These are the words Moses spoke to all Israel beyond the Jordan, in the wilderness, in the Arabah opposite Suph, between Paran and Tophel, Laban, Hazeroth, and Di-zahab.
In the fortieth year, on the first day of the eleventh month, Moses spoke to the Israelites everything the LORD had commanded him to tell them.
This was after he had defeated Sihon king of the Amorites, who ruled in Heshbon, and Og king of Bashan, who ruled in Ashtaroth and Edrei.
Break camp and set out. Go to the hill country of the Amorites and to all their neighbors—in the Arabah, in the hills, in the lowlands, in the Negev, and along the seacoast—the land of the Canaanites, and Lebanon, as far as the great river, the Euphrates.
See, I have set the land before you. Go in and take possession of the land the LORD swore to your fathers, to Abraham, Isaac, and Jacob, that he would give to them and to their descendants after them."
The LORD your God has multiplied you, and today you are as numerous as the stars of heaven.
May the LORD, the God of your fathers, increase you a thousand times over and bless you as he has promised!
Choose from each of your tribes men who are wise, discerning, and respected, and I will set them over you as leaders."
So I took the leading men of your tribes, wise and respected men, and appointed them as heads over you: commanders of thousands, of hundreds, of fifties, and of tens, and officers for your tribes.
And I charged your judges at that time: "Hear the cases between your brothers, and judge fairly between a man and his brother or the foreigner living with him.
Show no partiality in judgment. Hear the small and the great alike. Do not be intimidated by anyone, for judgment belongs to God. Any case too hard for you, bring to me, and I will hear it."
Then we set out from Horeb and went through all that vast and dreadful wilderness you saw, on the way to the hill country of the Amorites, as the LORD our God had commanded us, and we came to Kadesh-barnea.
See, the LORD your God has set the land before you. Go up and take possession of it, as the LORD, the God of your fathers, told you. Do not be afraid; do not be dismayed."
Then all of you came to me and said, "Let us send men ahead of us to scout out the land and bring back word about the route we should take and the cities we will come to."
The plan seemed good to me, so I chose twelve of you, one man from each tribe.
Taking some of the fruit of the land, they brought it down to us and reported, "It is a good land that the LORD our God is giving us."
You grumbled in your tents and said, "The LORD hates us; that is why he brought us out of Egypt—to hand us over to the Amorites for them to destroy us.
Where can we go up? Our brothers have melted our hearts with their report: 'The people are greater and taller than we are; the cities are large, with walls up to the sky; and we even saw the Anakites there.'"
The LORD your God, who goes before you, will fight for you, just as he did for you in Egypt before your very eyes,
and in the wilderness, where you saw how the LORD your God carried you, as a man carries his son, all along the way you traveled until you reached this place."
who went ahead of you on the way to find you a place to camp—in fire by night and in a cloud by day, to show you the way you should go.
"Not one of these men, this evil generation, shall see the good land I swore to give your fathers—
none except Caleb son of Jephunneh. He shall see it, and to him and his children I will give the land he set his foot on, because he followed the LORD wholeheartedly."
Because of you the LORD was angry with me also, and he said, "You too shall not enter there.
Joshua son of Nun, who stands before you, he shall enter it. Encourage him, for he will give Israel its inheritance.
And your little ones, whom you said would be taken as plunder, your children who do not yet know good from bad—they shall enter it. To them I will give it, and they will take possession of it.
But as for you, turn around and set out toward the wilderness by way of the Red Sea." [Footnote: Hebrew Yam Suph, also rendered "Sea of Reeds."]
Then you answered me, "We have sinned against the LORD. We will go up and fight, just as the LORD our God commanded us." And each of you strapped on his weapons, thinking it an easy thing to go up into the hill country.
But the LORD said to me, "Tell them: Do not go up and do not fight, for I am not among you, or you will be struck down before your enemies."
So I told you, but you would not listen. You rebelled against the LORD's command and in your arrogance you marched into the hill country.
The Amorites who lived in those hills came out against you; they chased you like a swarm of bees and beat you down in Seir, all the way to Hormah.
You came back and wept before the LORD, but the LORD would not listen to your voice or pay attention to you.
