Shethar-Boznai was a Persian official who served under the governor Tattenai in the province Beyond the River (west of the Euphrates). He was involved in investigating and questioning the Jews' rebuilding of the temple in Jerusalem after the exile, and sent a letter to King Darius to confirm whether the Jews had permission to build.

Investigation of Temple Construction

Shethar-Boznai came with Tattenai to Jerusalem to investigate who had given the Jews permission to rebuild the temple and restore the walls.

3At that time Tattenai, the governor of the province Beyond the River, and Shethar-bozenai and their associates came to them and said, "Who gave you authority to build this house and to complete this structure?"
בֵּהּ־זִמְנָא֩ אֲתָ֨א עֲלֵיה֜וֹן תַּ֠תְּנַי פַּחַ֧ת עֲבַֽר־נַהֲרָ֛ה וּשְׁתַ֥ר בּוֹזְנַ֖י וּכְנָוָתְה֑וֹן וְכֵן֙ אָמְרִ֣ין לְהֹ֔ם מַן־שָׂ֨ם לְכֹ֜ם טְעֵ֗ם בַּיְתָ֤א דְנָה֙ לִבְּנֵ֔א וְאֻשַּׁרְנָ֥א דְנָ֖ה לְשַׁכְלָלָֽה׃ ס ‬
4Then we said to them, "What are the names of the men who are constructing this building?"
אֱדַ֥יִן כְּנֵ֖מָא אֲמַ֣רְנָא לְּהֹ֑ם מַן־אִנּוּן֙ שְׁמָהָ֣ת גֻּבְרַיָּ֔א דִּֽי־דְנָ֥ה בִנְיָנָ֖א בָּנַֽיִן׃ ‬

Interrogation of Jewish Elders

Shethar-Boznai and Tattenai asked the Jewish elders for the names of those leading the construction work, and the Jews replied that they were acting on God's command and with permission from King Cyrus.

5But the eye of their God was on the elders of the Jews, and they were not stopped until a report could go to Darius and an answer be sent back concerning it.
וְעֵ֣ין אֱלָהֲהֹ֗ם הֲוָת֙ עַל־שָׂבֵ֣י יְהוּדָיֵ֔א וְלָא־בַטִּ֣לוּ הִמּ֔וֹ עַד־טַעְמָ֖א לְדָרְיָ֣וֶשׁ יְהָ֑ךְ וֶאֱדַ֛יִן יְתִיב֥וּן נִשְׁתְּוָנָ֖א עַל־דְּנָֽה׃ פ ‬
6This is a copy of the letter that Tattenai, the governor of the province Beyond the River, and Shethar-bozenai and his associates, the officials of the province Beyond the River, sent to King Darius.
פַּרְשֶׁ֣גֶן אִ֠גַּרְתָּא דִּֽי־שְׁלַ֞ח תַּתְּנַ֣י ׀ פַּחַ֣ת עֲבַֽר־נַהֲרָ֗ה וּשְׁתַ֤ר בּוֹזְנַי֙ וּכְנָ֣וָתֵ֔הּ אֲפַ֨רְסְכָיֵ֔א דִּ֖י בַּעֲבַ֣ר נַהֲרָ֑ה עַל־דָּרְיָ֖וֶשׁ מַלְכָּֽא׃ ‬
9Then we questioned those elders and said to them, "Who gave you authority to build this house and to complete this structure?"
אֱדַ֗יִן שְׁאֵ֙לְנָא֙ לְשָׂבַיָּ֣א אִלֵּ֔ךְ כְּנֵ֖מָא אֲמַ֣רְנָא לְּהֹ֑ם מַן־שָׂ֨ם לְכֹ֜ם טְעֵ֗ם בַּיְתָ֤א דְנָה֙ לְמִבְנְיָ֔ה וְאֻשַּׁרְנָ֥א דְנָ֖ה לְשַׁכְלָלָֽה׃ ‬
10We also asked them their names, so that we could inform you by writing down the names of the men who lead them.
וְאַ֧ף שְׁמָהָתְהֹ֛ם שְׁאֵ֥לְנָא לְּהֹ֖ם לְהוֹדָעוּתָ֑ךְ דִּ֛י נִכְתֻּ֥ב שֻׁם־גֻּבְרַיָּ֖א דִּ֥י בְרָאשֵׁיהֹֽם׃ ס ‬

Letter to King Darius

Shethar-Boznai was a co-sender of the letter sent to King Darius in Persia, where they reported on the construction work in Jerusalem and asked the king to search the archives to find out whether Cyrus had truly given permission.

פַּרְשֶׁ֣גֶן אִ֠גַּרְתָּא דִּֽי־שְׁלַ֞ח תַּתְּנַ֣י ׀ פַּחַ֣ת עֲבַֽר־נַהֲרָ֗ה וּשְׁתַ֤ר בּוֹזְנַי֙ וּכְנָ֣וָתֵ֔הּ אֲפַ֨רְסְכָיֵ֔א דִּ֖י בַּעֲבַ֣ר נַהֲרָ֑ה עַל־דָּרְיָ֖וֶשׁ מַלְכָּֽא׃ ‬
7They sent him a report, and this is what was written in it: To King Darius, all peace.
פִּתְגָמָ֖א שְׁלַ֣חוּ עֲל֑וֹהִי וְכִדְנָה֙ כְּתִ֣יב בְּגַוֵּ֔הּ לְדָרְיָ֥וֶשׁ מַלְכָּ֖א שְׁלָמָ֥א כֹֽלָּא׃ ס ‬
8Let it be known to the king that we went to the province of Judah, to the house of the great God. It is being built with massive stones, and timber is being set into the walls. The work is being done with diligence and is prospering in their hands.
יְדִ֣יעַ ׀ לֶהֱוֵ֣א לְמַלְכָּ֗א דִּֽי־אֲזַ֜לְנָא לִיה֤וּד מְדִֽינְתָּא֙ לְבֵית֙ אֱלָהָ֣א רַבָּ֔א וְה֤וּא מִתְבְּנֵא֙ אֶ֣בֶן גְּלָ֔ל וְאָ֖ע מִתְּשָׂ֣ם בְּכֻתְלַיָּ֑א וַעֲבִ֥ידְתָּא דָ֛ךְ אָסְפַּ֥רְנָא מִתְעַבְדָ֖א וּמַצְלַ֥ח בְּיֶדְהֹֽם׃ ס ‬
17Now then, if it pleases the king, let a search be made in the royal archives there in Babylon, to see whether a decree was in fact issued by King Cyrus for the rebuilding of this house of God in Jerusalem. And let the king send us his decision in this matter.
וּכְעַ֞ן הֵ֧ן עַל־מַלְכָּ֣א טָ֗ב יִ֠תְבַּקַּר בְּבֵ֨ית גִּנְזַיָּ֜א דִּי־מַלְכָּ֣א תַמָּה֮ דִּ֣י בְּבָבֶל֒ הֵ֣ן אִיתַ֗י דִּֽי־מִן־כּ֤וֹרֶשׁ מַלְכָּא֙ שִׂ֣ים טְעֵ֔ם לְמִבְנֵ֛א בֵּית־אֱלָהָ֥א דֵ֖ךְ בִּירוּשְׁלֶ֑ם וּרְע֥וּת מַלְכָּ֛א עַל־דְּנָ֖ה יִשְׁלַ֥ח עֲלֶֽינָא׃ ס ‬

God's eye over the Jewish elders

While the letter was on its way to Darius, Shethar-Bozenai and Tattenai allowed the Jews to continue the work because God's eye watched over the Jewish elders.

5But the eye of their God was on the elders of the Jews, and they were not stopped until a report could go to Darius and an answer be sent back concerning it.
וְעֵ֣ין אֱלָהֲהֹ֗ם הֲוָת֙ עַל־שָׂבֵ֣י יְהוּדָיֵ֔א וְלָא־בַטִּ֣לוּ הִמּ֔וֹ עַד־טַעְמָ֖א לְדָרְיָ֣וֶשׁ יְהָ֑ךְ וֶאֱדַ֛יִן יְתִיב֥וּן נִשְׁתְּוָנָ֖א עַל־דְּנָֽה׃ פ ‬

Received King Darius's response

King Darius found Cyrus's original decree and ordered Shethar-Bozenai and Tattenai to stay away from Jerusalem, let the Jews complete the temple construction, and support them with funds from the treasury.

6Now then, Tattenai, governor of the province Beyond the River, Shethar-bozenai, and their associates, the officials of Beyond the River: keep far away from there.
כְּעַ֡ן תַּ֠תְּנַי פַּחַ֨ת עֲבַֽר־נַהֲרָ֜ה שְׁתַ֤ר בּוֹזְנַי֙ וּכְנָוָ֣תְה֔וֹן אֲפַרְסְכָיֵ֔א דִּ֖י בַּעֲבַ֣ר נַהֲרָ֑ה רַחִיקִ֥ין הֲו֖וֹ מִן־תַּמָּֽה׃ ‬
7Leave the work on this house of God alone. Let the governor of the Jews and the elders of the Jews rebuild this house of God on its site.
שְׁבֻ֕קוּ לַעֲבִידַ֖ת בֵּית־אֱלָהָ֣א דֵ֑ךְ פַּחַ֤ת יְהוּדָיֵא֙ וּלְשָׂבֵ֣י יְהוּדָיֵ֔א בֵּית־אֱלָהָ֥א דֵ֖ךְ יִבְנ֥וֹן עַל־אַתְרֵֽהּ׃ ‬
8I also issue this decree concerning what you are to do for these elders of the Jews in the building of this house of God: the cost is to be paid in full to these men from the royal treasury, out of the tribute of Beyond the River, so that the work is not halted.
וּמִנִּי֮ שִׂ֣ים טְעֵם֒ לְמָ֣א דִֽי־תֽ͏ַעַבְד֗וּן עִם־שָׂבֵ֤י יְהוּדָיֵא֙ אִלֵּ֔ךְ לְמִבְנֵ֖א בֵּית־אֱלָהָ֣א דֵ֑ךְ וּמִנִּכְסֵ֣י מַלְכָּ֗א דִּ֚י מִדַּת֙ עֲבַ֣ר נַהֲרָ֔ה אָסְפַּ֗רְנָא נִפְקְתָ֛א תֶּהֱוֵ֧א מִֽתְיַהֲבָ֛א לְגֻבְרַיָּ֥א אִלֵּ֖ךְ דִּי־לָ֥א לְבַטָּלָֽא׃ ‬
13Then Tattenai, governor of the province Beyond the River, Shethar-bozenai, and their associates carried out with all diligence exactly what King Darius had sent word to do.
אֱ֠דַיִן תַּתְּנַ֞י פַּחַ֧ת עֲבַֽר־נַהֲרָ֛ה שְׁתַ֥ר בּוֹזְנַ֖י וּכְנָוָתְה֑וֹן לָקֳבֵ֗ל דִּֽי־שְׁלַ֞ח דָּרְיָ֧וֶשׁ מַלְכָּ֛א כְּנֵ֖מָא אָסְפַּ֥רְנָא עֲבַֽדוּ׃ ‬

Obedience to the king's command

Shethar-Bozenai and Tattenai obeyed King Darius's command and allowed the Jews to continue building without hindrance, which contributed to the completion of the temple.

13Then Tattenai, governor of the province Beyond the River, Shethar-bozenai, and their associates carried out with all diligence exactly what King Darius had sent word to do.
אֱ֠דַיִן תַּתְּנַ֞י פַּחַ֧ת עֲבַֽר־נַהֲרָ֛ה שְׁתַ֥ר בּוֹזְנַ֖י וּכְנָוָתְה֑וֹן לָקֳבֵ֗ל דִּֽי־שְׁלַ֞ח דָּרְיָ֧וֶשׁ מַלְכָּ֛א כְּנֵ֖מָא אָסְפַּ֥רְנָא עֲבַֽדוּ׃ ‬
14So the elders of the Jews went on building and prospering through the prophesying of Haggai the prophet and Zechariah son of Iddo. They finished the building according to the command of the God of Israel and the decree of Cyrus, Darius, and Artaxerxes king of Persia.
וְשָׂבֵ֤י יְהוּדָיֵא֙ בָּנַ֣יִן וּמַצְלְחִ֔ין בִּנְבוּאַת֙ חַגַּ֣י *נביאה **נְבִיָּ֔א וּזְכַרְיָ֖ה בַּר־עִדּ֑וֹא וּבְנ֣וֹ וְשַׁכְלִ֗לוּ מִן־טַ֙עַם֙ אֱלָ֣הּ יִשְׂרָאֵ֔ל וּמִטְּעֵם֙ כּ֣וֹרֶשׁ וְדָרְיָ֔וֶשׁ וְאַרְתַּחְשַׁ֖שְׂתְּא מֶ֥לֶךְ פָּרָֽס׃ ‬
15This house was completed on the third day of the month of Adar, in the sixth year of the reign of King Darius.
וְשֵׁיצִיא֙ בַּיְתָ֣ה דְנָ֔ה עַ֛ד י֥וֹם תְּלָתָ֖ה לִירַ֣ח אֲדָ֑ר דִּי־הִ֣יא שְׁנַת־שֵׁ֔ת לְמַלְכ֖וּת דָּרְיָ֥וֶשׁ מַלְכָּֽא׃ פ ‬
