Regem-Melek was one of the men sent by the people of Bethel to the house of the Lord in Jerusalem to seek the Lord's favor and to ask the priests and prophets whether they should continue to fast and mourn in the fifth month, as they had done during the exile. His inquiry led to an important prophetic message from Zechariah about true righteousness rather than ritual fasting.

Regem-Melek was sent together with Sharezer and their men by the people of Bethel to implore the Lord for favor.

2Now the people of Bethel had sent Sharezer and Regem-melech with their men to entreat the favor of the LORD,
וַיִּשְׁלַח֙ בֵּֽית־אֵ֔ל שַׂר־אֶ֕צֶר וְרֶ֥גֶם מֶ֖לֶךְ וַֽאֲנָשָׁ֑יו לְחַלּ֖וֹת אֶת־פְּנֵ֥י יְהוָֽה׃ ‬

Question about Fasting

Regem-Melek and his delegation asked the priests and prophets whether they should still observe the fast in the fifth month as they had done for many years during the exile.

3and to ask the priests of the house of the LORD of hosts and the prophets, "Should I go on weeping and abstaining in the fifth month, as I have done for so many years?"
לֵאמֹ֗ר אֶל־הַכֹּֽהֲנִים֙ אֲשֶׁר֙ לְבֵית־יְהוָ֣ה צְבָא֔וֹת וְאֶל־הַנְּבִיאִ֖ים לֵאמֹ֑ר הַֽאֶבְכֶּה֙ בַּחֹ֣דֶשׁ הַחֲמִשִׁ֔י הִנָּזֵ֕ר כַּאֲשֶׁ֣ר עָשִׂ֔יתִי זֶ֖ה כַּמֶּ֥ה שָׁנִֽים׃ פ ‬

The Lord's Answer through Zechariah

In response to their question, the Lord spoke through the prophet Zechariah and questioned the motivation behind the fast—whether it was truly directed toward the Lord.

4Then the word of the LORD of hosts came to me:
וַיְהִ֛י דְּבַר־יְהוָ֥ה צְבָא֖וֹת אֵלַ֥י לֵאמֹֽר׃ ‬
5Say to all the people of the land and to the priests: When you fasted and mourned in the fifth and the seventh months these seventy years, was it truly for me, for me, that you fasted?
אֱמֹר֙ אֶל־כָּל־עַ֣ם הָאָ֔רֶץ וְאֶל־הַכֹּהֲנִ֖ים לֵאמֹ֑ר כִּֽי־צַמְתֶּ֨ם וְסָפ֜וֹד בַּחֲמִישִׁ֣י וּבַשְּׁבִיעִ֗י וְזֶה֙ שִׁבְעִ֣ים שָׁנָ֔ה הֲצ֥וֹם צַמְתֻּ֖נִי אָֽנִי׃ ‬
6And when you eat and when you drink, is it not you yourselves who eat, you yourselves who drink?
וְכִ֥י תֹאכְל֖וּ וְכִ֣י תִשְׁתּ֑וּ הֲל֤וֹא אַתֶּם֙ הָאֹ֣כְלִ֔ים וְאַתֶּ֖ם הַשֹּׁתִֽים׃ ‬
7Should you not obey the words the LORD proclaimed through the earlier prophets, when Jerusalem was inhabited and at ease, with her towns around her, and the Negev and the foothills were settled?
הֲל֣וֹא אֶת־הַדְּבָרִ֗ים אֲשֶׁ֨ר קָרָ֤א יְהוָה֙ בְּיַד֙ הַנְּבִיאִ֣ים הָרִֽאשֹׁנִ֔ים בִּהְי֤וֹת יְרוּשָׁלִַ֙ם֙ יֹשֶׁ֣בֶת וּשְׁלֵוָ֔ה וְעָרֶ֖יהָ סְבִיבֹתֶ֑יהָ וְהַנֶּ֥גֶב וְהַשְּׁפֵלָ֖ה יֹשֵֽׁב׃ פ ‬

Call to Righteousness over Rituals

The Lord used the opportunity to exhort the people to true righteousness: to judge fairly, show mercy and compassion, and not oppress the weak.

8And the word of the LORD came to Zechariah:
וַֽיְהִי֙ דְּבַר־יְהוָ֔ה אֶל־זְכַרְיָ֖ה לֵאמֹֽר׃ ‬
9Thus says the LORD of hosts: Render true judgments; show kindness and mercy to one another.
כֹּ֥ה אָמַ֛ר יְהוָ֥ה צְבָא֖וֹת לֵאמֹ֑ר מִשְׁפַּ֤ט אֱמֶת֙ שְׁפֹ֔טוּ וְחֶ֣סֶד וְרַֽחֲמִ֔ים עֲשׂ֖וּ אִ֥ישׁ אֶת־אָחִֽיו׃ ‬
10Do not oppress the widow or the fatherless, the foreigner or the poor, and do not plot evil against one another in your hearts.
וְאַלְמָנָ֧ה וְיָת֛וֹם גֵּ֥ר וְעָנִ֖י אַֽל־תַּעֲשֹׁ֑קוּ וְרָעַת֙ אִ֣ישׁ אָחִ֔יו אַֽל־תַּחְשְׁב֖וּ בִּלְבַבְכֶֽם׃ ‬

Warning about the Ancestors' Disobedience

God reminded through Zechariah that the ancestors had refused to listen to the earlier prophets, which led to God's anger and exile.

11But they refused to pay attention; they turned a stubborn shoulder and stopped their ears so they would not hear.
וַיְמָאֲנ֣וּ לְהַקְשִׁ֔יב וַיִּתְּנ֥וּ כָתֵ֖ף סֹרָ֑רֶת וְאָזְנֵיהֶ֖ם הִכְבִּ֥ידוּ מִשְּׁמֽוֹעַ׃ ‬
12They made their hearts hard as flint, refusing to hear the law and the words that the LORD of hosts had sent by his Spirit through the earlier prophets. So great wrath came from the LORD of hosts.
וְלִבָּ֞ם שָׂ֣מוּ שָׁמִ֗יר מִ֠שְּׁמוֹעַ אֶת־הַתּוֹרָ֤ה וְאֶת־הַדְּבָרִים֙ אֲשֶׁ֨ר שָׁלַ֜ח יְהוָ֤ה צְבָאוֹת֙ בְּרוּח֔וֹ בְּיַ֖ד הַנְּבִיאִ֣ים הָרִֽאשֹׁנִ֑ים וַֽיְהִי֙ קֶ֣צֶף גָּד֔וֹל מֵאֵ֖ת יְהוָ֥ה צְבָאֽוֹת׃ ‬
13"And just as he called and they would not listen, so they called and I would not listen," says the LORD of hosts.
וַיְהִ֥י כַאֲשֶׁר־קָרָ֖א וְלֹ֣א שָׁמֵ֑עוּ כֵּ֤ן יִקְרְאוּ֙ וְלֹ֣א אֶשְׁמָ֔ע אָמַ֖ר יְהוָ֥ה צְבָאֽוֹת׃ ‬
14"I drove them out with a whirlwind among all the nations they had not known, and the land was left desolate behind them, with none passing to and fro. So a pleasant land was made a desolation."
וְאֵ֣סָעֲרֵ֗ם עַ֤ל כָּל־הַגּוֹיִם֙ אֲשֶׁ֣ר לֹֽא־יְדָע֔וּם וְהָאָ֙רֶץ֙ נָשַׁ֣מָּה אַֽחֲרֵיהֶ֔ם מֵֽעֹבֵ֖ר וּמִשָּׁ֑ב וַיָּשִׂ֥ימוּ אֶֽרֶץ־חֶמְדָּ֖ה לְשַׁמָּֽה׃ פ ‬
