Then one of the seven angels who had the seven bowls came and said to me: "Come, I will show you the judgment of the great prostitute who is seated on many waters.

With her the kings of the earth committed sexual immorality, and those who dwell on the earth grew drunk on the wine of her immorality."

And he carried me away in the Spirit into a wilderness. There I saw a woman seated on a scarlet beast that was covered with blasphemous names and had seven heads and ten horns.

The woman was clothed in purple and scarlet, adorned with gold and precious stones and pearls, and in her hand she held a golden cup full of abominations and the filth of her immorality.

On her forehead was written a name, a mystery: "Babylon the Great, the mother of prostitutes and of the abominations of the earth."

And I saw that the woman was drunk with the blood of God's holy people and with the blood of the witnesses of Jesus. When I saw her, I was utterly astonished.

But the angel said to me: "Why are you astonished? I will tell you the mystery of the woman and of the beast that carries her, the beast with the seven heads and the ten horns.

The beast you saw was, and is not, and is about to rise from the abyss and go to destruction. And those who dwell on the earth, whose names have not been written in the book of life from the foundation of the world, will be astonished when they see the beast, because it was, and is not, and yet will come.

This calls for a mind with wisdom. The seven heads are seven mountains on which the woman is seated. They are also seven kings:

five have fallen, one is, the other has not yet come; and when he comes, he must remain only a little while.

As for the beast that was and is not, it is itself an eighth, and yet it belongs to the seven, and it goes to destruction.

The ten horns you saw are ten kings who have not yet received a kingdom, but they will receive authority as kings for one hour, together with the beast.

These are of one mind, and they hand over their power and authority to the beast.

They will wage war against the Lamb, and the Lamb will conquer them, because he is Lord of lords and King of kings — and those with him are called, chosen, and faithful."

Then he said to me: "The waters you saw, where the prostitute is seated, are peoples and multitudes and nations and languages.

And the ten horns you saw, together with the beast, will hate the prostitute. They will leave her desolate and naked, devour her flesh, and burn her with fire.

For God has put it into their hearts to carry out his purpose: to act with one mind and to give their kingdom to the beast, until the words of God are fulfilled.

And the woman you saw is the great city that rules over the kings of the earth."

For John's contemporary readers, this was an unmistakable reference to Rome, which was universally known as "the city on seven hills" (Septimontium). The seven hills—Palatine, Aventine, Caelian, Esquiline, Viminal, Quirinal, and Capitoline—were central to Rome's founding myths and religious identity. Roman coins from the imperial period often depicted the goddess Roma seated upon seven hills.

The description of the woman sitting "on many waters" (verse 1) alludes to ancient Babylon by the Euphrates, but it also fits Rome, which controlled the Mediterranean Sea and its trade routes. "Babylon" (Βαβυλών, verse 5) functions as a code name for Rome, just as it does in Jewish apocalyptic literature from that period (4 Ezra, 2 Baruch)—both empires had destroyed Jerusalem and the temple.

The woman's clothing of "purple and scarlet" (πορφυροῦν καὶ κόκκινον) and her adornment with "gold, precious stones, and pearls" (verse 4) precisely reflect the luxury of the Roman elite. Purple fabric was extremely costly, extracted from murex snails, and reserved for emperors and senators. Scarlet was the color of Roman military cloaks and official garments. This description would immediately evoke images of imperial power and decadent wealth for its readers.

The cup in the woman's hand (verse 4) may allude to the Roman custom of libatio—drink offerings to the gods—but here the cup is filled with "abominations." This stands in sharp contrast to the cup of the Lord's Supper and suggests that Rome forces the nations to drink the poison of idolatry. Roman religious ceremonies often required subject peoples to participate in emperor worship and sacrifices to Roman gods.

Deut 10:17; Dan 2:47) was used as a title for Persian and Parthian kings and was also applied to Roman emperors. John attributes this title to the Lamb, constituting a direct challenge to the emperor's claimed sovereignty.

Archaeological discoveries confirm the extreme wealth described in the chapter. Excavations in Rome have uncovered enormous quantities of imported luxury goods—Indian pearls, Chinese silk, Egyptian ivory, and precious stones from across the empire. The shipwreck at Mahdia (found off the coast of Tunisia) and other Roman-era shipwrecks demonstrate the scale of the luxury trade that made Rome "the great city."

Inscriptions from Asia Minor, especially from Ephesus and Pergamum, document the widespread nature of emperor worship and its demands for loyalty. These inscriptions show how local elites competed to display devotion to Rome and the emperor, creating the social and economic pressure Christians faced when they refused to participate. One inscription from Ephesus hails the emperor as "god and savior," language that directly challenged the Christian confession of Jesus as Lord.
