This is what the LORD says: Keep justice and do what is right, for my salvation is close at hand and my righteousness is about to be revealed.

Blessed is the one who does this, the man who holds fast to it — who keeps the Sabbath without profaning it and keeps his hand from doing any evil.

Let no foreigner who has joined himself to the LORD say, "The LORD will surely exclude me from his people." And let no eunuch say, "I am nothing but a withered tree."

For this is what the LORD says: To the eunuchs who keep my Sabbaths, who choose what pleases me and hold fast to my covenant —

to them I will give, within my house and within my walls, a memorial and a name better than sons and daughters. I will give them an everlasting name that will never be cut off.

And the foreigners who join themselves to the LORD to serve him, to love the name of the LORD and to be his servants — all who keep the Sabbath without profaning it and hold fast to my covenant —

these I will bring to my holy mountain and give them joy in my house of prayer. Their burnt offerings and sacrifices will be accepted on my altar; for my house will be called a house of prayer for all peoples.

So declares the Lord GOD, who gathers the outcasts of Israel: I will gather still others to him, besides those already gathered to him.

All you beasts of the field, come and devour — all you beasts of the forest!

Israel's watchmen are blind, every one of them; they know nothing. They are all mute dogs that cannot bark, dreaming as they lie there, in love with sleep.

They are greedy dogs that never have enough. And they are shepherds who understand nothing; every one of them has turned to his own way, each seeking his own gain, to the last of them.

"Come," they say, "let me get some wine; let us drink our fill of strong drink! And tomorrow will be like today — even better, far grander!"

For Israelites, this was particularly painful because Deuteronomy 23:2 excluded eunuchs from the assembly of the Lord. The eunuch’s complaint, "I am a dry tree" (v. 3), reflects the sorrow of being unable to continue one’s lineage—a fundamental value in Israelite culture.

Foreigners (בֶּן־הַנֵּכָר, ben-hannekar): The chapter also addresses non-Israelites who wished to join YHWH. During the exile and after the return, the question of foreigners’ status within the covenant community was highly relevant.
