Here is a trustworthy saying: whoever aspires to the office of overseer desires a noble task.

An overseer, then, must be above reproach, the husband of one wife, sober, self-controlled, respectable, hospitable, able to teach,

not given to drink, not violent, but gentle, not quarrelsome, not a lover of money,

managing his own household well, keeping his children obedient with all dignity.

For if someone does not know how to manage his own household, how can he care for the church of God?

He must not be a recent convert, or he may become conceited and fall under the same judgment as the devil.

He must also have a good reputation with those outside, so that he does not fall into disgrace and into the devil's trap.

Deacons likewise are to be worthy of respect, not double-tongued, not indulging in much wine, not greedy for dishonest gain,

holding the mystery of the faith with a clear conscience.

They too must first be tested; then, if there is nothing against them, let them serve as deacons.

The women likewise are to be worthy of respect, not slanderers, but sober and faithful in everything. [Footnote: Or Their wives; the Greek word can mean either women (deacons) or wives.]

A deacon must be the husband of one wife, managing his children and his own household well.

For those who serve well as deacons gain a good standing for themselves and great confidence in the faith that is in Christ Jesus.

I am writing you these things, hoping to come to you soon.

But if I am delayed, you may know how people ought to conduct themselves in God's household, which is the church of the living God, the pillar and foundation of the truth.

Beyond all question, the mystery of godliness is great: He was revealed in the flesh, vindicated by the Spirit, seen by angels, proclaimed among the nations, believed on in the world, taken up in glory. [Footnote: Greek Who; some later manuscripts read God.]

The qualifications for church leaders in this chapter partly reflect standard virtue lists from Greco-Roman moral philosophy, but with distinct Christian content. The requirement to be "the husband of one wife" was relevant in a culture where concubinage and sexual immorality were widespread, especially in Ephesus with its reputation for Artemis worship. Hospitality (φιλόξενον) was crucial at a time when traveling Christian preachers needed lodging, and inns were often associated with prostitution and dishonest practices.

The requirement of a good reputation "among those outside" (verse 7) reflects the early church's vulnerable social position. Congregations met in private homes and depended on neighbors and authorities not viewing them as a threat. A leader with a bad reputation could endanger the entire assembly.

Verse 16 contains what is likely a fragment of an early Christian hymn or confession, recognizable by its rhythmic structure of six lines, each beginning with a passive verb. Such confessional formulas were important in oral tradition before the New Testament writings were collected. Similar hymnic fragments are found in Philippians 2:6–11 and Colossians 1:15–20. By quoting this material, Paul shows that the early church had already developed fixed liturgical expressions that summarized the core of faith in Christ.
