Then we turned back and set out for the wilderness by the way to the Red Sea, as the LORD had told me, and for many days we circled Mount Seir.

Then the LORD said to me,

"You have circled this mountain long enough. Turn north.

And command the people: You are about to pass through the territory of your kinsmen, the descendants of Esau, who live in Seir. They will be afraid of you, so be very careful.

Do not provoke them, for I will not give you any of their land, not so much as a footstep, because I have given Mount Seir to Esau as his possession.

You shall buy food from them with silver, so that you may eat, and you shall also buy water from them with silver, so that you may drink.

For the LORD your God has blessed you in all the work of your hands. He has watched over your journey through this vast wilderness. These forty years the LORD your God has been with you, and you have lacked nothing."

So we passed by our kinsmen, the descendants of Esau, who live in Seir, leaving the road through the Arabah from Elath and Ezion-geber. Then we turned and went along the road toward the wilderness of Moab.

And the LORD said to me, "Do not harass Moab or engage them in battle, for I will not give you any of his land as a possession, since I have given Ar to the descendants of Lot as their possession."

(The Emim used to live there, a people great and numerous and tall as the Anakim.

Like the Anakim, they too were reckoned as Rephaim, but the Moabites called them Emim.

The Horites used to live in Seir, but the descendants of Esau dispossessed them, wiped them out, and settled in their place, just as Israel did in the land the LORD gave them as their possession.)

"Now get up and cross the Zered Valley." So we crossed the Zered Valley.

Thirty-eight years passed from the time we left Kadesh-barnea until we crossed the Zered Valley, until the whole generation of fighting men had perished from the camp, as the LORD had sworn to them.

Indeed, the hand of the LORD was against them, to root them out from the camp until they had all perished.

When all the fighting men among the people had died,

the LORD said to me,

"Today you are to cross the border of Moab at Ar.

When you approach the territory of the Ammonites, do not harass them or provoke them, for I will not give you any of the land of the Ammonites as a possession, since I have given it to the descendants of Lot as their possession."

(That land too was reckoned as a land of Rephaim. Rephaim used to live there, though the Ammonites called them Zamzummim—

a people great and numerous and tall as the Anakim. But the LORD destroyed them before the Ammonites, who dispossessed them and settled in their place,

just as he had done for the descendants of Esau, who live in Seir, when he destroyed the Horites before them, so that they dispossessed them and have lived in their place to this day.

And the Avvim, who lived in villages as far as Gaza, were destroyed by the Caphtorim, who came from Caphtor and settled in their place.)

"Rise up, set out, and cross the Arnon Valley. See, I have given Sihon the Amorite, king of Heshbon, and his land into your hand. Begin to take possession of it, and engage him in battle.

This very day I will begin to put the dread and fear of you upon all the peoples under heaven. When they hear the report of you, they will tremble and writhe in anguish because of you."

From the wilderness of Kedemoth I sent messengers to Sihon king of Heshbon with words of peace, saying,

"Let me pass through your land. I will keep strictly to the road and turn aside neither to the right nor to the left.

Sell me food for silver so that I may eat, and give me water for silver so that I may drink. Only let me pass through on foot,

as the descendants of Esau who live in Seir and the Moabites who live in Ar did for me, until I cross the Jordan into the land the LORD our God is giving us."

But Sihon king of Heshbon would not let us pass through, for the LORD your God had hardened his spirit and made his heart obstinate, in order to give him into your hand, as he has now done.

And the LORD said to me, "See, I have begun to give Sihon and his land over to you. Begin to take possession, so that you may occupy his land."

Then Sihon came out against us with all his people to do battle at Jahaz.

And the LORD our God gave him over to us, and we struck him down along with his sons and all his people.

At that time we captured all his cities and devoted every city to destruction—men, women, and children. We left no survivor.

We took only the livestock as our plunder, along with the spoil of the cities we captured.

From Aroer on the rim of the Arnon Valley, and from the city in the valley, as far as Gilead, there was no town too strong for us. The LORD our God gave them all over to us.

But you did not go near the land of the Ammonites, nor any part along the Jabbok River, nor the towns of the hill country — nothing that the LORD our God had forbidden us.

People

Sihon, king of Heshbon, was an Amorite ruler who controlled the region between the Arnon and Jabbok rivers in Transjordan. Heshbon (modern Tell Hesban) was his capital. The Amorites were a Semitic people who had established several kingdoms in the area. According to Numbers 21:26, Sihon himself had conquered this territory from the Moabites, which explains why God allowed Israel to take this land—it no longer belonged to Moab.

Esau's descendants (the Edomites) are described as Israel's "brothers" (vv. 4, 8), a designation reflecting the kinship between Jacob and Esau. They had settled in the Seir mountains and driven out the original Horite inhabitants (v. 12). This terminology of "brotherhood" carried diplomatic implications and obligated Israel to seek peaceful passage.

Lot's descendants—the Moabites and Ammonites—are mentioned as recipients of God's land promises parallel to Esau's descendants (vv. 9, 19). God had given Ar to the Moabites and the land of Ammon to the Ammonites as an inheritance, and Israel was forbidden from attacking these territories.

Places

The Seir mountains formed the core territory of the Edomites, located in the mountainous region southeast of the Dead Sea, in present-day southern Jordan. Archaeological investigations show that the area had permanent settlement from the late Bronze Age, with fortified villages along major trade routes.

Elat and Ezion-Geber (v. 8) were port cities on the Gulf of Aqaba, important for trade with South Arabia and East Africa. Ezion-Geber is identified with Tell el-Kheleifeh, where archaeologists have found remains of copper working and storage buildings from the Iron Age.

The Zered Brook (vv. 13–14) marked a significant turning point in Israel's journey. Crossing this brook ended the 38 years of wandering from Kadesh-barnea and symbolized the conclusion of judgment upon the generation of rebels.

Ar (vv. 9, 18, 29) was the main territory of the Moabites, given by God to Lot's descendants as an inheritance. Israel passed through this area while traveling north toward Amorite territory.

The Arnon River (the Wadi Mujib today) formed the boundary between Moab and Amorite territory (v. 24). The river flows through a dramatic gorge, over 500 meters deep in some places, down to the Dead Sea. Crossing it marked entry into Sihon's kingdom.

The wilderness of Kedemoth (v. 26) was the place from which Moses sent peaceful messengers to King Sihon with an offer of safe passage.

Jahaz (v. 32) was the site of the decisive battle against Sihon. Its location is disputed but is thought to be on the high plateau east of the Dead Sea, possibly at Khirbet el-Medeiyineh.

Events and Customs

The 38 years of wandering (vv. 14–16) are explicitly described as the period from Kadesh-barnea until crossing the Zered Brook. During this time, the entire war-generating generation—the "warriors"—whom God had sworn would not see the promised land died out. The text emphasizes that God's hand was against them to destroy them from the camp.

Diplomatic passage protocol is described in verses 26–29, where Moses sent peaceful messengers offering to buy food and water. This followed established diplomatic norms in the ancient Near East. Similar negotiations for passage are documented in letters from Mari and the Amarna archives, where payment for supplies was standard practice.

Herem warfare (v. 34)—"we devoted every city to destruction"—refers to ritual destruction in which war spoils were dedicated to God. This concept was not unique to Israel; the Mesha Stele from Moab (ca. 840 BC) uses similar terminology regarding Moabite warfare. The practice signified that victory belonged to the deity, not the army.

God hardening Sihon's heart (v. 30) is described as God's means of delivering Sihon into Israel's hands. This motif parallels the account of Pharaoh in Exodus 2.

Key Terms

Rephaim, Emim, and Zamzummites (vv. 10–11, 20–21) were names for prehistoric peoples regarded as giants, "as tall as the Anakites." The Hebrew refa'im can mean both "the weak/dead" and be used of mythical giants. The Moabites called them emim ("the fearful ones"), while the Ammonites used zamzummim (possibly onomatopoeic for mumbling or buzzing). These traditions reflect memory of earlier populations in the region.

The Horites (vv. 12, 22) were the original inhabitants of Seir before the Edomites. They were once identified with the Hurrians from northern Mesopotamia, but most scholars now believe they were a distinct local people.

The Avvites (v. 23) lived in villages (chatserim) as far as Gaza until they were driven out by the Caphtorites. They represent part of the chapter's broader overview of population movements in the region.

The Caphtorites (v. 23) came from Caphtor, identified with Crete or the wider Aegean area. This verse links the origin of the Philistines to Crete, which aligns with archaeological finds of Aegean pottery in early Philistine cities.

Chapter-Specific Findings

The Mesha Stele (the Moabite Stone), discovered in 1868 at Dibon in Jordan, provides a parallel to the ethnographic and geographic information in this chapter. King Mesha of Moab describes his war against Israel and mentions several of the same places (Aroer, the Arnon region). The stone also confirms the use of herem terminology in the region and illustrates the complex territorial conflicts between Israel, Moab, and the Amorites described in Deuteronomy 2.
