Come, let us return to the LORD. He has torn us, and he will heal us; he has struck us down, and he will bind our wounds.

After two days he will revive us; on the third day he will raise us up, that we may live before him.

Let us know the LORD; let us press on to know him. His coming is as certain as the dawn; he will come to us like the rain, like the spring rains that water the earth.

What shall I do with you, Ephraim? What shall I do with you, Judah? Your love is like a morning cloud, like the dew that vanishes early.

So I have hewn them down by the prophets; I have slain them with the words of my mouth, and your judgments go forth like the light.[^1] [^1]: Some ancient versions read "my judgment goes forth like the light."

For I desire mercy, not sacrifice, and the knowledge of God rather than burnt offerings.

Gilead is a city of evildoers, stained with blood.

Like bandits lying in ambush, so is the band of priests: they murder on the road to Shechem; yes, they commit outrage.

In the house of Israel I have seen a horrible thing: there Ephraim plays the whore, and Israel is defiled.

For you also, Judah, a harvest is appointed, when I restore the fortunes of my people.

Places

Gilead (verse 8) was a mountainous region east of the Jordan River, part of the Northern Kingdom in Hosea’s time. When Hosea calls it "a city of evildoers, full of bloody footprints," he suggests that the area had become a center for violence and lawlessness, possibly linked to political assassinations or banditry along trade routes.

Shechem (verse 9) was one of the oldest and most important cities in Israel, strategically located between the mountains of Gerizim and Ebal. The city served as a city of refuge and had long been a central place of worship. Hosea’s accusation that priests commit murder "on the way to Shechem" may refer to actual ambushes along the pilgrimage route or serve as a symbolic critique of the priesthood’s moral decay.

Chesed (חֶסֶד, verses 4 and 6) is a central covenant term meaning loyal love or covenant faithfulness. When God says that Israel’s chesed is "like the morning mist and like the dew that disappears early" (verse 4), he describes a shallow, fleeting devotion lacking endurance. In verse 6, God declares that he desires chesed rather than sacrifice—not because sacrifice is wrong in itself, but because ritual practice without heartfelt faithfulness is worthless.

Hosea rejects sacrifice without chesed (covenant faithfulness) and da'at Elohim (knowledge of God, which implies a personal relationship). This was not a rejection of the sacrificial system itself, but of formal religion detached from ethical living.

Assyrian annals from the 700s BCE document political instability in Israel/Ephraim marked by repeated royal assassinations and power struggles. Several Israelite kings were killed by their own officials during this period (cf. 2 Kgs 15). Hosea’s description of Gilead as "full of bloody footprints" and priests who "murder on the way" (verses 8–9) aligns with this picture of a society characterized by political violence and moral collapse.
