If a man divorces his wife and she leaves him and marries another man, can he ever go back to her? Would not that land be utterly defiled? And you have played the whore with many lovers—yet you would return to me? declares the LORD.

Lift up your eyes to the barren heights and look: where have you not been violated? You sat waiting by the roadsides like a nomad in the desert, and you defiled the land with your whoring and your wickedness.

So the showers were withheld, and no spring rain came. Yet you kept the brazen face of a prostitute; you refused to be ashamed.

Have you not just now called to me, "My Father, you are the friend of my youth"?

"Will he be angry forever? Will he hold his wrath to the end?" This is how you speak—while you do all the evil you can.

In the days of King Josiah the LORD said to me: Have you seen what faithless Israel has done? She went up on every high hill and under every green tree, and there she played the whore.

I thought that after she had done all this she would return to me, but she did not return. And her treacherous sister Judah saw it.

I saw that for all the adulteries of faithless Israel I had sent her away and given her a certificate of divorce. Yet her treacherous sister Judah was not afraid; she too went and played the whore.

With her reckless whoring she defiled the land, committing adultery with stone and wood.

And through all of this her treacherous sister Judah did not return to me with all her heart, but only in pretense, declares the LORD.

Then the LORD said to me: Faithless Israel has shown herself more righteous than treacherous Judah.

Go and proclaim these words toward the north: Return, faithless Israel, declares the LORD. I will not look on you in anger, for I am merciful, declares the LORD; I will not be angry forever.

Only acknowledge your guilt: you rebelled against the LORD your God, you scattered your favors among strangers under every green tree, and you did not obey my voice, declares the LORD.

Return, faithless children, declares the LORD, for I am your master. I will take you, one from a city and two from a family, and I will bring you to Zion.

I will give you shepherds after my own heart, and they will shepherd you with knowledge and understanding.

And when you have increased and multiplied in the land in those days, declares the LORD, no one will say any more, "The ark of the covenant of the LORD." It will not come to mind; no one will remember it or miss it, and it will not be made again.

At that time Jerusalem will be called the throne of the LORD, and all the nations will gather to it, to the name of the LORD in Jerusalem. No longer will they follow the stubbornness of their evil hearts.

In those days the house of Judah will join the house of Israel, and together they will come from the land of the north to the land I gave your fathers as an inheritance.

I had said: How gladly would I set you among my children and give you a pleasant land, the most beautiful heritage of all the nations! And I thought you would call me "My Father" and never turn away from following me.

But like a wife unfaithful to her husband, so you have been unfaithful to me, house of Israel, declares the LORD.

A sound is heard on the barren heights—the weeping and pleading of the people of Israel, because they have twisted their ways and forgotten the LORD their God.

Return, faithless children; I will heal your faithlessness. "Here we are, we come to you, for you are the LORD our God.

Surely the hills are a delusion, the uproar on the mountains is a lie. Surely in the LORD our God is the salvation of Israel.

From our youth the shameful thing has devoured what our fathers toiled for—their flocks and herds, their sons and daughters.

Let us lie down in our shame, and let our disgrace cover us. We have sinned against the LORD our God, we and our fathers, from our youth to this day, and we have not obeyed the voice of the LORD our God."

The chapter explicitly mentions King Josiah (v. 6), dating this prophecy to the period 640–609 B.C.E. This was a time of religious reform in Judah (2 Kings 22–23). Here, Jeremiah contrasts "faithless Israel" (the northern kingdom, destroyed by Assyria in 722 B.C.E.) with "treacherous Judah" (the southern kingdom), where Israel is paradoxically portrayed as less guilty because Judah should have learned from the fate of its sister nation.

Places

The bare heights (שְׁפָיִם, shefayim, vv. 2, 21) refer to the characteristic treeless ridges in the Judean highlands where Canaanite fertility cults were practiced. These "high places" (במות) were widespread throughout the land and included altars, stone pillars, and Asherah poles.

"Every green tree" (vv. 6, 13) was a fixed formula for cultic sites. Sacred groves and individual trees functioned as cult centers, often with small altars and votive offerings.

North (צָפוֹן, tsafon, vv. 12, 18) refers geographically to the area where those deported from the northern kingdom were in Assyrian exile, but it also carries theological significance as the direction from which both threat and salvation come.

The law of divorce (v. 1) alludes directly to the provision in Deuteronomy 24:1–4, which forbade a man from taking back a wife who had married another. Jeremiah uses this legal principle rhetorically: even though the law prohibits such reconciliation between humans, God still offers Israel a return—a radical act of grace that surpasses human legal practice.

The metaphor of prostitution (vv. 1–3, 6–9) reflects prophetic rhetoric against idolatry. The expression "the forehead of a prostitute" (v. 3) describes someone who has lost all sense of shame—in the ancient Near East, prostitutes could wear identification marks on their foreheads.

"I am your master/husband" (vv. 14, בָּעַלְתִי בָכֶם) uses the verb ba'al, which means both "to be master over" and "to marry." This creates a deliberate contrast with Baal worship—YHWH is the true ba'al (husband/master) for Israel.

"Faithless Israel" and "Treacherous Judah" (מְשֻׁבָה יִשְׂרָאֵל / בֹּגֵדָה יְהוּדָה) are wordplays in Hebrew. Meshuvah comes from the root shuv (to turn/return) and means "the one who has turned away" or "the returned." Bogedah means "the treacherous one" or "the betrayer." Judah is judged more harshly because they saw Israel’s punishment yet continued on the same path.

The ark of the covenant (אֲרוֹן בְּרִית־יְהוָה, v. 16)—the promise that it will no longer be missed or replaced is radical. The ark was Israel’s most holy object, God’s throne on earth. This prophecy points toward a new reality where God’s presence is not bound to a physical object, but the whole of Jerusalem becomes "the throne of the Lord."

"Shame" (הַבֹּשֶׁת, vv. 24–25) is likely a derogatory substitute name for Baal (bosheth = "shame" replaces ba'al in several personal names, e.g., Ish-Bosheth instead of Esh-Baal). The text says that "shame" has devoured everything—a bitter irony concerning the fertility god who was supposed to bring abundance.
