These are the words of the letter that Jeremiah the prophet sent from Jerusalem to the surviving elders of the exile, and to the priests, the prophets, and all the people whom Nebuchadnezzar had carried away from Jerusalem to Babylon.

This was after King Jehoiachin, the queen mother, the court officials, the leaders of Judah and Jerusalem, and the craftsmen and metalworkers had gone out from Jerusalem.

He sent it by the hand of Elasah son of Shaphan and Gemariah son of Hilkiah, whom Zedekiah king of Judah sent to Nebuchadnezzar king of Babylon in Babylon. It said:

This is what the LORD of hosts, the God of Israel, says to all the exiles whom I carried into exile from Jerusalem to Babylon:

Build houses and settle down; plant gardens and eat their fruit.

Take wives and have sons and daughters; find wives for your sons and give your daughters in marriage, so that they too may have sons and daughters. Multiply there; do not dwindle away.

Seek the welfare of the city where I have sent you into exile, and pray to the LORD on its behalf, for in its welfare you will find your welfare.

For this is what the LORD of hosts, the God of Israel, says: Do not let your prophets among you or your diviners deceive you, and do not listen to the dreams that you encourage them to dream.

They are prophesying lies to you in my name. I did not send them, declares the LORD.

For this is what the LORD says: When Babylon's seventy years are complete, I will attend to you and fulfill my good promise to you, to bring you back to this place.

For I know the plans I have for you, declares the LORD—plans for peace and not for harm, to give you a future and a hope.

Then you will call on me and come and pray to me, and I will listen to you.

You will seek me and find me, when you search for me with all your heart.

I will let myself be found by you, declares the LORD, and I will restore your fortunes. I will gather you from all the nations and all the places where I have driven you, declares the LORD, and I will bring you back to the place from which I sent you into exile.

But you say, "The LORD has raised up prophets for us in Babylon."

This is what the LORD says about the king who sits on David's throne and about all the people who remain in this city, your brothers who did not go with you into exile—

this is what the LORD of hosts says: I am sending sword, famine, and plague against them, and I will make them like rotten figs, too bad to be eaten.

I will pursue them with sword, famine, and plague, and I will make them a horror to all the kingdoms of the earth—a curse, a desolation, an object of scorn and reproach among all the nations where I have driven them.

For they did not listen to my words, declares the LORD, which I sent to them again and again by my servants the prophets—and you did not listen either, declares the LORD.

So hear the word of the LORD, all you exiles whom I sent away from Jerusalem to Babylon.

This is what the LORD of hosts, the God of Israel, says about Ahab son of Kolaiah and Zedekiah son of Maaseiah, who are prophesying lies to you in my name: I am handing them over to Nebuchadnezzar king of Babylon, and he will put them to death before your eyes.

Because of them this curse will be used by all the exiles of Judah in Babylon: "May the LORD make you like Zedekiah and Ahab, whom the king of Babylon burned in the fire."

For they have done an outrageous thing in Israel: they committed adultery with their neighbors' wives and spoke lying words in my name, which I did not command them. I am the one who knows, and I am witness, declares the LORD.

To Shemaiah the Nehelamite you shall say this:

This is what the LORD of hosts, the God of Israel, says: You have sent letters in your own name to all the people in Jerusalem, and to Zephaniah son of Maaseiah the priest, and to all the priests, saying,

"The LORD has made you priest in place of Jehoiada the priest, to be the officer in charge of the house of the LORD, over every madman who plays the prophet, so that you should put him in the stocks and in irons.

So why have you not rebuked Jeremiah of Anathoth, who keeps playing the prophet among you?

For he has even sent word to us in Babylon: 'It will be a long time. Build houses and settle down; plant gardens and eat their fruit.'"

Zephaniah the priest read this letter in the hearing of Jeremiah the prophet.

Then the word of the LORD came to Jeremiah:

Send word to all the exiles: This is what the LORD says concerning Shemaiah the Nehelamite: Because Shemaiah has prophesied to you when I did not send him, and has made you trust in a lie,

Therefore this is what the LORD says: I am going to punish Shemaiah the Nehelamite and his descendants. He will have no one left living among this people, nor will he see the good I am going to do for my people, declares the LORD, because he has spoken rebellion against the LORD.

People

Jeconiah (Jehoiachin) and the gebirah (הַגְּבִירָה, queen mother) are mentioned in verse 2 as leaders of the first deportation in 597 B.C. Jeconiah was 18 years old (according to 2 Kings 24:8) when he was taken to Babylon after only three months on the throne. Babylonian ration lists discovered in Babylon confirm his existence and refer to him as "Yaukin, king of Judah," documenting that he received rations from the Babylonian court.

Elsasah, son of Shaphan, and Gemariah, son of Hilkiah (verse 3) served as diplomatic envoys from King Zedekiah to Nebuchadnezzar. The Shaphan family was known as supporters of Jeremiah; Shaphan himself had been secretary during Josiah's reforms (2 Kings 22). Hilkiah may be related to the high priest who found the Book of the Law under Josiah, but this is uncertain.

Ahab, son of Kolaiah, and Zedekiah, son of Maaseiah (verses 21–22) were false prophets in Babylon who prophesied lies. Jeremiah predicts they will be burned by Nebuchadnezzar—a well-known Babylonian execution method also documented in Daniel 3.

Shemaiah from Nehelam (verses 24–32) was a false prophet in Babylon who sent letters back to Jerusalem to undermine Jeremiah. His nickname "Nehelamite" (הַנֶּחֱלָמִי) may indicate origin from a place called Nehelam, or it could be a wordplay on the Hebrew ḥalam (dreams), possibly an ironic reference to his claimed revelations.

Babylon was at this time the world's most powerful city, capital of the Neo-Babylonian Empire. The Jewish exiles were settled in their own colonies, likely near the rivers (cf. Psalm 137:1). Archaeological findings show that deported peoples were allowed a certain degree of self-government and could engage in trade and agriculture. Jeremiah 29:5–7 reflects this reality by encouraging full integration into community life.

The seventy years (verse 10) refer to the duration of the exile. This number has been interpreted in various ways: from the first deportation (605 B.C.) to Cyrus's edict (538 B.C.), or from the destruction of the temple (586 B.C.) until its rebuilding (516 B.C.). The number seventy also held symbolic significance in antiquity as a full generation or a rounded period of divine judgment.

To seek the peace (shalom) of the city (verse 7) was a radical command. Normally one would curse their oppressors, but Jeremiah instructs the people to pray for Babylon—an unusual theological position that anticipates later Jewish diaspora ethics.

The Hebrew expression "aḥarit vetiqvah" (אַחֲרִית וְתִקְוָה) in verse 11 means "future and hope." The word aḥarit implies not merely an end but a good outcome or positive result. Tiqvah (hope) is related to the word for "cord" or "line," evoking associations with something to hold onto.

Hammahpekhet and hassinok (verse 26) were physical instruments of punishment—a staff or yoke used to bend the body into a painful position, and neck irons or leg shackles. This shows that temple authorities had the power to punish those they considered false prophets or religious deviants.

Chapter-Specific Findings

The Al-Yahudu archive, discovered on the Iraqi antiquities market and published in 2015, contains over 100 cuneiform tablets from a Jewish settlement in Babylon dating from 572–477 B.C. These documents record the daily life of Jewish exiles who engaged in trade, owned property, and entered into contracts—precisely the kind of established existence Jeremiah encouraged in this chapter. The names in the archive include biblical names such as Gedaliah, Hanan, and Netanyahu.
