמְרִ֖י בֶּן־סָל֑וּא נְשִׂ֥יא בֵֽית־אָ֖ב לַשִּׁמְעֹנִֽי׃ ‬
15And the name of the Midianite woman who was killed was Cozbi daughter of Zur, a tribal chief of a family in Midian.
וְשֵׁ֨ם הָֽאִשָּׁ֧ה הַמֻּכָּ֛ה הַמִּדְיָנִ֖ית כָּזְבִּ֣י בַת־צ֑וּר רֹ֣אשׁ אֻמּ֥וֹת בֵּֽית־אָ֛ב בְּמִדְיָ֖ן הֽוּא׃ פ ‬
18because they treated you as enemies when they deceived you in the affair of Peor, and in the affair of Cozbi, the daughter of a Midianite leader, their own sister, who was killed on the day the plague came because of Peor."
כִּ֣י צֹרְרִ֥ים הֵם֙ לָכֶ֔ם בְּנִכְלֵיהֶ֛ם אֲשֶׁר־נִכְּל֥וּ לָכֶ֖ם עַל־דְּבַר־פְּע֑וֹר וְעַל־דְּבַ֞ר כָּזְבִּ֨י בַת־נְשִׂ֤יא מִדְיָן֙ אֲחֹתָ֔ם הַמֻּכָּ֥ה בְיוֹם־הַמַּגֵּפָ֖ה עַל־דְּבַר־פְּעֽוֹר׃ ‬

God's Command to Wage War Against Midian

After the incident at Peor, God commanded Moses to attack the Midianites who had led Israel into sin and idolatry.

16The LORD said to Moses,
וַיְדַבֵּ֥ר יְהוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃ ‬
17"Treat the Midianites as enemies and strike them down,
צָר֖וֹר אֶת־הַמִּדְיָנִ֑ים וְהִכִּיתֶ֖ם אוֹתָֽם׃ ‬
18because they treated you as enemies when they deceived you in the affair of Peor, and in the affair of Cozbi, the daughter of a Midianite leader, their own sister, who was killed on the day the plague came because of Peor."
כִּ֣י צֹרְרִ֥ים הֵם֙ לָכֶ֔ם בְּנִכְלֵיהֶ֛ם אֲשֶׁר־נִכְּל֥וּ לָכֶ֖ם עַל־דְּבַר־פְּע֑וֹר וְעַל־דְּבַ֞ר כָּזְבִּ֨י בַת־נְשִׂ֤יא מִדְיָן֙ אֲחֹתָ֔ם הַמֻּכָּ֥ה בְיוֹם־הַמַּגֵּפָ֖ה עַל־דְּבַר־פְּעֽוֹר׃ ‬

Sur Is Killed in the War Against Midian

Sur was one of five Midianite kings killed by the Israelites in the war against Midian, along with Evi, Rekem, Hur, and Reba.

8Among the slain were the kings of Midian: Evi, Rekem, Zur, Hur, and Reba—the five kings of Midian. They also put Balaam son of Beor to the sword.
וְאֶת־מַלְכֵ֨י מִדְיָ֜ן הָרְג֣וּ עַל־חַלְלֵיהֶ֗ם אֶת־אֱוִ֤י וְאֶת־רֶ֙קֶם֙ וְאֶת־צ֤וּר וְאֶת־חוּר֙ וְאֶת־רֶ֔בַע חֲמֵ֖שֶׁת מַלְכֵ֣י מִדְיָ֑ן וְאֵת֙ בִּלְעָ֣ם בֶּן־בְּע֔וֹר הָרְג֖וּ בֶּחָֽרֶב׃ ‬

Sur Identified as a Midianite Prince

Sur is mentioned among the Midianite princes who were vassals under the Amorite king Sihon and were killed by Israel.

21all the towns of the plateau and the entire kingdom of Sihon king of the Amorites, who reigned in Heshbon. Moses had defeated him and the chiefs of Midian—Evi, Rekem, Zur, Hur, and Reba—princes allied with Sihon who lived in that land.
וְכֹל֙ עָרֵ֣י הַמִּישֹׁ֔ר וְכָֽל־מַמְלְכ֗וּת סִיחוֹן֙ מֶ֣לֶךְ הָאֱמֹרִ֔י אֲשֶׁ֥ר מָלַ֖ךְ בְּחֶשְׁבּ֑וֹן אֲשֶׁר֩ הִכָּ֨ה מֹשֶׁ֜ה אֹת֣וֹ ׀ וְאֶת־נְשִׂיאֵ֣י מִדְיָ֗ן אֶת־אֱוִ֤י וְאֶת־רֶ֙קֶם֙ וְאֶת־צ֤וּר וְאֶת־חוּר֙ וְאֶת־רֶ֔בַע נְסִיכֵ֣י סִיח֔וֹן יֹשְׁבֵ֖י הָאָֽרֶץ׃ ‬

Sur's Daughter Identified After the Battle

After the victory over Midian, it was specifically noted that Kosbi was the daughter of Sur, a tribal chief in Midian, which underscored the seriousness of Midian's seduction of Israel.

וְאֶת־מַלְכֵ֨י מִדְיָ֜ן הָרְג֣וּ עַל־חַלְלֵיהֶ֗ם אֶת־אֱוִ֤י וְאֶת־רֶ֙קֶם֙ וְאֶת־צ֤וּר וְאֶת־חוּר֙ וְאֶת־רֶ֔בַע חֲמֵ֖שֶׁת מַלְכֵ֣י מִדְיָ֑ן וְאֵת֙ בִּלְעָ֣ם בֶּן־בְּע֔וֹר הָרְג֖וּ בֶּחָֽרֶב׃ ‬
16"These were the very ones who followed Balaam's advice and enticed the Israelites to be unfaithful to the LORD in the affair at Peor, so that a plague struck the LORD's assembly.
הֵ֣ן הֵ֜נָּה הָי֨וּ לִבְנֵ֤י יִשְׂרָאֵל֙ בִּדְבַ֣ר בִּלְעָ֔ם לִמְסָר־מַ֥עַל בַּיהוָ֖ה עַל־דְּבַר־פְּע֑וֹר וַתְּהִ֥י הַמַּגֵּפָ֖ה בַּעֲדַ֥ת יְהוָֽה׃ ‬
