First of all, then, I urge that petitions, prayers, intercessions, and thanksgivings be made for all people—

for kings and all who hold authority, so that we may lead a quiet and peaceful life in all godliness and dignity.

This is good and pleasing in the sight of God our Savior,

who wants all people to be saved and to come to the knowledge of the truth.

For there is one God, and one mediator between God and humanity, the man Christ Jesus,

who gave himself as a ransom for all—the testimony given at the proper time.

For this I was appointed a herald and an apostle—I am telling the truth, I am not lying—a teacher of the Gentiles in faith and truth.

So I want the men everywhere to pray, lifting up holy hands without anger or argument.

Likewise, I want the women to adorn themselves with decent clothing, with modesty and self-control, not with elaborate hairstyles or gold or pearls or expensive garments,

but with good works, as befits women who profess to worship God.

A woman should learn quietly, in full submission.

I do not permit a woman to teach or to have authority over a man; she is to remain quiet.

For Adam was formed first, then Eve;

and Adam was not the one deceived; it was the woman who was thoroughly deceived and became a transgressor.

Yet she will be saved through childbearing—if they continue in faith and love and holiness, with self-control. [Footnote: The Greek is difficult; it may also be understood as 'kept safe through childbirth' or 'saved through the birth of the Child.']

Prayer for kings and authorities (verses 1–2) had parallels in both Jewish and Roman practice. Some scholars have pointed out that in certain contexts the word carried negative connotations of illegitimate or aggressive exercise of power, as opposed to the more neutral exousia.

Archaeological finds from Ephesus shed light on this chapter in several ways. Gravestones and statues depict wealthy women with exactly the intricate hairstyles and jewelry mentioned in verse 9. Inscriptions from the city also document that women held prominent roles in the cult of Artemis—Ephesus’s protective deity—including as priestesses and benefactors. This religious landscape, where women could hold significant cultic authority in a pagan context, forms an important background for the instructions concerning women’s role in the Christian assembly.
