The LORD spoke to Moses and Aaron:

This is the statute of the law that the LORD has commanded: Tell the Israelites to bring you a red heifer without defect, in which there is no blemish, and on which no yoke has ever been laid.

Give it to Eleazar the priest, and he shall take it outside the camp, and it shall be slaughtered in his presence.

Then Eleazar the priest shall take some of its blood on his finger and sprinkle it seven times toward the front of the tent of meeting.

The heifer shall be burned in his sight—its hide, its flesh, and its blood, along with its dung.

The priest shall take cedar wood, hyssop, and scarlet yarn, and throw them into the fire consuming the heifer.

Then the priest shall wash his clothes and bathe his body in water; afterward he may enter the camp, but he remains unclean until evening.

The one who burns the heifer shall also wash his clothes in water and bathe his body in water, and he remains unclean until evening.

A man who is clean shall gather up the ashes of the heifer and put them outside the camp in a clean place. They shall be kept for the community of the Israelites, to make the water of purification; it is a purification offering.

The one who gathers the ashes of the heifer shall wash his clothes and remain unclean until evening. This shall be a lasting statute for the Israelites and for the foreigner residing among them.

Whoever touches the corpse of any human being shall be unclean for seven days.

He must purify himself with the water on the third day and on the seventh day, and then he will be clean. But if he does not purify himself on the third day and on the seventh day, he will not be clean.

Anyone who touches a corpse, the body of a person who has died, and does not purify himself, defiles the LORD's tabernacle. That person shall be cut off from Israel. Because the water of purification was not sprinkled on him, he remains unclean; his uncleanness is still on him.

This is the law when a person dies in a tent: everyone who enters the tent and everyone who is in it shall be unclean for seven days,

and every open container without a lid fastened on it is unclean.

Anyone out in the open who touches someone killed by the sword, or a dead body, or a human bone, or a grave, shall be unclean for seven days.

For the unclean person they shall take some of the ashes from the burned purification offering, and fresh running water shall be poured over them in a jar.

Then a man who is clean shall take hyssop, dip it in the water, and sprinkle the tent, all the vessels, and everyone who was there, as well as anyone who touched a bone, or one who was killed, or a dead body, or a grave.

The clean person shall sprinkle the unclean one on the third day and on the seventh day, and on the seventh day he shall purify him. Then he shall wash his clothes and bathe in water, and by evening he will be clean.

But anyone who becomes unclean and does not purify himself shall be cut off from the assembly, for he has defiled the sanctuary of the LORD. The water of purification has not been sprinkled on him; he is unclean.

This shall be a lasting statute for them. The one who sprinkles the water of purification shall wash his clothes, and whoever touches the water of purification shall be unclean until evening.

Whatever the unclean person touches becomes unclean, and anyone who touches it shall be unclean until evening.

Eleazar, Aaron's son, plays a central role in this ritual (vv. 3–4). The fact that he – rather than the high priest Aaron himself – was to perform the slaughter and sprinkle the blood had practical significance: the ritual rendered its practitioner unclean until evening, and the high priest needed to maintain his purity for service in the sanctuary. Eleazar would later succeed Aaron as high priest (Num 20:28), and his participation underscored the solemn character of the ritual without compromising the high priest's sanctuary duties.

Events and Customs

The ritual involving the red heifer (parah adummah) is unique within biblical law. The requirements for the animal were strict: entirely red with no other colors, free from physical defects, and never used for work. Such specifications were so demanding that Jewish tradition (Mishnah, Parah 3:5) claims only nine red heifers were burned throughout Israel's history until the destruction of the Temple.

The burning took place outside the camp – later, according to rabbinic tradition, outside Jerusalem on the Mount of Olives. The ingredients thrown into the fire (cedarwood, hyssop, and crimson wool, v. 6) were the same as those used in cleansing a person with leprosy (Lev 14:4–6). This combination likely symbolized purification and life: cedar represented durability, hyssop was known for its cleansing properties, and the crimson color is associated with blood and life.

Parallels exist in other cultures of the ancient Near East. Hittite texts describe purification rituals where ash from burned animals was mixed with water, and Mesopotamian sources show that cleansing from contact with the dead was ritually regulated in several cultures. Key Terms

The expression mei niddah (מֵי נִדָּה, "water of purification" or "water of impurity," vv. 9, 13, 20–21) is difficult to translate. The word niddah is otherwise used for menstrual bleeding and the associated impurity. Here it likely means "water that removes impurity" – thus water against niddah rather than water of niddah.

The term mayim chayyim (מַיִם חַיִּים, "living water," v. 17) refers to flowing water from a spring, as opposed to stagnant water. This was the purest kind of water and was used in several purification rituals. The combination of "living water" with the ashes – an antidote against the impurity of death – created a powerful symbolic contrast.

The expression chuqqat ha-Torah (חֻקַּת הַתּוֹרָה, "a statute of the law," v. 2) marks this as a chuqqah – a law whose rationale is not explained. Rabbinic tradition regards the red heifer as the foremost example of such an inexplicable law, a paradox where the pure (the ashes) makes the impure clean, while at the same time making the clean (the priest, the one who burns it, the one who gathers it) unclean.

Chapter-Specific Findings

On the Mount of Olives east of Jerusalem, archaeologists have identified remains of mikvaot (ritual baths) and installations that may have been connected to the red heifer ceremony during the Second Temple period. According to the Mishnah (Parah 3:6), a ramp was built from the Temple to the Mount of Olives so that the priest would avoid becoming unclean from possible graves beneath the ground. Although the ramp itself has not been found, these archaeological traces testify to the significance of the ritual and the extensive preparations surrounding it.
