Ephraim has surrounded me with lies, the house of Israel with deceit; but Judah still walks with God and is faithful to the Holy One.[fn] \n[fn] The Hebrew of this line is uncertain; it may also be read, "Judah is still unruly toward God, toward the Holy One who is faithful."

Ephraim herds the wind and chases the east wind all day long; he piles up lies and violence. They make a treaty with Assyria, and oil is carried down to Egypt.

The LORD has a case against Judah; he will call Jacob to account for his ways and repay him for what he has done.

In the womb he grasped his brother's heel, and in his strength he wrestled with God.

He struggled with the angel and prevailed; he wept and pleaded for his favor. At Bethel he found him, and there he spoke with us—

the LORD, the God of hosts; the LORD is his name.

So you must return to your God. Hold fast to mercy and justice, and wait for your God without ceasing.

A merchant with false scales in his hand—he loves to defraud.[fn] \n[fn] Hebrew: "Canaan," a name used for traders and merchants.

Ephraim says, "How rich I have become! I have gained wealth for myself. In all my toil no one can find any guilt in me, any sin."

But I am the LORD your God from the land of Egypt; I will make you live in tents again, as in the days of the appointed feast.

I spoke to the prophets; I multiplied visions, and through the prophets I gave parables.

If Gilead is full of iniquity, they are nothing but falsehood. In Gilgal they sacrifice bulls; their altars, too, are like heaps of stones on the furrows of a field.

Jacob fled to the land of Aram; Israel served for a wife, and for a wife he tended sheep.

By a prophet the LORD brought Israel up from Egypt, and by a prophet Israel was kept.

Ephraim has provoked him bitterly; so his Lord will leave his blood upon him and turn his disgrace back on him.

The chapter focuses strongly on the patriarch Jacob as a typological foreshadowing of the nation Israel. Hosea refers to two key episodes from Jacob’s life: that he grasped his brother’s heel while still in the womb (Gen 25:26) and his struggle with God/the angel at Peniel (Gen 32:24–32). The name "Jacob" (יַעֲקֹב) plays on the Hebrew verb meaning "to grasp the heel" or "to deceive," which underscores the prophet’s criticism of the nation’s character. The reference to Jacob fleeing to "the fields of Aram" and serving for a woman (v. 13) points to his time with Laban in Paddan-Aram, where he worked to win Rachel (Gen 29:18–28).

Places

Gilead and Gilgal are mentioned in verse 12 as places associated with idolatry and emptiness. Gilead lay east of the Jordan and was known as a border region where syncretistic religion often flourished. Gilgal, near Jericho, had originally been a holy site in Israel’s early history (Josh 4:19–20), but later became a center for illegitimate worship that the prophets condemned. Bethel (v. 5) was the place where Jacob had his dream of a ladder reaching to heaven and met God. Ironically, by Hosea’s time Bethel had become a main seat of calf worship introduced by Jeroboam I.

Events and Customs

Verse 2 describes the contemporary double diplomacy, in which Ephraim made an alliance with Assyria while simultaneously sending oil (likely olive oil as tribute or trade goods) to Egypt. This reflects the desperate foreign policy of the northern kingdom during the 730s–720s BC, when they attempted to balance between the two great powers. Such political "maneuvering" was seen by the prophet as an expression of lack of trust in God.

The phrase כִּימֵי מוֹעֵד ("as in the days of the appointed feast," v. 10) links the threats to the promise that God will again let His people dwell in tents. This may refer to the Feast of Tabernacles or more generally to Israel’s festivals that recalled the wilderness wanderings.

Key Terms

The word כְּנַעַן (kena'an) in verse 8 can be translated both as "Canaan" and as "merchant/trader." This is a deliberate double meaning: Ephraim has become like a Canaanite merchant with "false scales"—an image of both economic injustice and religious assimilation into Canaanite culture.

The expression רֹעֶה רוּחַ ("shepherds wind," v. 2) is a powerful image of futile activity. The east wind (קָדִים) that Ephraim "chases after" was the hot, destructive desert wind from the east—a symbol of Assyria, which lay geographically to the east and would bring destruction.

The verb אֲדַמֶּה ("I use similitudes/parables," v. 11) comes from the same root as "likeness" and indicates the prophetic method of communicating through symbolic actions and figurative language.
