Five days later the high priest Ananias came down with some of the elders and a lawyer named Tertullus, and they laid their case against Paul before the governor.

When Paul had been called in, Tertullus began his accusation: "Most excellent Felix, through you we enjoy great peace, and by your foresight reforms have been brought about for this nation.

In every way and everywhere we acknowledge this with all gratitude.

But so as not to detain you any longer, I beg you to give us a brief hearing in your kindness.

We have found this man to be a plague, stirring up riots among all the Jews throughout the world, and a ringleader of the sect of the Nazarenes.

He even tried to desecrate the temple, so we seized him.

But Lysias the commander came along and took him out of our hands with great force, ordering his accusers to come before you.[^1] [^1]: Some early manuscripts do not contain the words from "so we seized him" through "to come before you."

By examining him yourself you will be able to learn the truth about everything of which we accuse him."

The Jews joined in the attack, insisting that this was so.

When the governor motioned for him to speak, Paul replied: "Knowing that you have been judge over this nation for many years, I make my defense cheerfully.

You can verify that it is no more than twelve days since I went up to worship in Jerusalem.

They did not find me arguing with anyone in the temple or stirring up a crowd—not in the synagogues, not anywhere in the city.

Nor can they prove to you the charges they are now bringing against me.

But this I confess to you: I worship the God of our fathers according to the Way, which they call a sect, believing everything written in the Law and the Prophets,

and I have the same hope in God that they themselves accept—that there is going to be a resurrection of both the righteous and the unrighteous.

So I too always strive to keep my conscience clear before God and before all people.

After several years I came to bring alms to my nation and to present offerings.

While I was doing this they found me in the temple, ceremonially purified, with no crowd and no disturbance.

It was certain Jews from Asia—they ought to be here before you to bring their charges, if they have anything against me.

Or let these men here say what crime they found in me when I stood before the council,

unless it was this one thing I shouted as I stood among them: 'It is because of the resurrection of the dead that I am on trial before you today.'"

Felix, who was rather well informed about the Way, adjourned the hearing, saying, "When Lysias the commander comes down, I will decide your case."

He gave orders to the centurion that Paul be kept in custody but given some freedom, and that his friends not be prevented from caring for his needs.

Some days later Felix came with his wife Drusilla, who was Jewish. He sent for Paul and listened to him speak about faith in Christ Jesus.

But as Paul spoke about righteousness, self-control, and the judgment to come, Felix grew afraid and said, "That is enough for now. You may go. When I find it convenient, I will send for you again."

At the same time he was hoping that Paul would give him money, so he sent for him frequently and talked with him.

When two years had passed, Felix was succeeded by Porcius Festus; and because he wanted to gain favor with the Jews, Felix left Paul in prison.

People

Ananias was high priest from approximately 47–59 AD and known for his greed and violent behavior. The Jewish historian Josephus describes him as a man who sent servants to seize tithes from other priests by force. He was later killed by the Sicarii (Jewish rebels) during the Jewish revolt in 66 AD.

Tertullus (Τέρτυλλος) was a professional orator (ῥήτωρ) hired by the Jews to present their case against Paul. The name is Latin in Greek form, and he may have been either a Roman or a Hellenized Jew. Such rhetorical lawyers were common in Roman trials, and his opening follows the classical rhetorical structure with flattery of the judge (captatio benevolentiae).

Felix (Antonius Felix) was procurator of Judea from approximately 52–59 AD. The Roman historian Tacitus describes him as a man who "exercised royal power with the mind of a slave." He was a freedman and brother to Pallas, the powerful finance minister of Emperor Claudius. His brutality in suppressing revolts and his general abuse of power are well documented in contemporary sources.

Drusilla was the daughter of Herod Agrippa I and sister to Herod Agrippa II and Berenice. She was known for her beauty and had previously been married to King Azizus of Emesa, but Felix persuaded her to leave her husband and marry him—a violation of Jewish law. She was only around 20 years old at this time.

Places

Caesarea Maritima was the seat of Roman administration in Judea and an important port city built by Herod the Great. Here stood the praetorium (the governor's residence) where the trial took place. Archaeological excavations have uncovered significant remains of the city, including the Herodian palace which likely served as Felix's residence and courtroom. A famous inscription mentioning Pontius Pilate was found here in 1961, confirming Caesarea's role as the provincial capital.

Events and Customs

Formal Roman Trial (cognitio): Chapter 24 provides an authentic picture of a Roman provincial trial. The accuser (Tertullus) first presented the case, then the accused (Paul) was given the opportunity to respond. The governor had full authority to render judgment or postpone the case. Felix's postponement (ἀνεβάλετο) and request to hear from tribune Lysias were legally legitimate maneuvers.

Custodia libera (free custody): Felix's order that Paul be held in custody with "leniency" (ἄνεσιν) and allowed to receive visits from friends (v. 23) represents a milder form of detention reserved for Roman citizens and persons of higher status. This was clearly better than ordinary imprisonment.

Key Terms

"The Way" (ἡ ὁδός): Paul refers to his faith as "the Way" (vv. 14, 22), an early name for the Christian movement. Felix's knowledge of "what concerns the Way" (v. 22) suggests that Christianity was already known in official Roman circles in Judea.

"The sect of the Nazarenes" (τῆς τῶν Ναζωραίων αἱρέσεως): Tertullus uses this expression (v. 5) as a derogatory label. Bribery and Patronage: Felix's hope for a bribe from Paul (v. 26) was unfortunately typical of Roman provincial administration. Corruption among Roman officials was widespread, and Felix's desire to "do the Jews a favor" (χάριτα καταθέσθαι, v. 27) by keeping Paul imprisoned shows how political considerations often overruled justice.
