When Balaam saw that it pleased the LORD to bless Israel, he did not go off as before to seek omens, but turned his face toward the wilderness.

Balaam looked up and saw Israel encamped tribe by tribe, and the Spirit of God came upon him.

He took up his oracle and said: "The word of Balaam son of Beor, the word of the man whose eye is opened,

the word of one who hears the sayings of God, who sees the vision of the Almighty, who falls down with eyes uncovered:

How lovely are your tents, O Jacob, your dwellings, O Israel!

They stretch out like valleys, like gardens beside a river, like aloes planted by the LORD, like cedars beside the waters.

Water shall flow from his buckets, and his seed shall have abundant water. His king shall be higher than Agag, and his kingdom shall be exalted.

God brought him out of Egypt; he has the strength of a wild ox. He devours the nations that oppose him, breaks their bones to pieces, and shatters them with his arrows.

He crouches, he lies down like a lion, like a lioness—who dares rouse him? Blessed is everyone who blesses you, and cursed is everyone who curses you."

Then Balak's anger flared against Balaam. He struck his hands together and said to him, "I called you to curse my enemies, and look—you have blessed them three times over!

Now get out of here, back to your own place! I said I would reward you richly, but the LORD has kept you from any reward."

Balaam answered Balak, "Did I not tell the messengers you sent me:

'Even if Balak gave me his house full of silver and gold, I could not go beyond the word of the LORD to do anything, good or bad, of my own accord. What the LORD says, that is what I will speak'?

Now I am going back to my people, but come, let me tell you what this people will do to your people in the days to come."

Then he took up his oracle and said: "The word of Balaam son of Beor, the word of the man whose eye is opened,

the word of one who hears the sayings of God, who has knowledge from the Most High, who sees the vision of the Almighty, who falls down with eyes uncovered:

I see him, but not now; I behold him, but not near. A star shall come out of Jacob, and a scepter shall rise out of Israel. He shall crush the brow of Moab and break down all the sons of Sheth.

Edom shall be his possession, and Seir, his enemy, shall be possessed, while Israel does mighty deeds.

One from Jacob shall rule, and destroy the survivors of the city."

Then Balaam looked at Amalek and took up his oracle and said: "Amalek was the first of the nations, but its end shall be destruction."

He looked at the Kenites and took up his oracle: "Your dwelling is secure, your nest is set in the rock;

yet Kain shall be laid waste. How long before Asshur takes you captive?

He took up his oracle again and said: "Alas! Who can survive when God does this?

Ships shall come from the coast of Kittim; they shall afflict Asshur and afflict Eber, and he too shall come to destruction.

Then Balaam got up and went back home, and Balak also went his way.

People

Agag (verse 7) is a title or name used for Amalekite kings, similar to "Pharaoh" for Egyptian rulers. The prophecy that Israel's king will be "higher than Agag" points forward to conflicts between Israel and Amalek, especially known from the time of Saul (1 Samuel 15). The name also appears in extrabiblical sources from the second millennium BCE, confirming the historical presence of the Amalekites in the region.

The Kenites (verses 21–22) were a nomadic tribe with close ties to Israel. Moses' father-in-law Jethro was a Kenite (Judges 1:16). They were known as skilled metalworkers, and their name may be connected to the Hebrew word for "smith" (קַיִן, qayin).

Places

Kittim (verse 24) refers to Cyprus, specifically the city of Kition (modern Larnaka). In later biblical and Jewish literature, the name was expanded to include islands and coastal areas in the western Mediterranean, including Greece and Rome. The prophecy about ships from Kittim was later interpreted as a reference to Greek and Roman conquerors.

Seir and Edom (verse 18) designate the mountainous region southeast of the Dead Sea. Archaeological findings show that Edomite settlement developed significantly from the late Bronze Age, and the area became an organized kingdom before Israel had kings.

Events and Customs

Prophetic ecstasy and divination are clearly contrasted in this chapter. Instead, God's Spirit came upon him (verse 2). This marks a transition from pagan divination to true prophecy. The expression "falling down with eyes open" (verses 4, 16) describes a state of prophetic vision in which the seer receives divine revelation.

Clapping hands together (verse 10) was in ancient times a gesture expressing strong displeasure, frustration, or contempt. Balak uses this gesture to show his anger over Balaam's blessings.

"In the latter days" (בְּאַחֲרִית הַיָּמִים, beʾaḥarit hayyamim, verse 14) is an important prophetic expression denoting a future, often eschatological time. This is the first time the expression is used in a prophecy about a coming ruler.
