Habakkuk Complains About Injustice and Receives God's Answer

The prophet Habakkuk complains to the Lord about the widespread violence and injustice in Judah, asking why God tolerates the law being paralyzed and the wicked surrounding the righteous. God answers by revealing that He is raising up the Chaldeans—the bitter and impetuous nation—as an instrument to punish His people. This leads to a new complaint from the prophet: how can a holy God, whose eyes are too pure to look on evil, use an even more wicked nation that makes its own strength its god?

Habakkuk 1,2-17

2How long, LORD, must I call for help and you not listen? I cry out to you, "Violence!" and you do not save.
עַד־אָ֧נָה יְהוָ֛ה שִׁוַּ֖עְתִּי וְלֹ֣א תִשְׁמָ֑ע אֶזְעַ֥ק אֵלֶ֛יךָ חָמָ֖ס וְלֹ֥א תוֹשִֽׁיעַ׃ ‬
3Why do you make me see wrongdoing? Why do you look upon trouble? Destruction and violence are before me; strife breaks out and conflict rises up.
לָ֣מָּה תַרְאֵ֤נִי אָ֙וֶן֙ וְעָמָ֣ל תַּבִּ֔יט וְשֹׁ֥ד וְחָמָ֖ס לְנֶגְדִּ֑י וַיְהִ֧י רִ֦יב וּמָד֖וֹן יִשָּֽׂא׃ ‬
4So the law goes numb, and justice never comes forth. The wicked hem in the righteous, and justice comes out twisted.
עַל־כֵּן֙ תָּפ֣וּג תּוֹרָ֔ה וְלֹֽא־יֵצֵ֥א לָנֶ֖צַח מִשְׁפָּ֑ט כִּ֤י רָשָׁע֙ מַכְתִּ֣יר אֶת־הַצַּדִּ֔יק עַל־כֵּ֛ן יֵצֵ֥א מִשְׁפָּ֖ט מְעֻקָּֽל׃ ‬
5Look among the nations and watch. Be astonished, be astounded! For I am doing a work in your days that you would not believe if it were told you.
רְא֤וּ בַגּוֹיִם֙ וְֽהַבִּ֔יטוּ וְהִֽתַּמְּה֖וּ תְּמָ֑הוּ כִּי־פֹ֙עַל֙ פֹּעֵ֣ל בִּֽימֵיכֶ֔ם לֹ֥א תַאֲמִ֖ינוּ כִּ֥י יְסֻפָּֽר׃ ‬
6Look, I am raising up the Chaldeans, that bitter and impetuous nation, who march across the breadth of the earth to seize dwellings not their own.
כִּֽי־הִנְנִ֤י מֵקִים֙ אֶת־הַכַּשְׂדִּ֔ים הַגּ֖וֹי הַמַּ֣ר וְהַנִּמְהָ֑ר הַֽהוֹלֵךְ֙ לְמֶרְחֲבֵי־אֶ֔רֶץ לָרֶ֖שֶׁת מִשְׁכָּנ֥וֹת לֹּא־לֽוֹ׃ ‬
7They are dreadful and terrifying; their justice and their dignity proceed from themselves.
אָיֹ֥ם וְנוֹרָ֖א ה֑וּא מִמֶּ֕נּוּ מִשְׁפָּט֥וֹ וּשְׂאֵת֖וֹ יֵצֵֽא׃ ‬
8Their horses are swifter than leopards, fiercer than wolves at dusk. Their horsemen come charging; their horsemen come from far away, swooping like an eagle rushing to devour.
וְקַלּ֨וּ מִנְּמֵרִ֜ים סוּסָ֗יו וְחַדּוּ֙ מִזְּאֵ֣בֵי עֶ֔רֶב וּפָ֖שׁוּ פָּֽרָשָׁ֑יו וּפָֽרָשָׁיו֙ מֵרָח֣וֹק יָבֹ֔אוּ יָעֻ֕פוּ כְּנֶ֖שֶׁר חָ֥שׁ לֶאֱכֽוֹל׃ ‬
9They all come bent on violence, their faces set to press forward; they gather captives like sand.
כֻּלֹּה֙ לְחָמָ֣ס יָב֔וֹא מְגַמַּ֥ת פְּנֵיהֶ֖ם קָדִ֑ימָה וַיֶּאֱסֹ֥ף כַּח֖וֹל שֶֽׁבִי׃ ‬
10They scoff at kings, and rulers are a laughingstock to them. They laugh at every fortress; they heap up earth and capture it.
וְהוּא֙ בַּמְּלָכִ֣ים יִתְקַלָּ֔ס וְרֹזְנִ֖ים מִשְׂחָ֣ק ל֑וֹ ה֚וּא לְכָל־מִבְצָ֣ר יִשְׂחָ֔ק וַיִּצְבֹּ֥ר עָפָ֖ר וַֽיִּלְכְּדָֽהּ׃ ‬
11Then they sweep past like the wind and move on—guilty men, whose own strength is their god.
אָ֣ז חָלַ֥ף ר֛וּחַ וַֽיַּעֲבֹ֖ר וְאָשֵׁ֑ם ז֥וּ כֹח֖וֹ לֵאלֹהֽוֹ׃ ‬
12Are you not from everlasting, LORD my God, my Holy One? We will not die. LORD, you have appointed them to execute judgment; you, O Rock, have established them to punish.
הֲל֧וֹא אַתָּ֣ה מִקֶּ֗דֶם יְהוָ֧ה אֱלֹהַ֛י קְדֹשִׁ֖י לֹ֣א נָמ֑וּת יְהוָה֙ לְמִשְׁפָּ֣ט שַׂמְתּ֔וֹ וְצ֖וּר לְהוֹכִ֥יחַ יְסַדְתּֽוֹ׃ ‬
13Your eyes are too pure to look on evil; you cannot gaze at wrongdoing. Why then do you look on the treacherous and stay silent when the wicked swallows one more righteous than himself?
טְה֤וֹר עֵינַ֙יִם֙ מֵרְא֣וֹת רָ֔ע וְהַבִּ֥יט אֶל־עָמָ֖ל לֹ֣א תוּכָ֑ל לָ֤מָּה תַבִּיט֙ בּֽוֹגְדִ֔ים תַּחֲרִ֕ישׁ בְּבַלַּ֥ע רָשָׁ֖ע צַדִּ֥יק מִמֶּֽנּוּ׃ ‬
14You have made people like the fish of the sea, like crawling things that have no ruler.
וַתַּעֲשֶׂ֥ה אָדָ֖ם כִּדְגֵ֣י הַיָּ֑ם כְּרֶ֖מֶשׂ לֹא־מֹשֵׁ֥ל בּֽוֹ׃ ‬
15The foe hauls them all up with a hook, drags them off in his net, gathers them in his dragnet—and so he rejoices and exults.
כֻּלֹּה֙ בְּחַכָּ֣ה הֵֽעֲלָ֔ה יְגֹרֵ֣הוּ בְחֶרְמ֔וֹ וְיַאַסְפֵ֖הוּ בְּמִכְמַרְתּ֑וֹ עַל־כֵּ֖ן יִשְׂמַ֥ח וְיָגִֽיל׃ ‬
16So he sacrifices to his net and burns incense to his dragnet, for by them his portion is rich and his food is choice.
עַל־כֵּן֙ יְזַבֵּ֣חַ לְחֶרְמ֔וֹ וִֽיקַטֵּ֖ר לְמִכְמַרְתּ֑וֹ כִּ֤י בָהֵ֙מָּה֙ שָׁמֵ֣ן חֶלְק֔וֹ וּמַאֲכָל֖וֹ בְּרִאָֽה׃ ‬
17Is he then to keep emptying his net, forever slaughtering nations without mercy?
הַ֥עַל כֵּ֖ן יָרִ֣יק חֶרְמ֑וֹ וְתָמִ֛יד לַהֲרֹ֥ג גּוֹיִ֖ם לֹ֥א יַחְמֽוֹל׃ ס ‬
