Paul, a servant of God and an apostle of Jesus Christ for the faith of God's chosen ones and the knowledge of the truth that leads to godliness,

resting on the hope of eternal life, which God, who does not lie, promised before the ages began

and at the proper time he revealed his word through the preaching entrusted to me by the command of God our Savior:

To Titus, my true son in our common faith. Grace and peace from God the Father and Christ Jesus our Savior.

I left you in Crete for this reason: that you might set right what still needed to be done and appoint elders in every town, as I directed you.

An elder must be beyond reproach, the husband of one wife, with children who are believers and not open to the charge of wild living or rebellion.

For as God's steward, an overseer must be beyond reproach: not arrogant, not quick-tempered, not given to drink, not violent, not greedy for dishonest gain,

but hospitable, a lover of what is good, self-controlled, upright, holy, and disciplined.

He must hold firmly to the trustworthy word as it has been taught, so that he can encourage others with sound doctrine and refute those who oppose it.

For there are many rebellious people, empty talkers and deceivers, especially those of the circumcision group.

They must be silenced, because they are ruining whole households by teaching what they should not teach—and all for the sake of dishonest gain.

One of them, a prophet of their own people, said: "Cretans are always liars, vicious brutes, lazy gluttons."

This testimony is true. So rebuke them sharply, that they may be sound in the faith

and pay no attention to Jewish myths or to the commands of people who turn their backs on the truth.

To the pure, everything is pure; but to those who are defiled and unbelieving, nothing is pure. In fact, both their minds and their consciences are defiled.

They claim to know God, but by their actions they deny him. They are detestable, disobedient, and unfit for any good work.

People

Titus is referred to as Paul's "own true child in the common faith" (v. 4). Unlike Timothy, Titus was a Gentile believer. His Gentile background made him an important example in the debate over circumcision (Gal 2:1-3). The fact that Paul now left him on Crete to organize the churches shows that he had considerable authority and experience.

Epimenides is the poet quoted in verse 12 as the Cretans' "own prophet." He was a semi-legendary Cretan sage from the 6th century BC, known in Greek tradition as a poet and religious expert. Some ancient lists included him among the Seven Sages. The saying "Cretans are always liars, evil beasts, lazy gluttons" was famous in antiquity and illustrates the bad reputation the Cretans had. That Paul calls him "prophet" (προφήτης) may be ironic or reflect that Epimenides was credited with religious insight in Greek culture.

Places

Crete was a large island in the eastern Mediterranean, strategically located on trade routes between east and west. In New Testament times, the island was under Roman rule as part of the province of Creta et Cyrenaica. Crete had many cities scattered across the island, which explains Paul's instruction to appoint elders "in every town" (κατὰ πόλιν). Archaeological excavations have uncovered several cities from this period, including Gortyna, which was the provincial capital. Jews had been settled on Crete for centuries, a fact mentioned already in 1 Maccabees 15:23 and confirmed by Acts 2:11, where "Cretans" are listed among the listeners on the day of Pentecost.

Events and Customs

The Circumcision Group (οἱ ἐκ τῆς περιτομῆς, v. 10) refers to Jewish believers who insisted that Gentile believers must follow Jewish law, including circumcision. This was a known issue in the early church that had been addressed at the Jerusalem Council (Acts 15), but which continued to create tensions in the congregations. On Crete, these people taught "Jewish myths" (Ἰουδαϊκοῖς μύθοις, v. 14), likely speculative interpretations of genealogies and details of the law combined with extra-biblical traditions.

Household Teaching is mentioned as problematic because false teachers "ruin whole households" (ὅλους οἴκους ἀνατρέπουσιν, v. 11). In the Greco-Roman world, the household (οἶκος) was the basic social unit, and house churches were the norm for Christian gatherings. Therefore, false teachers gaining influence over entire households represented a serious threat to the stability of the church.

Hygiainousa didaskalia (ὑγιαινούσῃ διδασκαλίᾳ, "sound teaching," v. 9) is an expression characteristic of the Pastoral Epistles. The adjective "sound" (ὑγιαίνω) was drawn from medical terminology and implied that false teaching was like a disease that spread and destroyed the body—in this case, the church's "body."
