Joram son of Ahab became king over Israel in Samaria in the eighteenth year of Jehoshaphat king of Judah, and he reigned twelve years.

He did what was evil in the sight of the LORD, though not as his father and mother had done; he removed the sacred pillar of Baal that his father had made.

Still, he clung to the sins of Jeroboam son of Nebat, who had made Israel sin; he did not turn away from them.

Now Mesha king of Moab was a sheep breeder, and he used to pay the king of Israel a tribute of a hundred thousand lambs and the wool of a hundred thousand rams.

But when Ahab died, the king of Moab rebelled against the king of Israel.

So King Joram marched out from Samaria at that time and mustered all Israel.

Then he set out, sending word to Jehoshaphat king of Judah: "The king of Moab has rebelled against me. Will you go with me to fight against Moab?" He answered, "I will go up with you. I am as you are, my people as your people, my horses as your horses."

Then he asked, "By which route shall we march?" Joram answered, "By the way of the Desert of Edom."

So the king of Israel set out with the king of Judah and the king of Edom. After they had marched a roundabout route for seven days, there was no water left for the army or for the animals with them.

The king of Israel cried out, "Alas! The LORD has summoned these three kings only to hand them over to Moab!"

But Jehoshaphat asked, "Is there no prophet of the LORD here, that we may inquire of the LORD through him?" One of the servants of the king of Israel answered, "Elisha son of Shaphat is here—the man who poured water on the hands of Elijah."

"The word of the LORD is with him," said Jehoshaphat. So the king of Israel, Jehoshaphat, and the king of Edom went down to him.

Elisha said to the king of Israel, "What do I have to do with you? Go to the prophets of your father and the prophets of your mother." But the king of Israel said to him, "No—for the LORD has called these three kings together to hand them over to Moab."

Elisha said, "As surely as the LORD of hosts lives, whom I serve, were it not for my regard for Jehoshaphat king of Judah, I would not so much as look at you or notice you.

But now bring me a musician." And while the musician played, the hand of the LORD came upon Elisha,

and he said, "This is what the LORD says: Make this valley full of ditches.

For this is what the LORD says: You will see neither wind nor rain, yet this valley will be filled with water, and you will drink—you, your herds, and your other animals.

This is a small thing in the sight of the LORD; he will also hand Moab over to you.

You will strike down every fortified city and every major town. You will cut down every good tree, stop up every spring, and ruin every good field with stones."

The next morning, about the time of the morning offering, water suddenly came flowing from the direction of Edom, and the land was filled with water.

Now when all the Moabites heard that the kings had come up to fight against them, everyone old enough to bear arms was called out and stationed at the border.

When they got up early in the morning, the sun was shining on the water, and to the Moabites across the way the water looked as red as blood.

"That's blood!" they said. "Those kings must have fought and slaughtered each other. Now to the plunder, Moab!"

But when they came to the camp of Israel, the Israelites rose up and struck them down, and the Moabites fled before them. The Israelites invaded the land and went on striking down Moab.

They tore down the cities; every man threw a stone on each good field until it was covered. They stopped up every spring and cut down every good tree. Only Kir Hareseth was left with its stones in place, but the slingers surrounded it and attacked it as well.

When the king of Moab saw that the battle was going against him, he took seven hundred swordsmen with him to break through to the king of Edom, but they could not.

Then he took his firstborn son, who was to succeed him as king, and offered him as a burnt offering on the city wall. Great wrath came upon Israel, so they withdrew from him and returned to their own land.

Jehoram (Joram) of Israel was the son of Ahab and Jezebel, and reigned in Samaria approximately 852–841 B.C.E. The text presents him as a complex figure: he removed the Baal idol that his father had erected, yet still held fast to Jeroboam’s calf cult. This shows an attempt at religious reform without complete conversion to the worship of Yahweh alone.

Mesha, king of Moab, is one of the best-documented figures from the Old Testament through archaeology. He is described as a noqed (נֹקֵד), a term also used for the prophet Amos. This means "sheep breeder" or "large-scale sheep owner," indicating that Moab’s wealth was based on livestock. The enormous tribute of 100,000 lambs and wool from 100,000 rams reveals both Moab’s resources and the heavy burden Israel had imposed upon them.

Elisha is introduced here as Elijah’s successor with the description "who poured water on the hands of Elijah" – an expression of personal service and a disciple relationship. His use of music to receive prophecy (v. 15) reflects a practice known from prophetic communities in Israel.

Places

The Desert of Edom was the route chosen by the three kings to avoid direct confrontation with Moab’s fortifications in the north. The inscription, dated to approximately 840 B.C.E., is written from King Mesha’s perspective and describes his rebellion against Israel. The stele mentions Omri, Ahab’s father, and confirms that Israel had oppressed Moab for many years. Mesha boasts of having liberated Moab and rebuilt cities using Israelite captives as slave laborers. Interestingly, the stele also mentions Yahweh (YHWH) and describes how Mesha took cult objects from Israelite sanctuaries.

Events and Customs

Child sacrifice (v. 27) was a known but abhorrent practice in Canaanite and Moabite culture. That Mesha sacrificed his firstborn son on the city wall was a desperate attempt to invoke divine intervention from Chemosh, Moab’s national god. The expression "great wrath came upon Israel" (קֶצֶף־גָּדוֹל) is theologically ambiguous – it may refer to the renewed fighting spirit of the Moabites, divine anger, or the shock and demoralization of the Israelites witnessing such an act. This event caused the Israelites to withdraw, demonstrating the psychological and perhaps theological impact of such extreme religious actions.

Prophetic music (v. 15): Elisha’s request for a harp player (menaggēn) before he prophesied reflects an ancient practice in which music was used to induce a prophetic trance or open the mind to divine revelation. Similar practices are documented in 1 Samuel 10:5–6, where groups of prophets used musical instruments.
