When two men have a dispute, they shall come before the court, and the judges shall decide between them, acquitting the innocent and condemning the guilty.

If the guilty man deserves to be beaten, the judge shall have him lie down and be flogged in his presence with the number of lashes his crime deserves.

He may be given forty lashes, but no more; otherwise, if he is beaten beyond this with many blows, your brother will be degraded in your sight.

You shall not muzzle an ox while it is threshing.

If brothers live together and one of them dies without a son, the widow of the dead man shall not marry outside the family. Her husband's brother shall take her as his wife and fulfill the duty of a brother-in-law to her.

The first son she bears shall carry on the name of the dead brother, so that his name is not blotted out of Israel.

But if the man refuses to take his brother's widow, she shall go up to the elders at the city gate and say, "My husband's brother refuses to preserve his brother's name in Israel; he will not do his duty as a brother-in-law to me."

Then the elders of his city shall summon him and speak with him. If he stands his ground and says, "I do not want to take her,"

his brother's widow shall step up to him in the presence of the elders, pull his sandal off his foot, spit in his face, and declare, "So shall it be done to the man who will not build up his brother's house."

And his family shall be known in Israel as "the house of the man whose sandal was pulled off."

If two men are fighting with each other, a man and his countryman, and the wife of one comes to rescue her husband from the man who is beating him, and she reaches out her hand and seizes him by his private parts,

you shall cut off her hand; show her no pity.

You shall not have two differing weights in your bag, one large and one small.

You shall not have two differing measures in your house, one large and one small.

You shall have an accurate and honest weight, and an accurate and honest measure, so that you may live long in the land the LORD your God is giving you.

For everyone who does such things, everyone who deals dishonestly, is detestable to the LORD your God.

Remember what the Amalekites did to you along the way when you came out of Egypt:

how they met you on the road and cut down all who were straggling behind, when you were weary and worn out; they had no fear of God.

Therefore, when the LORD your God gives you rest from all the enemies around you in the land he is giving you as an inheritance to possess, you shall blot out the memory of Amalek from under heaven. Do not forget!

Events and Customs

Physical Punishment (vv. 1–3): The law limiting punishment to forty lashes represents a significant humanization of penal practices in the ancient Near East. Assyrian and Babylonian laws permitted far harsher penalties, including mutilation and unlimited flogging. Jewish tradition later reduced this limit to thirty-nine lashes to avoid accidentally exceeding the boundary—a practice Paul himself experienced (2 Cor 11:24). The rationale "so that your brother is not degraded" shows that the offender was still regarded as an equal Israelite.

Levirate Marriage (vv. 5–10): Hebrew yibbum (from yabam, "brother-in-law") was an institution known in several cultures of the ancient Near East, including among the Hittites and Assyrians. Its purpose was twofold: to provide economic security for the widow and to preserve the deceased's name and inheritance rights within Israel. The ceremony of removing a sandal (chalitzah) was a public humiliation marking that the brother-in-law had renounced his right and duty. In later Jewish practice, chalitzah actually became the preferred solution over levirate marriage.

Honest Weights and Measures (vv. 13–16): Trade in antiquity involved weighing metal against standardized stone weights. Archaeological finds from Israel have uncovered many such weight stones, and in some places two sets of different weights have been discovered—exactly the kind of fraud the text forbids. The expression "stone and stone" (even va'even) refers to the practice of keeping one heavy weight for buying and one light weight for selling.

Amalek (vv. 17–19): The Amalekites were a nomadic people in the Negev desert and the Sinai Peninsula. The attack described took place at Rephidim shortly after the Exodus from Egypt (Exod 17:8–16). What made this attack especially detestable was that they targeted the weakest—those who "lagged behind" (zannev, literally "cut off the tail"), meaning the exhausted, elderly, and sick who were at the rear. The Amalekites remained Israel's archenemies throughout the Old Testament, from Saul's war (1 Sam 15) to Haman the "Agagite" in the book of Esther.
