Everything I command you, be careful to do it. Do not add to it, and do not take away from it.

If a prophet or a dreamer of dreams arises among you and gives you a sign or a wonder,

and the sign or wonder he spoke of comes to pass, and he says, "Let us follow other gods"—gods you have not known—"and let us serve them,"

do not listen to the words of that prophet or that dreamer of dreams. For the LORD your God is testing you, to know whether you love the LORD your God with all your heart and with all your soul.

You shall follow the LORD your God and fear him. Keep his commandments, obey his voice, serve him, and hold fast to him.

But that prophet or dreamer of dreams shall be put to death, for he has spoken rebellion against the LORD your God, who brought you out of the land of Egypt and redeemed you from the house of slavery, seeking to turn you aside from the way the LORD your God commanded you to walk. So purge the evil from your midst.

If your brother, your own mother's son, or your son or your daughter, or the wife you hold close, or the friend who is like your own soul secretly entices you, saying, "Let us go and serve other gods"—gods that neither you nor your fathers have known,

gods of the peoples around you, whether near you or far away, from one end of the earth to the other—

do not give in to him or listen to him. Show him no pity; do not spare him or shield him.

You shall surely put him to death. Your own hand shall be the first against him to kill him, and afterward the hand of all the people.

Stone him to death, because he sought to draw you away from the LORD your God, who brought you out of the land of Egypt, out of the house of slavery.

Then all Israel will hear of it and be afraid, and no one among you will do such an evil thing again.

If you hear that in one of the cities the LORD your God is giving you to live in,

worthless men have gone out from among you and led the inhabitants of their city astray, saying, "Let us go and serve other gods"—gods you have not known—

then you shall inquire, investigate, and question thoroughly. And if it is true and confirmed that this abomination has been committed among you,

you shall surely strike down the inhabitants of that city with the sword. Devote it to destruction—the city, everyone in it, and its livestock—by the sword.

Gather all its plunder into the middle of its square and burn the city and all its plunder with fire, a whole offering to the LORD your God. It shall be a heap of ruins forever, never to be rebuilt.

Let nothing devoted to destruction cling to your hand, so that the LORD may turn from his burning anger and show you mercy, have compassion on you and multiply you, as he swore to your fathers—

when you obey the voice of the LORD your God, keeping all his commandments that I am giving you today, and doing what is right in the eyes of the LORD your God.

The chapter describes three scenarios of apostasy: false prophets (vv. 2–6), seduction by close family members or friends (vv. 7–12), and apostate cities (vv. 13–19). The practice of destroying an entire city that has turned to idolatry (Hebrew: herem) represents a radical action called "ban" or "devotion to destruction." This meant that everything in the city—people, animals, and property—was to be annihilated as a holy offering to the Lord. The city was then to become a permanent ruin heap (tel olam) that should never be rebuilt. This practice was also known in other Semitic cultures; the Mesha Stele from Moab (c. 840 BC) describes a similar practice where the king of Moab devoted Israelite cities to his god Chemosh.

The punishment by stoning for one who leads others into idolatry (vv. 10–11) was a communal act in which the seduced person themselves was to cast the first stone (יָדְךָ תִּהְיֶה־בּוֹ בָרִאשׁוֹנָה, "your hand shall be the first against him"), followed by all the people. This emphasized that the entire community took responsibility for maintaining covenant loyalty. The requirement for thorough investigation (darashta, haqarta, sha'alta – "inquire, examine, ask," v. 15) shows that the death penalty required solid evidence.

Archaeological excavations have uncovered several cities in Canaan that were completely destroyed and never rebuilt, which aligns with the herem practice described in v. 17. The term tel (ruin heap) is used in v. 17 and reflects the actual topography of the region, where many ancient cities lie buried in such mounds. Treaties from the Hittite Empire and other ancient cultures contain similar loyalty clauses threatening total destruction for apostasy from a covenant relationship, showing that the chapter employs well-known legal categories from its time.
