Hear this, you priests! Pay attention, house of Israel! Listen, royal house! This judgment is against you, for you have been a snare at Mizpah, a net spread out on Tabor.

The rebels have gone deep into slaughter, but I will discipline them all.

I know Ephraim, and Israel is not hidden from me. Ephraim, you have played the whore; Israel is defiled.

Their deeds will not let them return to their God, for a spirit of whoredom is within them, and they do not know the LORD.

Israel's pride testifies against him; Israel and Ephraim stumble in their guilt, and Judah stumbles with them.

With their flocks and their herds they will go to seek the LORD, but they will not find him; he has withdrawn from them.

They have betrayed the LORD, for they have fathered illegitimate children. Now the new moon will devour them along with their fields.

Blow the ram's horn in Gibeah, the trumpet in Ramah! Raise the war cry at Beth Aven: Behind you, Benjamin!

Ephraim will become a wasteland on the day of punishment. Among the tribes of Israel I declare what is certain.

The princes of Judah have become like those who move a boundary stone; on them I will pour out my wrath like water.

Ephraim is oppressed, robbed of justice, because he was determined to go after filth.

So I am like a moth to Ephraim, like rot to the house of Judah.

When Ephraim saw his sickness and Judah his wound, Ephraim went to Assyria and sent envoys to the great king. But he cannot heal you or cure your wound.

For I will be like a lion to Ephraim, like a young lion to the house of Judah. I myself will tear them to pieces and go away; I will carry them off, and no one will rescue them.

I will go and return to my place until they acknowledge their guilt and seek my face. In their distress they will search for me.

Mizpah (v. 1) was a high point in the territory of Benjamin, known as an important religious and political gathering place (1 Sam 7:5-6). Tabor (v. 1) is the distinctive mountain in the Jezreel Valley, rising about 400 meters above the surrounding plain (the summit is approximately 575 m.a.s.l.). Both places were likely centers for syncretistic worship, and the imagery of a "snare" (פַּח) and a "net" (רֶשֶׁת) suggests that these high places trapped the people in idolatry.

Gibeah, Ramah, and Beth-Aven (v. 8) form a line through the territory of Benjamin north of Jerusalem. Beth-Aven ("house of wickedness" or "house of emptiness") is probably a polemical name for Bethel ("house of God"), a main center for calf worship in the northern kingdom. The sound of the shofar and trumpet at these places signaled an invasion along the main road from the north toward Jerusalem.

Events and Customs

The expression "they go with flocks and herds to seek the Lord" (v. 6) refers to sacrificial practices where the people tried to regain God’s favor through rituals alone, without genuine repentance. This reflects a magical understanding of sacrifice, in which properly performed rituals were expected to manipulate the deity—a mindset common in Canaanite religion.

"Strange children" (בָּנִים זָרִים, v. 7) may refer to children born through cultic prostitution linked to fertility worship, or children raised in a syncretistic faith that made them "strangers" to the covenant.

Melek Jareb (מֶלֶךְ יָרֵב, v. 13) is a disputed expression. It could mean "the great king" (a title used by Assyrian rulers), "the warrior king", or "King Jareb" as an ironic nickname. The context points to Assyria, to which both Ephraim and Judah sent tribute in hopes of military protection.

Chalats (חָלַץ, v. 6) means "he has withdrawn himself/retreated", a strong expression for God’s deliberate absence—not merely unavailability, but active withdrawal from an unfaithful people.

Historical Background

Verse 13 likely reflects the political situation during King Menahem of Israel (ca. 752–742 B.C.), who paid a thousand talents of silver as tribute to the Assyrian king Tiglath-Pileser III (2 Kgs 15:19-20). Assyrian annals confirm this tribute from "Menahem of Samaria". The chapter criticizes this alliance policy as spiritual adultery—Israel sought healing from Assyria instead of from the Lord.
