So the men of Kiriath-jearim came and took up the ark of the LORD and brought it to the house of Abinadab on the hill, and they consecrated his son Eleazar to keep watch over the ark of the LORD.

From the day the ark came to rest at Kiriath-jearim a long time passed—twenty years—and the whole house of Israel lamented and longed after the LORD.

Then Samuel said to the whole house of Israel, "If you are returning to the LORD with all your heart, get rid of the foreign gods among you, and the Ashtaroth as well. Set your hearts on the LORD and serve him alone, and he will deliver you from the hand of the Philistines."

So the Israelites got rid of the Baals and the Ashtaroth, and they served the LORD alone.

Then Samuel said, "Gather all Israel at Mizpah, and I will pray to the LORD for you."

So they gathered at Mizpah and drew water and poured it out before the LORD. They fasted that day, and there they confessed, "We have sinned against the LORD." And Samuel judged the Israelites at Mizpah.

When the Philistines heard that the Israelites had gathered at Mizpah, the Philistine rulers marched up against Israel. And when the Israelites heard of it, they were afraid of the Philistines.

They said to Samuel, "Do not stop crying out to the LORD our God for us, that he may save us from the hand of the Philistines."

So Samuel took a suckling lamb and offered it whole as a burnt offering to the LORD. He cried out to the LORD on Israel's behalf, and the LORD answered him.

As Samuel was offering the burnt offering, the Philistines drew near to fight against Israel. But that day the LORD thundered against the Philistines with a mighty voice and threw them into panic, and they were routed before Israel.

The men of Israel charged out from Mizpah and pursued the Philistines, striking them down as far as below Beth-car.

Then Samuel took a stone and set it up between Mizpah and Shen, and he named it Ebenezer, saying, "Thus far the LORD has helped us." [Footnote: Ebenezer means "stone of help."]

So the Philistines were subdued and did not invade the territory of Israel again. The hand of the LORD was against the Philistines all the days of Samuel.

The towns the Philistines had taken from Israel were restored to Israel, from Ekron to Gath, and Israel also recovered the territory around them from the hand of the Philistines. And there was peace between Israel and the Amorites.

Samuel judged Israel all the days of his life.

Year after year he would travel a circuit to Bethel, Gilgal, and Mizpah, judging Israel in all these places.

Then he would return to Ramah, for his home was there, and there too he judged Israel. And there he built an altar to the LORD.

This can be explained by the fact that the sanctuary at Shiloh had been destroyed and the regular priesthood was in disarray. The term "whole burnt offering" (עוֹלָה כָּלִיל) emphasizes that the entire animal was burned—nothing was held back.

The worship of Baal and Ashtoreth (verses 3–4) represented the dominant Canaanite fertility religions. Baal was the storm and fertility god, while Ashtoreth (עַשְׁתָּרוֹת, plural form) was the goddess of fertility.
