Salu was a leader from the tribe of Simeon and the father of Zimri, who was killed by Phinehas for bringing a Midianite woman into the camp of Israel. Salu is best known through his son Zimri's sin at Baal-Peor, an event that led to a severe plague among the Israelites.

Zimri's sin at Baal-Peor

Salu's son Zimri brought the Midianite woman Kozbi into the camp of Israel in the midst of the people's mourning over the plague, which was an open sin against God.

6Just then an Israelite man came and brought a Midianite woman to his family, in full view of Moses and the whole assembly of Israel, while they were weeping at the entrance to the tent of meeting.
וְהִנֵּ֡ה אִישׁ֩ מִבְּנֵ֨י יִשְׂרָאֵ֜ל בָּ֗א וַיַּקְרֵ֤ב אֶל־אֶחָיו֙ אֶת־הַמִּדְיָנִ֔ית לְעֵינֵ֣י מֹשֶׁ֔ה וּלְעֵינֵ֖י כָּל־עֲדַ֣ת בְּנֵי־יִשְׂרָאֵ֑ל וְהֵ֣מָּה בֹכִ֔ים פֶּ֖תַח אֹ֥הֶל מוֹעֵֽד׃ ‬
14The name of the Israelite who was killed along with the Midianite woman was Zimri son of Salu, the leader of a family within the tribe of Simeon.
וְשֵׁם֩ אִ֨ישׁ יִשְׂרָאֵ֜ל הַמֻּכֶּ֗ה אֲשֶׁ֤ר הֻכָּה֙ אֶת־הַמִּדְיָנִ֔ית זִמְרִ֖י בֶּן־סָל֑וּא נְשִׂ֥יא בֵֽית־אָ֖ב לַשִּׁמְעֹנִֽי׃ ‬

Phinehas' zealous action

The priest Phinehas killed Zimri son of Salu and the Midianite woman Kozbi with a spear, thereby stopping the plague that had struck Israel.

7When Phinehas son of Eleazar, the son of Aaron the priest, saw this, he rose from the assembly, took a spear in his hand,
וַיַּ֗רְא פִּֽינְחָס֙ בֶּן־אֶלְעָזָ֔ר בֶּֽן־אַהֲרֹ֖ן הַכֹּהֵ֑ן וַיָּ֙קָם֙ מִתּ֣וֹךְ הָֽעֵדָ֔ה וַיִּקַּ֥ח רֹ֖מַח בְּיָדֽוֹ׃ ‬
8followed the Israelite into the inner chamber, and drove the spear through both of them—the Israelite man and the woman, through her body. Then the plague against the Israelites was stopped.
וַ֠יָּבֹא אַחַ֨ר אִֽישׁ־יִשְׂרָאֵ֜ל אֶל־הַקֻּבָּ֗ה וַיִּדְקֹר֙ אֶת־שְׁנֵיהֶ֔ם אֵ֚ת אִ֣ישׁ יִשְׂרָאֵ֔ל וְאֶת־הָאִשָּׁ֖ה אֶל־קֳבָתָ֑הּ וַתֵּֽעָצַר֙ הַמַּגֵּפָ֔ה מֵעַ֖ל בְּנֵ֥י יִשְׂרָאֵֽל׃ ‬

The Plague Stops

As a result of Phinehas' action, God's wrath was turned away from the people of Israel, but 24,000 people had already died in the plague that was triggered by idolatry at Baal-Peor.

וַ֠יָּבֹא אַחַ֨ר אִֽישׁ־יִשְׂרָאֵ֜ל אֶל־הַקֻּבָּ֗ה וַיִּדְקֹר֙ אֶת־שְׁנֵיהֶ֔ם אֵ֚ת אִ֣ישׁ יִשְׂרָאֵ֔ל וְאֶת־הָאִשָּׁ֖ה אֶל־קֳבָתָ֑הּ וַתֵּֽעָצַר֙ הַמַּגֵּפָ֔ה מֵעַ֖ל בְּנֵ֥י יִשְׂרָאֵֽל׃ ‬
9Those who died in the plague numbered twenty-four thousand.
וַיִּהְי֕וּ הַמֵּתִ֖ים בַּמַּגֵּפָ֑ה אַרְבָּעָ֥ה וְעֶשְׂרִ֖ים אָֽלֶף׃ פ ‬

God's Covenant with Phinehas

Because of Phinehas' zeal against the sin committed by, among others, the son of Salus, God gave Phinehas an eternal covenant of peace and an eternal priesthood.

10The LORD said to Moses,
וַיְדַבֵּ֥ר יְהוָ֖ה אֶל־מֹשֶׁ֥ה לֵּאמֹֽר׃ ‬
11"Phinehas son of Eleazar, the son of Aaron the priest, has turned my wrath away from the Israelites, for he was zealous with my own zeal among them; so I did not put an end to the Israelites in my zeal.
פִּֽינְחָ֨ס בֶּן־אֶלְעָזָ֜ר בֶּן־אַהֲרֹ֣ן הַכֹּהֵ֗ן הֵשִׁ֤יב אֶת־חֲמָתִי֙ מֵעַ֣ל בְּנֵֽי־יִשְׂרָאֵ֔ל בְּקַנְא֥וֹ אֶת־קִנְאָתִ֖י בְּתוֹכָ֑ם וְלֹא־כִלִּ֥יתִי אֶת־בְּנֵֽי־יִשְׂרָאֵ֖ל בְּקִנְאָתִֽי׃ ‬
12Therefore say: I am giving him my covenant of peace.
לָכֵ֖ן אֱמֹ֑ר הִנְנִ֨י נֹתֵ֥ן ל֛וֹ אֶת־בְּרִיתִ֖י שָׁלֽוֹ‪[c]‬ם׃ ‬
13It will be a covenant of a lasting priesthood for him and his descendants after him, because he was zealous for his God and made atonement for the Israelites."
וְהָ֤יְתָה לּוֹ֙ וּלְזַרְע֣וֹ אַחֲרָ֔יו בְּרִ֖ית כְּהֻנַּ֣ת עוֹלָ֑ם תַּ֗חַת אֲשֶׁ֤ר קִנֵּא֙ לֵֽאלֹהָ֔יו וַיְכַפֵּ֖ר עַל־בְּנֵ֥י יִשְׂרָאֵֽל׃ ‬
