Some men came down from Judea and began teaching the brothers, "Unless you are circumcised according to the custom of Moses, you cannot be saved."

This brought Paul and Barnabas into sharp dissension and debate with them, so the brothers appointed Paul and Barnabas, along with some of the others, to go up to Jerusalem to the apostles and elders about this question.

Sent on their way by the church, they traveled through Phoenicia and Samaria, telling in detail how the Gentiles had turned to God, and they brought great joy to all the brothers.

When they arrived in Jerusalem, they were welcomed by the church, the apostles, and the elders, and they reported everything God had done through them.

But some believers who belonged to the party of the Pharisees stood up and said, "They must be circumcised and required to keep the law of Moses."

So the apostles and the elders met together to consider this matter.

After a long debate, Peter stood up and said to them: "Brothers, you know that in the early days God chose me from among you, so that the Gentiles might hear the word of the gospel from my lips and believe.

And God, who knows the heart, testified in their favor by giving them the Holy Spirit, just as he did to us.

He made no distinction between us and them, for he cleansed their hearts by faith.

So then, why are you putting God to the test by laying on the necks of the disciples a yoke that neither our fathers nor we have been able to bear?

No, we believe that we are saved through the grace of the Lord Jesus, in the very same way they are."

The whole assembly fell silent as they listened to Barnabas and Paul recount all the signs and wonders God had done among the Gentiles through them.

When they had finished, James spoke up: "Brothers, listen to me.

Simeon has described how God first showed his concern by taking from the Gentiles a people for his name.

And this agrees with the words of the prophets, as it is written:

"'After this I will return and rebuild the fallen tent of David; I will rebuild its ruins and set it up again,

so that the rest of humanity may seek the Lord, even all the Gentiles who bear my name, says the Lord, who does these things,

known from of old.'

Therefore my judgment is that we should not trouble those of the Gentiles who are turning to God,

but should write to them to abstain from what has been polluted by idols, from sexual immorality, from the meat of strangled animals, and from blood.

For from ancient generations Moses has had those who proclaim him in every city, since he is read aloud in the synagogues every Sabbath."

Then the apostles and the elders, with the whole church, decided to choose men from among themselves and send them to Antioch with Paul and Barnabas: Judas called Barsabbas and Silas, leading men among the brothers.

They sent this letter with them: "The apostles and the elders, your brothers, to the brothers among the Gentiles in Antioch, Syria, and Cilicia: Greetings.

We have heard that some men went out from us, without any authorization from us, and unsettled you with their words, troubling your minds.

So we came to a unanimous decision to choose men and send them to you with our beloved Barnabas and Paul,

men who have risked their lives for the name of our Lord Jesus Christ.

Therefore we are sending Judas and Silas, who will tell you the same things by word of mouth.

For it seemed good to the Holy Spirit and to us not to lay on you any burden beyond these necessary things:

that you abstain from food sacrificed to idols, from blood, from the meat of strangled animals, and from sexual immorality. If you keep yourselves from these, you will do well. Farewell."

So they were sent off and went down to Antioch, where they gathered the congregation together and delivered the letter.

When it was read, the people rejoiced at its encouragement.

Judas and Silas, who were themselves prophets, said much to encourage and strengthen the brothers.

After spending some time there, they were sent off in peace by the brothers to those who had sent them.

But Silas decided to remain there.

Paul and Barnabas stayed on in Antioch, where they and many others taught and proclaimed the word of the Lord.

Some days later Paul said to Barnabas, "Let us go back and visit the brothers in every city where we proclaimed the word of the Lord, and see how they are doing."

Barnabas wanted to take John, also called Mark, along with them,

but Paul insisted that they should not take along someone who had deserted them in Pamphylia and had not gone on with them to the work.

The disagreement was so sharp that they parted company. Barnabas took Mark and sailed for Cyprus,

while Paul chose Silas and set out, commended by the brothers to the grace of the Lord.

He traveled through Syria and Cilicia, strengthening the churches.

People

James (v. 13) is James, the brother of Jesus, who at this time appears as the leader of the church in Jerusalem. He was known for his piety and, according to the Jewish historian Josephus, was called "the righteous." His authoritative role in the meeting reflects his position as the primary leader of the mother church. The fact that he delivers the final judgment (κρίνω, "I judge/decide") demonstrates his leading status. Notably, he uses the Semitic name form Συμεών (Simeon) when referring to Peter (v. 14), which reflects his Jewish background.

Judas Barsabbas and Silas (v. 22) were leading men (ἡγουμένους) in the Jerusalem church. Silas (Latin form: Silvanus) likely held Roman citizenship, making him a valuable travel companion. He is described as a prophet (v. 32) and later became Paul's coworker. The name "Barsabbas" means "son of the Sabbath" and may indicate membership in the same family as Joseph Barsabbas (Acts 1:23).

Places

Antioch in Syria (vv. 22–23, 30, 35) was the third largest city in the Roman Empire after Rome and Alexandria, with a population of perhaps 500,000. The city lay on the Orontes River, about 25 km from the Mediterranean Sea. It had a significant Jewish population with certain civic rights. Antioch became a natural center for Gentile mission work due to its cosmopolitan character and strategic location on trade routes between east and west.

Phoenicia and Samaria (v. 3) formed the travel route from Antioch to Jerusalem. Phoenicia included the coastal cities of Tyre and Sidon, areas with both Jewish and Gentile inhabitants. The fact that the delegation reported on the conversion of the Gentiles and caused great joy shows that mixed churches already existed along this route.

Cyprus (v. 39) was the island in the eastern Mediterranean to which Barnabas and Mark sailed after their disagreement with Paul. Cyprus was Barnabas's homeland (Acts 4:36), which explains the choice of destination. The island had a significant Jewish population and had already been a target for mission work (Acts 13:4–12).

Events and Customs

The Apostolic Council (ca. AD 49–50) represents the first known church assembly to take a stand on a doctrinal issue. The structure of debate (ζήτησις), testimony, and authoritative decision became a model for later church councils. The meeting addressed the fundamental question of whether Gentiles had to become Jews (through circumcision and law observance) in order to be saved.

James's Scriptural Argument (vv. 15–18) builds on a quotation from Amos 9:11–12 according to the Septuagint version. The prophecy concerning the rebuilding of "the fallen tent of David" (τὴν σκηνὴν Δαυὶδ τὴν πεπτωκυῖαν) is interpreted as fulfilled through the inclusion of Gentiles in God's people. The Septuagint text differs from the Hebrew and fits James's argument better.

The Four Prohibitions (vv. 20, 29) – food offered to idols (εἰδωλοθύτων), blood (αἵματος), what has been strangled (πνικτῶν), and sexual immorality (πορνείας) – have been interpreted in various ways. A common understanding is that they reflect the so-called "Noahide laws" or rules for "strangers residing in the land" (Lev 17–18). These regulations applied to non-Jews living among the Israelites. Practically, they made table fellowship between Jewish Christians and Gentile Christians possible, which was crucial for the unity of the church.

Περιτομή (circumcision) was not merely a religious ritual but the very sign of the covenant with Abraham (Gen 17). For the Pharisees who had come to believe (v. 5), circumcision was inseparable from salvation – it marked inclusion in God's people. The question was therefore not only ritual but soteriological: Can Gentiles be saved without becoming Jews?

Ἀλισγήματα τῶν εἰδώλων (v. 20, "food offered to idols") refers to meat that had been sacrificed to idols and then sold in the market or eaten at cultic meals. In a city like Antioch such food was everywhere, and abstaining from it required conscious effort.

Παροξυσμός (v. 39, "sharp disagreement") describes the conflict between Paul and Barnabas concerning John Mark. The Greek word means an intense, distressing emotion. Luke does not hide conflicts among church leaders but also shows how the division resulted in two mission teams instead of one.

Chapter-Specific Findings

Verse 34 appears in some manuscripts with the wording "But Silas decided to stay there" (ἔδοξε δὲ τῷ Σίλᾳ ἐπιμεῖναι αὐτοῦ). This verse is missing from the oldest and most reliable manuscripts and is regarded by most textual critics as a later addition to explain how Silas was available in Antioch in v. 40.
