Then Samuel said to all Israel: "I have listened to your voice in everything you asked of me, and I have set a king over you.

Now here is the king, walking before you. As for me, I am old and gray, and my sons are here with you. I have walked before you from my youth until this day.

Here I stand. Testify against me before the LORD and before his anointed: Whose ox have I taken? Whose donkey have I taken? Whom have I cheated? Whom have I oppressed? From whose hand have I accepted a bribe to blind my eyes? Tell me, and I will make it right."

They answered, "You have not cheated us or oppressed us, and you have taken nothing from anyone's hand."

He said to them, "The LORD is witness against you, and his anointed is witness this day, that you have found nothing in my hand." And they said, "He is witness."

Then Samuel said to the people: "It is the LORD who appointed Moses and Aaron and who brought your fathers up out of the land of Egypt.

Now take your stand, and I will bring my case against you before the LORD, recounting all the righteous acts the LORD has done for you and for your fathers.

When Jacob went to Egypt and your fathers cried out to the LORD, the LORD sent Moses and Aaron, who brought your fathers out of Egypt and settled them in this place.

But they forgot the LORD their God, so he sold them into the hand of Sisera, commander of the army of Hazor, and into the hand of the Philistines, and into the hand of the king of Moab, and they fought against them.

Then they cried out to the LORD and said, 'We have sinned, for we have forsaken the LORD and served the Baals and the Ashtoreths. But now deliver us from the hand of our enemies, and we will serve you.'

So the LORD sent Jerubbaal, Bedan, Jephthah, and Samuel, and he rescued you from the hand of the enemies all around you, and you lived in safety.

But when you saw that Nahash king of the Ammonites was coming against you, you said to me, 'No, a king must reign over us'—though the LORD your God was your king.

Now here is the king you have chosen, the one you asked for. See, the LORD has set a king over you.

If you fear the LORD and serve him and listen to his voice, and do not rebel against the LORD's command, and if both you and the king who reigns over you follow the LORD your God—well and good.

But if you do not listen to the voice of the LORD and you rebel against his command, then the hand of the LORD will be against you as it was against your fathers.[^1] [^1]: Hebrew reads literally "against you and against your fathers"; some ancient witnesses read "against you and your king."

Now then, stand still and see this great thing the LORD is about to do before your eyes.

Is it not the wheat harvest today? I will call on the LORD, and he will send thunder and rain. Then you will know and see how great is the evil you have done in the eyes of the LORD in asking for a king."

Then Samuel called on the LORD, and that same day the LORD sent thunder and rain. And all the people stood in great fear of the LORD and of Samuel.

Then all the people said to Samuel, "Pray to the LORD your God for your servants, so that we do not die; for to all our sins we have added this evil of asking for a king."

Samuel answered the people, "Do not be afraid. You have done all this evil; yet do not turn away from following the LORD, but serve the LORD with all your heart.

Do not turn aside after empty things that cannot profit or deliver, for they are empty.

For the sake of his great name the LORD will not abandon his people, because it pleased the LORD to make you his own people.

As for me, far be it from me to sin against the LORD by ceasing to pray for you. I will teach you the good and right way.

Only fear the LORD and serve him faithfully with all your heart; consider what great things he has done for you.

But if you persist in doing evil, both you and your king will be swept away."

People

Bedan (verse 11) is a mysterious figure. The name appears only here in Samuel’s summary of the deliverers God sent. Some scholars suggest this may be a variant of "Barak" (as in the LXX), others that it refers to Samson (the Hebrew בְּדָן can be interpreted as "from Dan"), or that it was a judge whose account was not preserved. This shows that Israel’s historical memory included traditions not all recorded in the biblical texts we have today.

Events and Customs

Samuel’s public declaration of innocence (verses 3–5) follows a known pattern from the ancient Near East, where officials at the beginning or end of their service publicly accounted for their integrity. The questions about oxen, donkeys, oppression, and bribes cover the most common forms of corruption among leaders. Calling upon the Lord and "his anointed" (the king) as witnesses gives the declaration legal weight. Similar declarations of innocence are found in Egyptian texts where officials defend themselves in the afterlife.

Thunder and rain during the wheat harvest (verses 17–18) were extraordinary in Israel. The wheat harvest takes place in May–June, which is the dry season when rain almost never occurs. That Samuel could summon a storm at this time demonstrated God’s sovereign control over nature and confirmed Samuel’s prophetic authority. For the people, this was an unmistakable sign, since natural rain at this time of year would have been disastrous for the crops.
