A person plans in his heart, but the answer on the tongue comes from the LORD.

All a man's ways seem pure in his own eyes, but the LORD weighs the motives.

Qesem (קֶסֶם) – "divination" on the king's lips (v. 10): This Hebrew word is usually used negatively in the Old Testament to refer to forbidden divination practices (Deut 18:10). However, here it is used positively regarding the king's authoritative speech—meaning his words carry divine weight and decisive power. This reflects the Old Testament understanding of the king as God's representative, appointed to judge righteously.

Peles and moznei mishpat (פֶּלֶס וּמֹאזְנֵי מִשְׁפָּט) – "accurate scales and weights" (v. 11): The expression "scales belonging to the LORD" indicates that honest trade is a religious matter. In ancient Israel, fair weights and measures were not only ethical but also theologically grounded—God Himself guarantees fairness in commerce.

Events and Customs

Casting lots (v. 33): This verse describes how the lot is cast into the lap (or fold of the garment), but the decision comes from the LORD. Casting lots was a widespread practice in the ancient Near East for resolving difficult questions, dividing land, or revealing guilt (cf. Josh 7:14; 1 Sam 14:42). In Israel, this was understood as a way God could communicate His will. The practice assumed that people entrusted the matter to God's hands and accepted the outcome as divinely directed.

The king's role as judge and guardian of justice (vv. 10–15): Several verses in this chapter concern the king and his responsibilities. In the ancient Near East, the king was viewed as the highest legal authority and guarantor of justice. The Code of Hammurabi from Babylon highlights a similar ideology. In Israel, the king was to be God's representative in upholding mishpat (justice) and tsedaqah (righteousness). Chapter-Specific Findings

Archaeological discoveries of weight stones from Iron Age Israel and Judah confirm the concern for honest trade expressed in verse 11. Several weight stones marked with Hebrew inscriptions have been found, and variations among them suggest that cheating with weights and measures was a real problem. The prophets Amos and Micah complain about the same issue (Amos 8:5; Mic 6:11), showing that this was a persistent ethical and religious theme in Israelite society.
