Now Haggai the prophet and Zechariah son of Iddo, the prophets, prophesied to the Jews in Judah and Jerusalem, in the name of the God of Israel, who was over them.

Then Zerubbabel son of Shealtiel and Jeshua son of Jozadak set to work and began to rebuild the house of God in Jerusalem, and the prophets of God were with them, supporting them.

At that time Tattenai, the governor of the province Beyond the River, and Shethar-bozenai and their associates came to them and said, "Who gave you authority to build this house and to complete this structure?"

Then we said to them, "What are the names of the men who are constructing this building?"

But the eye of their God was on the elders of the Jews, and they were not stopped until a report could go to Darius and an answer be sent back concerning it.

This is a copy of the letter that Tattenai, the governor of the province Beyond the River, and Shethar-bozenai and his associates, the officials of the province Beyond the River, sent to King Darius.

They sent him a report, and this is what was written in it: To King Darius, all peace.

Let it be known to the king that we went to the province of Judah, to the house of the great God. It is being built with massive stones, and timber is being set into the walls. The work is being done with diligence and is prospering in their hands.

Then we questioned those elders and said to them, "Who gave you authority to build this house and to complete this structure?"

We also asked them their names, so that we could inform you by writing down the names of the men who lead them.

And this is the answer they gave us: "We are the servants of the God of heaven and earth, and we are rebuilding the house that was built many years ago, which a great king of Israel built and finished.

But because our fathers provoked the God of heaven to anger, he handed them over to Nebuchadnezzar the Chaldean, king of Babylon, who tore down this house and carried the people away to Babylon.

Yet in the first year of Cyrus, king of Babylon, King Cyrus issued a decree that this house of God be rebuilt.

Moreover, the gold and silver vessels of the house of God, which Nebuchadnezzar had taken from the temple in Jerusalem and brought to the temple in Babylon—these King Cyrus took out of the temple in Babylon and handed over to a man named Sheshbazzar, whom he had appointed governor.

He said to him, "Take these vessels, go and deposit them in the temple in Jerusalem, and let the house of God be rebuilt on its site."

So this Sheshbazzar came and laid the foundations of the house of God in Jerusalem, and from that time until now it has been under construction, and it is not yet finished."

Now then, if it pleases the king, let a search be made in the royal archives there in Babylon, to see whether a decree was in fact issued by King Cyrus for the rebuilding of this house of God in Jerusalem. And let the king send us his decision in this matter.

His name is confirmed in Babylonian cuneiform tablets from this period, where he is referred to as "Tattannu, governor of Eber-Nari" (Akkadian: Tattannu pāḫat Ebir-nāri). This archaeological finding confirms the historical accuracy of the biblical account.

Shethar-Bozenai (Aramaic: Šetar Boznay) is mentioned together with Tattenai in verses 3 and 6 as an official who participated in the investigation of the temple building and was a co-author of the letter to King Darius.

Sheshbazzar (Aramaic: Šešbaṣṣar) is mentioned in verses 14–16 as the one who received the temple vessels from Cyrus and laid the foundation of the temple. The relationship between Sheshbazzar and Zerubbabel has been debated among scholars – some believe they are the same person, while others hold that Sheshbazzar led the first return while Zerubbabel took over leadership later.

"Beyond the River" (Aramaic: ʿavar nahara) was the name of the Persian satrapy that included all areas west of the Euphrates. The Persians were known for their efficient bureaucratic administration, and verse 17 specifically mentions "the treasury" (Aramaic: bet ginzayyaʾ, בֵּית גִּנְזַיָּא) in Babylon as the place where documents should be searched.

The expression "the eye of their God was on the elders of the Jews" (verse 5) reflects the biblical concept of God's protective care and active intervention in history, which here enabled construction to continue while the matter was under investigation.
