When Ephraim spoke, there was trembling; he was exalted in Israel. But he became guilty through Baal, and he died.

And now they go on sinning: they cast images for themselves from their silver, idols of their own devising, all of them the work of craftsmen. "Sacrifice to these," they say. Men kiss calves!

Therefore they will be like the morning cloud, like the dew that vanishes early, like chaff swept from the threshing floor, like smoke from a chimney.

But I am the LORD your God, from the land of Egypt. You know no God but me, and besides me there is no savior.

I knew you in the wilderness, in the land of burning drought.

When I fed them, they were satisfied; they were satisfied, and their hearts grew proud; therefore they forgot me.

So I will be to them like a lion; like a leopard I will lurk beside the road.

I will fall upon them like a bear robbed of her cubs and tear open the wall of their heart. There I will devour them like a lioness; a wild beast will rip them apart.

You are destroyed, Israel, because you are against me, against your helper.

Where now is your king, that he may save you in all your cities? Where are your rulers, of whom you said, "Give me a king and princes"?

I gave you a king in my anger, and in my wrath I took him away.

The guilt of Ephraim is bound up; his sin is stored away.

The pangs of a woman in labor come upon him, but he is a son without wisdom: when the time comes, he will not present himself at the opening of the womb.

I will ransom them from the power of the grave; I will redeem them from death. Death, I will be your plagues! Grave, I will be your destruction! Compassion is hidden from my eyes.

Though he flourishes among his brothers, an east wind will come, the wind of the LORD rising from the wilderness. His spring will fail, his fountain will run dry; it will plunder the treasury of every precious thing.

Ephraim dominates this chapter as a designation for the northern kingdom of Israel. The name comes from the powerful tribe of Ephraim, which had its heartland in the central highlands. In verse 1, there is reference to a time when "Ephraim spoke" and there was "trembling" (רְתֵת) – people feared and respected him. This describes the tribe's former political and religious authority before Baal worship took over. Ephraim was home to important cultic centers such as Bethel and Shiloh, which made the tribe's apostasy especially serious.

The wilderness (v. 5) and "the dry land" point back to Israel's wilderness journey after leaving Egypt. This was the period when God "knew" Israel in their vulnerability and dependence, before they entered fertile Canaan and forgot him (v. 6).

Events and Customs

The expression "those who sacrifice humans kiss calves" (v. 2) is debated, but it likely refers to the syncretistic cult at the centers of Bethel and Dan, where the golden calves stood. Kissing cult images was a common gesture of worship in the ancient Near East, known from both Canaanite and Mesopotamian religion. Some scholars interpret "sacrifice humans" as a reference to child sacrifice, a practice that occurred in the region (cf. 2 Kings 17:17), while others see it as describing people who offer sacrifices – that is, the act of offering itself.

Verses 10-11 allude to Israel's demand for a king "like all the nations" (1 Samuel 8:5, 20). This was fulfilled, but the kings Hosea describes – who were "given in anger" and "taken away in wrath" – reflect the chaotic period of regicide and coups during the last decade of the northern kingdom (ca. 752-722 B.C.), when several kings were killed by their successors.

Assyrian annals from Tiglath-Pileser III (reigned 745-727 B.C.) and Shalmaneser V (reigned 727-722 B.C.) document the systematic plundering of conquered territories, as described in verse 15: "He shall plunder the treasury, all that is precious." Assyrian kings boasted of carrying away "countless treasures" from defeated peoples. The reliefs from Nimrud show Assyrian soldiers carrying off valuables from captured cities – a visual parallel to Hosea's prophecy concerning Samaria's coming fall.
