Israel is a luxuriant vine, yielding fruit for himself. The more his fruit increased, the more altars he built; the richer his land became, the finer he made his sacred pillars.

Their heart is divided, and now they must bear their guilt. He will break down their altars and destroy their sacred pillars.

For now they will say, "We have no king, because we did not fear the LORD—and what could a king do for us anyway?"

They speak empty words, swear false oaths, and make covenants; so judgment springs up like a poisonous weed among the furrows of the field.

The inhabitants of Samaria tremble for the calves of Beth Aven. Its people mourn over it, and its idol priests wail over it, over its glory, for it has been carried away from them.

The idol itself will be carried off to Assyria as tribute to the great king. Ephraim will be put to shame, and Israel disgraced by its own counsel.

Samaria is destroyed; her king is like a twig adrift on the water.

The high places of Aven, the sin of Israel, will be laid waste. Thorns and thistles will grow over their altars. Then they will say to the mountains, "Cover us!" and to the hills, "Fall on us!"

Since the days of Gibeah you have sinned, Israel; there they have taken their stand. Will not war overtake them in Gibeah, the sons of iniquity?

When I please, I will discipline them; nations will be gathered against them, to bind them for their double guilt.

Ephraim was a trained heifer that loved to thresh, but I will put a yoke on her fair neck. I will harness Ephraim; Judah must plow, and Jacob must break up the ground.

Sow for yourselves righteousness; reap the harvest of mercy. Break up your fallow ground, for it is time to seek the LORD, until he comes and rains righteousness upon you.

But you have plowed wickedness and reaped injustice; you have eaten the fruit of lies. Because you trusted in your own way, in the multitude of your warriors,

the roar of battle will rise among your people, and all your fortresses will be destroyed, as Shalman destroyed Beth Arbel on the day of battle, when mothers were dashed to pieces with their children.

So it will be done to you, Bethel, because of your great wickedness. At dawn the king of Israel will be utterly cut off.

Places

Beth-Aven (v. 5, בֵּית אָוֶן) is a derogatory name that Hosea uses for Bethel, meaning "house of wickedness" or "house of emptiness" instead of Bethel ("house of God"). This reflects the prophet's condemnation of the cult site established by Jeroboam I with the golden calf. Bethel was located on the border between the Northern and Southern Kingdoms and was one of the most important religious centers in the Northern Kingdom. In verse 8, "bamoth aven" (בָּמוֹת אָוֶן) – the high places of Aven/wickedness – are mentioned as being destined for destruction.

Gibeah (v. 9) refers to the Benjaminite city known from the grotesque event in Judges 19-21, where a Levite's concubine was raped and killed, triggering a civil war. Hosea uses this event as an image of how deeply Israel's sin reaches back into history.

Beth-Arbel (v. 14) is mentioned only here in the Bible. The place may be identified with Arbela (modern Irbid) in Gilead, east of the Jordan. The destruction of this place by "Shalman" was clearly a well-known and brutal event remembered by Hosea's contemporaries, where women and children were killed.

People

Shalman (v. 14) is an abbreviated form that may refer either to the Assyrian king Shalmaneser V (727-722 B.C.) or to the Moabite king Salamanu mentioned in Assyrian sources. The brutal destruction of Beth-Arbel was clearly a well-known event for Hosea's audience, used as a warning of what awaited Samaria.

Kemarim (v. 5) is the Hebrew word כְמָרָיו which specifically denotes idolatrous priests, in contrast to the common word for legitimate priests (kohanim). The word is consistently used in the Old Testament regarding priests associated with foreign or illegitimate cults.

Events and Customs

Calf Worship in Samaria (vv. 5-6) was central to the Northern Kingdom's religious practice since the time of Jeroboam I. The golden calves in Bethel and Dan were originally set up as rival sanctuaries to Jerusalem. That "the calf" would be carried off to Assyria as tribute suggested total humiliation: even their idol would become war booty.

Massebah Stones (vv. 1-2) were standing stone pillars used in Canaanite fertility cults. Although such stones could originally mark legitimate meeting places with God (such as Jacob's stone at Bethel), they became associated with Baal worship and were forbidden by law. That Israel "improved" these stones alongside their altars showed their religious syncretism.

Agricultural Metaphors (vv. 11-12) use the image of Ephraim as a trained heifer (עֶגְלָה מְלֻמָּדָה) that loved the easy work of threshing but must now be yoked for heavier labor. The exhortation to "sow in righteousness" and "break up new ground" (נִירוּ לָכֶם נִיר) calls the people to spiritual renewal.
