The Hebrew ḥerem is rendered "devoted to destruction" consistently throughout the chapter (vv. 3, 8, 9, 15, 18, 20). Rendering it here as "devoted to God" breaks that consistency and obscures the irony of Saul's excuse: what was under the ban was to be destroyed, not offered.
