On the twenty-first day of the seventh month, the word of the LORD came through the prophet Haggai:

Speak now to Zerubbabel son of Shealtiel, governor of Judah, to Joshua son of Jehozadak, the high priest, and to the remnant of the people. Say to them:

Who is left among you who saw this house in its former glory? And how does it look to you now? Does it not seem like nothing in your eyes?

Yet be strong now, Zerubbabel, declares the LORD. Be strong, Joshua son of Jehozadak, the high priest. Be strong, all you people of the land, declares the LORD, and get to work, for I am with you, declares the LORD of hosts.

This is the covenant I made with you when you came out of Egypt, and my Spirit remains among you. Do not be afraid.

For this is what the LORD of hosts says: Once more, in a little while, I will shake the heavens and the earth, the sea and the dry land.

I will shake all the nations, and the treasures of all the nations will come in, and I will fill this house with glory, says the LORD of hosts.

The silver is mine and the gold is mine, declares the LORD of hosts.

The glory of this latter house will be greater than the former, says the LORD of hosts. And in this place I will grant peace, declares the LORD of hosts.

On the twenty-fourth day of the ninth month, in the second year of Darius, the word of the LORD came to the prophet Haggai:

This is what the LORD of hosts says: Ask the priests for a ruling on the law.

If someone carries consecrated meat in the fold of his garment, and that fold touches bread or stew, wine or oil, or any other food, does it become holy? The priests answered, No.

Then Haggai said, If someone defiled by contact with a corpse touches any of these, does it become unclean? The priests answered, It becomes unclean.

Then Haggai replied, So it is with this people, so it is with this nation before me, declares the LORD, and so it is with everything they do; whatever they offer there is unclean.

Now think carefully about this, from this day backward: how things were before one stone was laid on another in the temple of the LORD,

Ever since then, when someone came to a grain heap expecting twenty measures, there were only ten; when someone came to the wine vat to draw off fifty, there were only twenty.

I struck you and all the work of your hands with blight, mildew, and hail, yet you did not turn to me, declares the LORD.

Think carefully from this day on, from the twenty-fourth day of the ninth month, the day the foundation of the LORD's temple was laid. Think carefully:

Is there still seed left in the barn? The vine, the fig tree, the pomegranate, and the olive tree have not yielded. But from this day on I will bless you.

The word of the LORD came to Haggai a second time on the twenty-fourth day of the month:

Tell Zerubbabel, governor of Judah, that I am going to shake the heavens and the earth.

I will overturn royal thrones and shatter the power of the kingdoms of the nations. I will overturn chariots and their riders; horses and their riders will fall, each by the sword of his brother.

On that day, declares the LORD of hosts, I will take you, my servant Zerubbabel son of Shealtiel, declares the LORD, and I will make you like a signet ring, for I have chosen you, declares the LORD of hosts.

People

The chapter mentions that there were still people among the nation who had seen the first temple "in its glory" (verse 3). Since Solomon's temple was destroyed in 586 B.C.E. and Haggai prophesied in 520 B.C.E., these witnesses would have been at least 66 years old, likely older. These survivors represented a living connection to the past, but their presence also created discouragement when the new building project was compared with what they remembered.

At the conclusion of the chapter (verse 23), Zerubbabel is given a special position as God's "servant" and "signet ring" (חוֹתָם, ḥotam). As the grandson of King Jeconiah, he represented Davidic continuity. The signet ring metaphor is especially significant because God had previously "removed" this ring from Zerubbabel's grandfather (Jeremiah 22:24). Now the symbol is restored.

Events and Customs

The chapter contains a formal halakhic inquiry to the priests (verses 11–13) concerning purity and impurity. This follows an established practice in which priests served as authorities on matters of Torah (compare Deuteronomy 33:10; Malachi 2:7). The two questions concern whether holiness or impurity can be transmitted through contact. The priests' answer—that holiness does not spread, but impurity does—reflects principles from Leviticus 11–15 and 22:4–6. Haggai uses this as an analogy for the spiritual condition of the people.

The date "the twenty-first day of the seventh month" (verse 1) fell on the last day of the Feast of Tabernacles (Sukkot). This was traditionally a festival of joy when the people celebrated the harvest in temporary shelters and remembered the exodus from Egypt. The prophecy concerning the coming temple was thus given on a day rich with symbolic meaning.

The Hebrew word ḥemdah can mean "precious things," "the desired one," or "longing." The noun is singular, but the verb "shall come" is plural, which has led to various interpretations—from material wealth to a messianic figure.

The word שָׁלוֹם (shalom) in verse 9 means more than the absence of conflict. In this context it encompasses prosperity, wholeness, and right relationship with God—a state of complete blessing that will characterize the future temple and its worshipers.

Chapter-Specific Findings

Archaeological excavations in Yehud (the Persian province of Judah) have uncovered signet rings and bullae (clay seals) from this period, illustrating the administrative significance of the signet ring mentioned in verse 23. Such seals represented authority to act on behalf of a higher power. Several seals bearing the name "Yehud" have been found, confirming the province's administrative existence under Persian rule, as Haggai describes Zerubbabel's role as "governor" (peḥah).
