At the end of the twenty years during which Solomon had built the house of the LORD and his own palace,

Solomon rebuilt the towns that Huram had given him, and he settled Israelites in them.

Solomon then marched against Hamath-zobah and overpowered it.

He built Tadmor in the wilderness, along with all the storage towns he built in Hamath.

He built up Upper Beth-horon and Lower Beth-horon as fortified cities, with walls, gates, and bars,

as well as Baalath and all the storage towns that belonged to him, and all the towns for his chariots and for his cavalry—whatever he desired to build in Jerusalem, in Lebanon, and throughout the land under his rule.

As for all the people who were left of the Hittites, Amorites, Perizzites, Hivites, and Jebusites, who were not Israelites—

that is, their descendants who remained in the land after them, whom the Israelites had not wiped out—Solomon conscripted them for forced labor, as they are to this day.

But Solomon did not make slaves of any of the Israelites for his work; they were his fighting men, his officers and captains, and the commanders of his chariots and cavalry.

These were King Solomon's chief officials—two hundred fifty of them—who supervised the people.

Solomon brought Pharaoh's daughter up from the City of David to the house he had built for her, for he said, "No wife of mine shall live in the house of David king of Israel, because the places the ark of the LORD has entered are holy."

Then Solomon offered burnt offerings to the LORD on the altar of the LORD that he had built in front of the portico,

presenting each day's offering as Moses had commanded, for the Sabbaths, the New Moons, and the three annual festivals—the Festival of Unleavened Bread, the Festival of Weeks, and the Festival of Booths.

Following the instructions of his father David, he appointed the divisions of the priests for their service and the Levites for their duties, to offer praise and to assist the priests according to each day's requirement, and the gatekeepers by their divisions at the various gates; for this was what David, the man of God, had commanded.

They did not depart from the king's command concerning the priests and the Levites in any matter, including the treasuries.

So all of Solomon's work was carried out, from the day the foundation of the house of the LORD was laid until its completion. The house of the LORD was finished.

Then Solomon went to Ezion-geber and to Eloth on the seacoast in the land of Edom.

And Huram sent him ships with his own servants, men who knew the sea. They sailed with Solomon's servants to Ophir, took on four hundred fifty talents of gold, and brought it back to King Solomon.

People

Hiram (Huram) of Tyre is mentioned in verse 2 as the one who gave cities to Solomon. This is interesting because the parallel text in 1 Kings 9:10-13 describes the opposite—that Solomon gave cities to Hiram, who was dissatisfied with them. The Chronicler’s account may reflect that Hiram returned the cities after being dissatisfied (cf. 1 Kgs 9:12-13), or it may represent the author’s theological emphasis that Israelite land was not permanently surrendered.

Pharaoh’s daughter (verse 11) was a politically significant marriage alliance. Marriages with the Egyptian royal family were highly prestigious in antiquity, since Egypt rarely gave princesses in marriage to foreign rulers. The fact that Solomon moved her out of the City of David for reasons of holiness shows the tension between political alliances and religious purity.

Places

Tadmor in the wilderness (verse 4) is traditionally identified with Palmyra, an important oasis city in the Syrian desert. The city lay strategically along trade routes between Mesopotamia and the Mediterranean. Archaeological excavations at Palmyra have revealed monumental ruins, although most date from later periods. Solomon’s fortification of the site secured control over lucrative caravan trade.

Hamath-Zobah (verse 3) was an Aramean kingdom in northern Syria, near the Orontes River. Solomon’s military control over this area represented Israel’s greatest geographical extent and control over important northward trade routes.

Upper and Lower Beth-Horon (verse 5) were two cities that controlled the main passage from the coastal plain up to the Judean highlands. These fortified towns, with walls, gates, and barriers, were critical for the defense of Jerusalem.

Baalath (verse 6) was a city that Solomon built up, probably located in the region of Dan. The name means "female form of Baal" and may indicate that the place was previously associated with Canaanite worship.

Ezion-Geber and Elath (verse 17) were situated on the Gulf of Aqaba (the Red Sea) in Edom. Archaeological investigations at Tell el-Kheleifeh have uncovered remains that may have been an industrial facility or storage area from the Iron Age. These ports gave Solomon access to sea trade with Arabia, East Africa, and India.

Events and Customs

Forced labor of non-Israelites (verses 7-9) followed a pattern known throughout the ancient Near East. The Chronicler emphasizes that Israelites were not made slaves but served as soldiers and officers. This differs from the account in 1 Kings, which suggests that Israelites also were required to perform forced labor. The system of mas (forced labor) was common in Egyptian and Mesopotamian practice.

The three annual festivals (verse 13)—the Festival of Unleavened Bread (Passover), the Festival of Weeks (Shavuot), and the Festival of Tabernacles (Sukkot)—were pilgrimage feasts during which Israelite men were to appear before the Lord in Jerusalem. This arrangement is rooted in the Mosaic Law (Exod 23:14-17) and became central to Jerusalem’s religious and economic significance.

The overseers (verse 10) numbered 250 chief officers who supervised the workers. This number differs from 1 Kgs 9:23, which mentions 550 overseers, a discrepancy that may be explained by different categorizations of officials.

Key Terms

"Ish ha-Elohim" (אִישׁ־הָאֱלֹהִים) – "man of God" – is used for David in verse 14. This is an honorific title usually applied to prophets (such as Moses and Elijah), emphasizing David’s special authority as the one who organized temple worship.
