"Brothers and fathers, listen to the defense I now make before you."

When they heard him addressing them in Hebrew, they became even more quiet. Then he said:

"I am a Jew, born in Tarsus of Cilicia but brought up in this city. I was trained at the feet of Gamaliel in the strict observance of the law of our fathers, and I was zealous for God, just as all of you are today.

I persecuted this Way to the death, arresting both men and women and throwing them into prison,

as the high priest and the whole council of elders can testify. From them I obtained letters to the brothers in Damascus, and I was on my way to bring those who were there back to Jerusalem in chains to be punished.

"As I was on my way and nearing Damascus, about noon a brilliant light from heaven suddenly flashed all around me.

I fell to the ground and heard a voice saying to me, 'Saul, Saul, why are you persecuting me?'

I answered, 'Who are you, Lord?' And he said to me, 'I am Jesus of Nazareth, whom you are persecuting.'

Those who were with me saw the light, but they did not understand the voice of the one who was speaking to me.

So I asked, 'What shall I do, Lord?' And the Lord said to me, 'Get up and go into Damascus, and there you will be told all that has been appointed for you to do.'

Since I could not see because of the brightness of that light, my companions took me by the hand and led me into Damascus.

"A man named Ananias came to me, a devout observer of the law, well spoken of by all the Jews living there.

He stood beside me and said, 'Brother Saul, receive your sight.' And at that very moment I could see him.

Then he said: 'The God of our fathers has chosen you to know his will, to see the Righteous One, and to hear a word from his mouth,

for you will be his witness to all people of what you have seen and heard.

And now, why wait any longer? Get up, be baptized, and wash your sins away, calling on his name.'

"After I returned to Jerusalem and was praying in the temple, I fell into a trance

and saw him saying to me, 'Hurry, leave Jerusalem at once, because they will not accept your testimony about me.'

And I said, 'Lord, they themselves know that I went from synagogue to synagogue, imprisoning and beating those who believed in you.

And when the blood of Stephen your witness was shed, I was standing there giving my approval, guarding the cloaks of those who killed him.'

But he said to me, 'Go, for I am sending you far away to the Gentiles.'"

They listened to him until he said this, and then they raised their voices and shouted, "Rid the earth of him! He is not fit to live!"

As they were shouting and throwing off their cloaks and flinging dust into the air,

the commander ordered that Paul be brought into the barracks, directing that he be flogged and questioned so that he might find out why the crowd was shouting at him like this.

But as they were stretching him out to be whipped, Paul said to the centurion standing there, "Is it legal for you to flog a Roman citizen who has not even been condemned?"

When the centurion heard this, he went to the commander and reported it. "What are you about to do?" he said. "This man is a Roman citizen."

The commander came and asked him, "Tell me, are you a Roman citizen?" "Yes," he answered.

The commander said, "I paid a great deal of money for my citizenship." "But I was born a citizen," Paul replied.

Immediately those who were about to interrogate him withdrew, and the commander himself was alarmed when he realized that he had put a Roman citizen in chains.

The next day, wanting to know exactly what the Jews were accusing him of, he released him and ordered the chief priests and the whole Sanhedrin to assemble. Then he brought Paul down and had him stand before them.

In rabbinic tradition it is said that "when Rabban Gamaliel the Elder died, the honor of the Torah ceased." The fact that Paul was educated "at the feet of Gamaliel" indicates that he sat on the floor before his master, a standard position for students in rabbinic instruction.

Ananias in Damascus (Ἁνανίας, v. 12) is described by Paul with emphasis on his Jewish piety. Paul highlights that he was "devout according to the law" (εὐλαβὴς κατὰ τὸν νόμον) and had a good reputation among the Jews in Damascus. This description is strategic: Paul shows his Jewish audience that his conversion was mediated by a respected, law-abiding Jew – not by an ungodly Gentile.

The Tribune (χιλίαρχος, v. 24–29) was the commander of the Roman garrison stationed in the Antonia Fortress. His Greek title means "leader of a thousand," corresponding to the Roman title tribunus militum. The fact that he had purchased his citizenship for "a large sum" (v. 28) was common during the reign of Emperor Claudius, when citizenship was often sold to raise revenue for the treasury.

Tarsus in Cilicia (Ταρσῷ τῆς Κιλικίας, v. 3) was a significant city in southeastern Asia Minor (modern-day Turkey). The city was known as an intellectual center with a philosophical school that rivaled Athens and Alexandria. Strabo described the inhabitants of Tarsus as "so eager for philosophy and all other learning that they surpassed both Athens and Alexandria." The city had the status of civitas libera (free city) with special privileges, but this did not automatically grant Roman citizenship to its residents.

The Antonia Fortress (παρεμβολή, v. 24) was located at the northwest corner of the Temple Mount and was named after Mark Antony. It housed a cohort (about 480–600 soldiers) and had staircases leading directly down to the Temple Mount, enabling rapid intervention in case of unrest. This is where Paul was taken and nearly flogged.

Flogging for interrogation (μάστιξιν ἀνετάζεσθαι, v. 24) was a brutal Roman method used to force confessions from non-citizens and slaves. The victim was bound in a forward-leaning position with leather straps (ἱμᾶσιν, v. 25) and whipped with a flagellum – a whip embedded with metal or bone fragments in its thongs. This torture was legally forbidden against Roman citizens under the Lex Porcia (198 BC) and Lex Sempronia (123 BC). Flogging an uncondemned citizen was a serious crime that could result in punishment for the responsible officer.

Throwing dust into the air (κονιορτὸν βαλλόντων εἰς τὸν ἀέρα, v. 23) was a traditional Jewish expression of extreme disgust and grief. Along with tearing clothes and shouting, this signaled that the crowd regarded Paul's words as blasphemy. The specific trigger was his claim to have been sent to the Gentiles (ἔθνη, v. 21) – a statement implying that Gentiles could share in God's salvation without becoming Jews.
