Toi (also called Tou) was the king of Hamath, a city-state in Syria. He sent his son Joram (Hadoram) to King David with gifts of gold, silver, and bronze to congratulate him on his victory over Hadadezer, king of Zobah, who had been Toi's enemy.
When Toi, king of Hamath, heard that David had defeated the entire army of Hadadezer, he sent his son to greet and bless David, because David had fought against Hadadezer and defeated him. For Hadadezer had been at war with Toi.
10he sent his son Joram to King David to greet him and to congratulate him on his victory in battle over Hadadezer, for Hadadezer had been at war with Toi. Joram brought with him articles of silver, gold, and bronze.
Toi's son Joram was sent to King David with objects of silver, gold, and bronze. David dedicated these gifts to the Lord, along with the silver and gold he had dedicated from all the nations he had subdued.

The same event is recorded in 1 Chronicles, where Toi is called Tou and his son is called Hadoram. Tou sent his son Hadoram to King David to greet and bless him because he had fought against Hadadezer and defeated him.

David dedicated the valuable items he received from Toi, along with war spoils from other nations, to the Lord. These were used for service in the house of the Lord.
11King David dedicated these to the LORD, along with the silver and gold he had carried off from all the nations—from Edom, Moab, the Ammonites, the Philistines, and the Amalekites.
