Then I lifted my eyes and looked, and there before me were four horns.

I asked the angel who was speaking with me, "What are these?" He answered me, "These are the horns that scattered Judah, Israel, and Jerusalem."

Then the LORD showed me four craftsmen.

I asked, "What are these coming to do?" He said, "These are the horns that scattered Judah so completely that no one could lift his head. But these have come to terrify them, to cast down the horns of the nations that raised their horn against the land of Judah to scatter it."

Then I lifted my eyes and looked, and there before me was a man with a measuring line in his hand.

I asked, "Where are you going?" He said to me, "To measure Jerusalem, to see how wide and how long it is."

Then I saw the angel who was speaking with me going out, and another angel came out to meet him

and said to him, "Run, tell that young man: Jerusalem will be inhabited as a city without walls, because of the multitude of people and livestock within her.

And I myself will be a wall of fire around her, declares the LORD, and I will be the glory within her."

"Up, up! Flee from the land of the north, declares the LORD, for I have scattered you to the four winds of heaven, declares the LORD.

Up, Zion! Escape, you who dwell with the daughter of Babylon."

For this is what the LORD of hosts says: After his glory he sent me against the nations that plundered you—for whoever touches you touches the apple of his eye.

See, I will raise my hand against them, and they will become plunder for their own servants. Then you will know that the LORD of hosts has sent me.

Sing and rejoice, daughter of Zion! For I am coming, and I will dwell in your midst, declares the LORD.

Many nations will join themselves to the LORD on that day and become my people, and I will dwell in your midst. Then you will know that the LORD of hosts has sent me to you.

The LORD will take possession of Judah as his portion in the holy land, and he will again choose Jerusalem.

Be silent, all flesh, before the LORD, for he has roused himself from his holy dwelling.

The Four Horns (אַרְבַּע קְרָנוֹת)

In biblical symbolism, a horn is an image of power and strength, drawn from the picture of mighty animals such as oxen and rams. In this chapter, the four horns represent the powers that scattered Judah, Israel, and Jerusalem (vv. 1–2). The number four often symbolizes universality—the four directions—and thus suggests that oppression came from every side. Historically, this may point to great empires such as Assyria, Babylon, Egypt, and Persia, or more generally to the combined resistance of world powers against God’s people.

The Craftsmen (חָרָשִׁים)

The Hebrew word charashim refers to skilled craftsmen who work with wood, metal, or stone. These four craftsmen come to "terrify" and "strike down" the four horns (vv. 3–4). The image is that God sends His own agents to destroy the power of the oppressors, just as a smith might melt down or shatter a metal horn. This underscores that God controls the course of history.

Jerusalem as an Unwalled City (פְּרָזוֹת)

The term perazot describes a city without walls—a village or open settlement. In ancient times, city walls were essential for security, so the vision of Jerusalem as a city without walls was radical (v. 8). The promise implies that the city will grow so large in population that no wall could contain it, and that God Himself will be its protection as a "wall of fire" (v. 9).

"The Apple of His Eye" (בָּבַת עֵינוֹ)

This expression literally means "the pupil of his eye" and describes something extremely vulnerable and precious (v. 12). Whoever touches God’s people touches what is most sensitive to Him.

Jerusalem

The chapter focuses on the future restoration and growth of Jerusalem. The vision of a Jerusalem so populous that it breaks all boundaries (v. 8) stood in sharp contrast to the actual situation of a small population and ruined walls. God promises to be the city’s "wall of fire" and to dwell in its midst (vv. 9, 14).

"The Land of the North" and Babylon

The call to flee from "the land of the north" (v. 10) and "daughter of Babylon" (v. 11) refers to the place of exile. Although Babylon is geographically east of Israel, invading armies typically came from the north due to trade routes through the Syrian desert. Many Jews had chosen to remain in Babylon even after being permitted to return, and this chapter strongly urges them to come home.

Events and Customs

Measuring Cities

The man with the measuring line (vv. 5–6) performs an action that was common in ancient city planning and rebuilding. Measuring a city was the first step in a construction project and signaled the intention to establish or restore it. In a prophetic context, such measurement could also signify judgment or evaluation. Here, the measuring is interrupted with the message that Jerusalem will surpass all human plans—the city cannot be measured because its growth will be limitless.
