The LORD reigns; let the peoples tremble. He is enthroned on the cherubim; let the earth shake.

Great is the LORD in Zion; he is exalted above all the nations.

Let them praise your great and awesome name—he is holy.

The King is mighty, and he loves justice. You have established fairness; you have brought about justice and righteousness in Jacob.

Exalt the LORD our God; bow down before his footstool—he is holy.

Moses and Aaron were among his priests, and Samuel among those who called on his name; they called on the LORD, and he answered them.

He spoke to them from the pillar of cloud; they kept his testimonies and the statute he gave them.

LORD our God, you answered them. You were a forgiving God to them, yet you punished their misdeeds.

Exalt the LORD our God; bow down at his holy mountain, for the LORD our God is holy.

People

Psalm 99 mentions three central figures from Israel's history: Moses, Aaron, and Samuel (v. 6). These three represent different time periods and roles in Israel's relationship with God. Moses was the lawgiver and prophet who spoke with God face to face; Aaron was the first high priest who established the priesthood; and Samuel was the last judge and prophet who anointed Israel's first kings. By mentioning these three together, the psalmist emphasizes a tradition of intercession and closeness to God that spans generations. All three served as mediators between God and the people, and all three experienced that God answered them when they cried out to him.

Places

Zion is explicitly mentioned in verse 2 as the place where the Lord is "great." In Israelite theology, Zion (Jerusalem with the temple mount) was the place God had chosen as his dwelling on earth. "His holy mountain" in verse 9 refers to the same thing—the temple mount where God's presence reigned. The expression "his footstool" (v. 5) may refer to the ark of the covenant in the Most Holy Place, which was understood as God's throne on earth, or to the temple and Zion as a whole.
