A psalm of David. LORD, who may dwell in your tent? Who may live on your holy mountain?

The one who walks blamelessly and does what is right, who speaks the truth from the heart;

who spreads no slander with his tongue, who does his neighbor no harm and casts no reproach on his kinsman;

who looks with contempt on a vile person but honors those who fear the LORD; who keeps his oath even when it costs him, and does not go back on it;

who lends his money without interest and takes no bribe against the innocent. Whoever does these things will never be shaken.

This double designation may reflect a transitional period—either from the tabernacle to the temple, or a deliberate use of the older expression to emphasize continuity in Israel's worship.

Psalm 15 belongs to a genre called "entrance liturgies" or "temple entrance liturgy." This type of text was likely used at the temple gate, where pilgrims asked the question, "Who may enter?" and the priest responded with ethical requirements. Parallels are found in Psalm 24:3–6 and Isaiah 33:14–16. Similar entrance requirements are known from Egyptian and Mesopotamian temples, but in Israel the requirements are strikingly ethical rather than ritual—they concern justice, truthfulness, and integrity, not cultic purity or sacrifices.
