After we had torn ourselves away from them and set sail, we ran a straight course to Cos, the next day to Rhodes, and from there to Patara.

There we found a ship crossing over to Phoenicia, so we went aboard and put out to sea.

We came in sight of Cyprus, and leaving it on our left we sailed on to Syria and landed at Tyre, since the ship was to unload its cargo there.

We looked up the disciples and stayed there seven days. Through the Spirit they kept telling Paul not to set foot in Jerusalem.

But when our time was up, we left and went on our way, and all of them, with their wives and children, escorted us out of the city. Kneeling on the beach, we prayed,

and after saying farewell to one another we boarded the ship, and they returned home.

When we had finished the voyage from Tyre, we arrived at Ptolemais, where we greeted the brothers and stayed with them for one day.

The next day we left and came to Caesarea. There we went to the house of Philip the evangelist, one of the Seven, and stayed with him.

He had four unmarried daughters who prophesied.

After we had been there several days, a prophet named Agabus came down from Judea.

He came to us, took Paul's belt, tied his own feet and hands with it, and said, "This is what the Holy Spirit says: 'In this way the Jews in Jerusalem will bind the man who owns this belt and hand him over to the Gentiles.'"

When we heard this, we and the people there begged Paul not to go up to Jerusalem.

Then Paul answered, "Why are you weeping and breaking my heart? I am ready not only to be bound, but even to die in Jerusalem for the name of the Lord Jesus."

Since he would not be persuaded, we gave up and said, "The Lord's will be done."

After this we got ready and went up to Jerusalem.

Some of the disciples from Caesarea came along with us and brought us to the house of Mnason of Cyprus, an early disciple, with whom we were to stay.

When we arrived in Jerusalem, the brothers welcomed us gladly.

The next day Paul went with us to see James, and all the elders were present.

After greeting them, he reported in detail everything God had done among the Gentiles through his ministry.

When they heard it, they praised God. Then they said to him, "You see, brother, how many thousands of Jews have come to believe, and all of them are zealous for the law.

They have been told about you that you teach all the Jews living among the Gentiles to forsake Moses, telling them not to circumcise their children or to live according to our customs.

What then should be done? They are certain to hear that you have come.

So do what we tell you. We have four men here who are under a vow.

Take these men, join in their purification rites, and pay their expenses so that they can have their heads shaved. Then everyone will know that there is nothing to the reports about you, but that you yourself live in observance of the law.

As for the Gentiles who have believed, we have written to them our decision that they should abstain from food sacrificed to idols, from blood, from what is strangled, and from sexual immorality."

So Paul took the men, and the next day, after purifying himself along with them, he entered the temple to give notice of when the days of purification would be completed and the offering would be made for each of them.

When the seven days were nearly over, the Jews from Asia saw Paul in the temple. They stirred up the whole crowd and seized him,

shouting, "Men of Israel, help us! This is the man who teaches everyone everywhere against our people, our law, and this place. What is more, he has even brought Greeks into the temple and defiled this holy place."

They had previously seen Trophimus the Ephesian with him in the city and assumed that Paul had brought him into the temple.

The whole city was thrown into turmoil, and the people came running from every direction. They seized Paul and dragged him out of the temple, and immediately the gates were shut.

While they were trying to kill him, word reached the commander of the cohort that all Jerusalem was in an uproar.

He immediately took soldiers and centurions and ran down to them. When the crowd saw the commander and the soldiers, they stopped beating Paul.

Then the commander came up, arrested him, and ordered him to be bound with two chains. He asked who he was and what he had done.

Some in the crowd shouted one thing and some another, and since he could not learn the truth because of the uproar, he ordered Paul to be taken into the barracks.

When Paul reached the steps, the violence of the mob was such that he had to be carried by the soldiers,

for the crowd of people kept following, shouting, "Away with him!"

As he was about to be taken into the barracks, Paul said to the commander, "May I say something to you?" "Do you know Greek?" he replied.

"Aren't you the Egyptian who started a revolt some time ago and led four thousand men of the Assassins out into the wilderness?"

Paul answered, "I am a Jew from Tarsus in Cilicia, a citizen of no ordinary city. Please let me speak to the people."

When he had given him permission, Paul stood on the steps and motioned to the people with his hand. A deep silence fell, and he addressed them in Aramaic:

People

Philip the evangelist (v. 8) was one of the seven men chosen to serve at the tables in Jerusalem (Acts 6:5), who later preached in Samaria and to the Ethiopian official. He had now settled in Caesarea with his four daughters, who prophesied. The fact that these daughters possessed prophetic gifts reflects the early church's practice where spiritual gifts were not limited by gender (cf. Joel 2:28-29).

Agabus (vv. 10–11) was a prophet from Judea who had previously predicted a famine during the reign of Emperor Claudius (Acts 11:28). His symbolic action with Paul's belt follows the pattern of Old Testament prophets like Isaiah and Ezekiel, who used dramatic acts to convey messages.

Mnason of Cyprus (v. 16) is described as an "early disciple" (ἀρχαίῳ μαθητῇ), suggesting he was among the first Christians, possibly from Pentecost or shortly thereafter. He served as host for Paul and his companions on their journey to Jerusalem.

James (v. 18) was Jesus' brother and leader of the church in Jerusalem. Here he appears as the primary authority among the elders, a role confirmed by other sources from that period. The "many thousands" (μυριάδες) of Jewish believers he mentions indicate a significant Jewish-Christian movement that still adhered to the Mosaic Law.

Trophimus of Ephesus (v. 29) was a Gentile Christian traveling companion of Paul. It was seeing him with Paul in the city that led to the false accusation that Paul had brought a Gentile into the temple.

Places

The travel route (vv. 1–7) went from Miletus via Cos, Rhodes, and Patara, past Cyprus to Tyre, then on to Ptolemais and Caesarea. These were established sea routes in the Mediterranean. Tyre was an ancient Phoenician port city known for its trade. Ptolemais (modern-day Akko) was an important harbor north of Mount Carmel.

Caesarea Maritima (vv. 8–16) was the Roman capital of the province of Judea, built by Herod the Great with a magnificent harbor, theater, and palaces. The city had a mixed population of Jews and Gentiles. Archaeological excavations have revealed the city's impressive infrastructure, including a large amphitheater and aqueducts.

The Antonia Fortress (παρεμβολή, vv. 34–37) was the fortress located at the northwest corner of the temple complex, connected to the temple by staircases. The Roman garrison was stationed there to monitor the temple, especially during festivals. The staircases (ἀναβαθμοί) mentioned in verses 35 and 40 are archaeologically confirmed.

Events and Customs

The Nazirite ritual (vv. 23–26), which Paul participated in, involved a seven-day purification period. The four men had a vow (εὐχή) upon them, likely a Nazirite vow as described in Numbers 6. Shaving the head marked the completion of the vow. That Paul paid for the sacrifices was an accepted pious act that wealthy Jews could perform on behalf of poorer fellow believers.

The temple boundaries (vv. 28–29) were strictly regulated. Non-Jews could only enter the "Court of the Gentiles." Inscriptions in Greek and Latin warned Gentiles not to proceed further under threat of death. One such inscription was discovered in 1871 and reads: "No foreigner may enter within the railing surrounding the sanctuary. Whoever is caught will be responsible for his own death that follows."

Key Terms

Ζηλωταὶ τοῦ νόμου (zelotai tou nomou, "zealots for the law", v. 20) describes Jewish Christians who were passionately committed to preserving the Mosaic Law. This should not be confused with the political Zealot party, although the term suggests similar intensity in religious devotion.

Τῇ Ἑβραΐδι διαλέκτῳ ("in the Hebrew language", v. 40) refers to the language Paul spoke to the crowd, most likely Aramaic, which was the everyday language of Judea, rather than classical Hebrew.

Chapter-Specific Findings

The Egyptian rebel (v. 38), whom the tribune (χιλίαρχος) mistook for Paul, is also mentioned by the historian Josephus. According to Josephus, this Egyptian gathered around 30,000 followers (Jewish War 2.261–263) or 4,000 (Antiquities 20.169–172) on the Mount of Olives around 54–58 AD and promised that the walls of Jerusalem would fall. The Roman procurator Felix crushed the rebellion, but the Egyptian himself escaped. That Luke and Josephus give different numbers may be due to different sources or different methods of counting.

The Sicarii (σικάριοι, v. 38) were a radical Jewish resistance group who carried daggers (sica) hidden under their cloaks and killed pro-Roman Jews in crowds. Their activity increased significantly in the decade before the Jewish War (66–70 AD), illustrating the tense political situation in Jerusalem when Paul arrived.
